Employing a multiscalar approach to migration outcomes, spanning individual households, local communities, the macroeconomy and global patterns of capital accumulation, this book demonstrates how cumulatively causal processes at structural, institutional and agency levels have forged a precariously remittance-dependent economy in Sri Lanka. This book combines historical-structural analysis with qualitative research to contend that remittance inflows have reinforced patterns of uneven development in Sri Lanka. At the heart of this argument is a bold critique of remittance capital that inverts the migration-development nexus which has come to dominate international policymaking, with implications for Sri Lanka and other remittance economies' throughout the Global South. The author contends that temporary labour migration from Sri Lanka is a process of migration-underdevelopment', in which remittance inflows - ubiquitously considered a key source of capital for developing economies - are reinforcing of uneven development at multiple scales and produce unsustainable development outcomes. Offering a uniquely systematic critique of remittances as a source of developmental capital for countries of origin, such as Sri Lanka, this book will be of interest to academics in the field of development studies, migration studies and Asian studies.

AbstractAustralia's 2018 introduction of the Pacific Labour Scheme (PLS) broadened the scope and duration of labour mobility pathways available to Pacific Island countries. Although longer term temporary migration schemes like the PLS expand livelihood opportunities for migrant households, they also create challenges related to the maintenance of personal relationships and care practices during transnational family separation. Though pressing concerns for Pacific Island governments, these issues have received little scholarly attention. Drawing on in‐depth interviews with migrants and their households in Kiribati, Tonga and Vanuatu, this article offers some preliminary insights into the way gender norms intersect with the reorganization of socially reproductive labour during migration. Findings indicate that women were disproportionately involved in the performance of additional unpaid care work within migrant households adjusting to transnational family life, but also suggest that women's participation in labour mobility may offer nascent opportunities to increase financial autonomy and social standing through the act of 'remitting care'.

International labour migration is inherently a transnational phenomenon that reflects the changing composition of labour markets and labour systems and has resulted in the rising presence of non-citizens in places of work. While the transnationalism literature has made important contributions by shifting empirical attention beyond national boundaries, so too has it overstated migrant agency while downplaying the relevance of state power. This paper draws on the concept of protracted precarity, as it applies to temporary labour migration within key migratory corridors in Asia, to develop an alternative paradigm of forced transnationalism that better accounts for transnationalism in the absence of meaningful agency. Three prominent features of cross-border labour migration are examined: temporary employer-tied contracts, commercialised recruitment, and feminised migration. This leads on to a discussion of the specifically transnational dimensions of the curtailed economic and political rights that produce migrant precarity and precarious livelihoods.

AbstractMigrant workers comprise a significant and growing segment of Australia's non‐professional frontline care workforce. In this article, we offer a scoping study of existing research to investigate what is known about the experiences of migrant workers employed in non‐professional care occupations in Australia. Through a systematic approach, which includes six discrete stages (Arksey and O'Malley, 2005), we find a growing and substantial literature on migrants working in non‐professional care occupations in Australia. However, we also find that only a small number of studies are concerned with the experiences of migrant workers themselves. This article thematically maps out existing knowledge about these workers—including pathways in and out of paid care work, (under)utilisation of skills, cultural meanings attached to paid care work, experiences at work such as racism and language barriers, and finally how care work is situated in relation to workers' private lives. We conclude by identifying major gaps in the literature and outlining important avenues for future research.

ABSTRACTThis article uses migrant precarity as a lens through which to analyse the issue of mobilization for migrants' rights by civil society. Such mobilization efforts are vital in light of the emergence of global migration governance, which tends to actively constrain considerations for migrants' human and labour rights. Asia's temporary migrants have been identified as a particularly precarious group of workers due to their specific position within the international division of labour, one that is defined by poorly‐ or unregulated work with insecure legal and residential status. Moreover, with local employment in countries of origin often characterized by informal employment, poor working conditions and unsustainable livelihoods, migrant workers are caught within a protracted precarity that spans life at home and abroad. Stronger normative and organizational links between global migration governance and migrant rights movements are needed to advance decent work agendas within countries of destination, as well as in countries of origin.

AbstractGendered migration governance has emerged as a key modality through which South Asian countries mobilise and manage women migrant workers. This involves complex policy articulations encompassing the restriction, protection and promotion of migration. Through analysis of state discourse and stakeholder responses in India and Sri Lanka, we examine how policies of labour‐sending states co‐produce and compound migrant vulnerability by displacing responsibility for risk‐management onto individual migrants and intermediaries. We suggest that institutional constraints on women's exit coalesce with structural inequalities at the regional level to exacerbate precarity during the course of migration, reducing potential economic gains from migration while heightening individual risk. The paper concludes by identifying the need for gender‐responsive, evidence‐based policy frameworks to promote safe migration and provide inclusive local employment alternatives.
