The aim of the research is to explore various forms of participation of the EU Member States Parliaments in the political processes of the European Union. The assessment of the intensity of the analyzed participation will be made by applying the concept of classification of the distinguished participation, which includes passive and active participation. This study has a significant impact in the context of participation of citizens, whose direct representatives are elected members of the national Parliaments (NP). The article verifies the hypothesis that the variety of forms of participation of NP in the political processes in the EU strengthens the democratic legitimacy by increasing transparency and accountability of the EU institutions and by improving cross-level communication lines between the EU institutions and national authorities. Active forms of participation increase influence of NP on the EU political processes. However, a wide range of informal participation increases the effectiveness of supranational decision-making processes, in particular, reducing the technocratic nature of the decisions.

A deliberative debate is a process of communication focused on finding good arguments for specific evaluations and solutions to the issues discussed, and addressing important stakeholder issues. The aim of the article is to present the course and results of observations made with regards to the theoretical and scientific discourse of deliberation that took place in September 2016. Participants were academic experts, thinkers and representatives of civil society organisations working in European affairs, as well as doctoral students and other activists. The questions concerned the way to understand the guiding motto of the meeting: More Europe and the way to define and to perceive the crisis in the process of European integration. Deliberation concerned the assessment of the model of European integration and the question whether the current formula is endorsed or contested. In addition, arguments on the best and worst effects of the integration process should be identified, who can challenge the integration process and for what reasons. The purpose of the deliberation was to assess the process of European integration, identify the ground for the criticism thereof, diagnose crisis situations and indicate the desired target model. ; Debata o charakterze deliberacji to proces komunikacji zorientowany na poszukiwanie wystarczająco dobrych argumentów przemawiających za określonymi ocenami oraz rozwiązaniami dyskutowanych kwestii i odnoszących się do istotnych problemów interesariuszy. Przedmiotem artykułu jest prezentacja przebiegu i wyników obserwacji poczynionych wobec dyskursu teoretycznego i naukowego o charakterze deliberacji, które miało miejsce we wrześniu 2016 r. Uczestnikami byli eksperci akademiccy, przedstawiciele think-thanków oraz organizacji społeczeństwa obywatelskiego, działający w obszarze spraw europejskich, a także doktoranci i inni aktywiści. Pytania dotyczyły kwestii jak należy rozumieć hasło przewodnie spotkania: więcej Europy ("More Europe") oraz jak definiować i gdzie postrzega się kryzys w procesie integracji europejskiej. Deliberacja dotyczyła oceny modelu integracji europejskiej, czy obecna formuła jest aprobowana czy też kontestowana. Ponadto należało wskazać argumenty dotyczące najlepszych i najgorszych efektów procesu integracji, kto może kontestować proces integracji i z jakich przyczyn. Celem deliberacji było wypracowanie oceny procesu integracji europejskiej, określenie podłoża jego krytyki, zdiagnozowanie sytuacji kryzysowych oraz wskazanie pożądanego modelu docelowego

W rozdziale pt. "Parlamenty narodowe jako podmioty integracji europejskiej z perspektywy reformowania Unii Europejskiej" prezentuje ona rekomendacje dotyczące zakresu oddziaływania parlamentów narodowych jako podmiotów integracji europejskiej z perspektywy reformowania Unii Europejskiej po Traktacie z Lizbony. Została dokonana ocena możliwości wynikających z nowych zmodyfikowanych regulacji traktatowych przyznających parlamentom państw członkowskich UE instrumenty bezpośredniego kształtowania i kontroli przyjmowanych decyzji i tworzonych polityk w ramach Unii Europejskiej (UE). Ze względu na ramy analizy, wnioskowanie ograniczono do dwóch obszarów: wykorzystania dialogu politycznego oraz mechanizmu wczesnego ostrzegania (tzw. żółta lub pomarańczowa kartka). Zbadany został zakres wykonywanych uprawnień, na ile opinie parlamentów mogą obejmować dokumenty wyznaczające nowe kierunki w politykach UE czy wręcz potrzebę reformowania UE. Główne pytania badawcze dotyczą skali aktywności, powszechności, a także jakości i efektów stosowania dostępnych instrumentów wpływu, w tym mechanizmu wczesnego ostrzegania, przez parlamenty narodowe. Czy badane podmioty potrafią wykorzystać możliwości wynikające z nowych rozwiązań proceduralnych dla wzmocnienia swojej pozycji i zakresu wpływu na tworzone prawo i kształtowane polityki UE. ; The opening chapter of this publication is Marta Witkowska's chapter entitled "National Parliaments as actors of European integration from the perspective of reforming of the European Union". It includes recommendations on the extent to which national parliaments