Bio-fuels and food security: a case study of South Africa

In this paper the impacts of biodiesel feedstock production in the Eastern Cape Province of South Africa is assessed through the application of a Partial Equilibrium Model to the Eastern Cape Social Accounting Matrix, using canola production in the Province as an 'external shock'. Six economic indicators were estimated. The results show that investment in biodiesel production in the Eastern Cape will generate, in 2007 terms, an additional GDP of R18.1 million and 410 employment opportunities per annum, R24.3 million per annum over an assumed lifetime of 20 years in capital formation, R2.1 million additional income generated in low income households, increase in government revenue, and a positive balance of payment. These indicators imply that, given the parameters that are accounted for in a Partial Equilibrium Model, every Rand invested in canola projects in the Eastern Cape will, overall, be of socio-economic advantage to the Province. It is envisaged that further applications of such models may lead to a better understanding of the implications of biofuels in the South African economy, and thereby inform decision- and policy-making in terms of the sustainability of biofuels production systems in general.

PurposeThere are many pragmatic challenges and complex interactions in the reduction of systemic disaster risk. No single agency has the mandate, authority, legitimacy or resources to fully address the deeper socio-economic, cultural, regulatory or political forces that often drive the creation and transfer of risk. National leadership and co-ordination are key enablers. This paper shares Australia's progress in building an enabling environment for systemic disaster risk reduction, and specifically how a change in thinking and resolve to work differently is beginning to shape nation-wide reforms and national programs of work.Design/methodology/approachThe project and program of work adopted an inclusive, collaborative, co-design and co-production approach, working with diverse groups to create new knowledge, build trust, ongoing learning and collective ownership and action. Values- and systems-based approaches, and ethical leadership were core aspects of the approach.FindingsCo-creating a more comprehensive and shared understanding of systemic disaster risk, particularly the values at risk and tensions and trade-offs associated with the choices about how people prevent or respond, has contributed to a growing shift in the way disasters are conceptualised. New narratives about disasters as "unnatural" and the need for shared responsibilities are shaping dialogue spaces and policy frameworks. The authors' experience and ongoing learning acknowledge pragmatic challenges while also providing evidence-based ideas and guidance for more systems and transformative styles and competencies of leadership that are needed for convening in contested and complex environments.Practical implicationsThis work built networks, competencies and generated ongoing momentum and learning. The lessons, evidence and reports from the work continue to be accessed and influential in research, emergency management and disaster mitigation practices (e.g. engagement, communications, training) and policy. Most significantly, the National Disaster Risk Reduction Framework provides the basis, justification and guidance for the nation's policy reform agenda around disaster risk reduction and is catalysing national efforts in developing a national action plan and systemic measurement, evaluation and learning to ensure the realisation of disaster risk reduction priorities.Originality/valueA practical example is offered of a nation actively learning to navigate the governance challenges and implement strategies to address the reduction of complex, systemic risks.

International audience ; Human actions have driven earth systems close to irreversible and profound change. The need to shift towards intentional transformative adaptation (ITA) is clear. Using case studies from the Transformative Adaptation Research Alliance (TARA), we explore ITA as a way of thinking and acting that is transformative in concept and objectives, but achieved through a mix of incremental and transformative co-production processes that ultimately lead to the social-ecological system being transformed. Central to ITA are social and political issues of how individuals and collectives address environmental and social change and deal with power imbalances. ITA approaches are claimed to help overcome adaptation challenges, including: 1) re-framing human-nature relationships; 2) dealing with uncertainty; 3) engendering empowerment and agency and 4) addressing conflicting values and interests. However, it is unclear if these approaches work in practice. We examined six adaptation case studies in which participants used processes of: 1) co-producing visions of the future; 2) re-framing values, rules and knowledge to shift decision contexts for adaptation and 3) implementing actions using theories of change and adaptation pathways. We assessed the extent to which participants could use these processes to address their adaptation challenges. We found evidence of many positive achievements towards the implementation of ITA, but also examples where processes were not working, such as communities having difficulties in finding ways to work cooperatively. Different processes will be needed to address these issues, such as promoting pluralism, knowledge contestation, and deliberative re-politicisation of the adaptation agenda to shift power imbalances and enable change.