act as actors of European integration from the perspective of reforming of the European Union after the Treaty of Lisbon. There was made an assessment of the possibilities resulting from the new modified treaty's regulations, which grants parliaments of the EU Member States the instruments for direct shaping and monitoring of adopted decisions and policies within the European Union (EU). Due to the framework of the analysis, the outcomes were limited to two areas: the use of political dialogue and the early warning mechanism (called "yellow" or "orange card"). The scope of rights has been examined, insofar as the opinions of parliaments may include documents designating new directions in the EU policies or even the need to reform the EU. The main research questions concern the scale of activity, universality, and the quality and effects of the use of the available influence instruments, including the early warning mechanism, by national parliaments. The paper analyses the potential of Poland's representatives in the European Parliament over the decade of Poland's membership of the European Union, determines the extent of Polish MEPs'influence in the European Parliament and assesses how efficiently and effectively this influence was actually exercised, as reflected in the decisions made by the Union. The goal of the paper is to explain the operating principles and work of the EP which determine how its strategy is developed and tactics implemented. The mechanism of the operation of these rules will be explained on the example of Polish representation in the EP. Firstly, the foundations of the analysis, its methodology and determinants to examine the efficiency and effectiveness of the influence of Polish representation will be presented. Then, for the purpose of investigation and verification of the hypothesis, the data concerning the sixth and the seventh terms of the EP will be separately analysed. The present study is to verify the following hypothesis: the influence of a relatively large proportion of a national delegation in a political group of limited significance in the EP is high, but it does not translate into efficiency and effectiveness of the influence on Union decisions. The efficiency and effectiveness of a national representation is greater when a national delegation constitutes a relatively small percentage but participates in a large political group of great significance in the EP. ; Przedmiotem niniejszego artykułu jest analiza potencjału reprezentantów Polski w Parlamencie Europejskim (PE) w okresie dziesięciu lat naszego członkostwa w Unii Europejskiej, określenie skali wpływu polskich eurodeputowanych w PE, efektywności jego wykorzystania oraz skuteczności oddziaływania na decyzje unijne. Celem jest wyjaśnienie zasad pracy i funkcjonowania PE determinujących opracowywanie strategii i realizację taktyki działania. Mechanizm działania tych zasad objaśniony zostanie na przykładzie polskiej reprezentacji w PE. Na wstępie przedstawione zostaną założenia prowadzonej analizy, metodologia oraz determinanty badania efektywności i skuteczności oddziaływania polskiej reprezentacji. Następnie w celu prowadzenia badania i weryfikacji hipotezy zostaną zanalizowane dane dotyczące kadencji VI oraz oddzielnie VII PE. Niniejsze badanie służy weryfikowaniu następującej hipotezy. Skala wpływu procentowo dużego odsetka delegacji narodowej w grupie politycznej o niewielkim znaczeniu w PE jest wysoka, ale nie przekłada się na efektywność i skuteczność oddziaływania na decyzje unijne. The goal of the paper is to analyse mechanisms of participation of representations of the societies of the member states in decision-making of the European Union and to evaluate the possibility of influencing the process of shaping of the content of politics in the multi-level system of the European Union by the outside-business individual and group interests. The author formulates a hypothesis that a participatory model of multi-level governance is being developed in the European Union under the influence of certain actions which are aimed at reforming the system of governance and eliminating the defi cit of democracy. Key theoretical assumptions and goals of explanation of the paradigm of MLG are presented in the fi rst part of the paper which is essential for explaining the way of reasoning. This article presents an analysis of the growing role of transnational processes and interaction between political parties, interest groups, non-governmen-tal organisations, and other civil society institutions. The main aim is to discuss the nature of transnational participatory processes, the reasons for their occurrence, and their forms and manifestations and intensity and effectiveness, as well as their con-sequences for the functioning of the EU system with respect to its democratic char-acter. The research problems approached in this article include: 1) the nature of transnational participation, its determinants and the factors affecting its develop-ment; 2) explication of the interrelations between the laws adopted by the European Union and the transnational participatory processes; 3) the increasing social approval for the actions undertaken and the process of integration as a whole – increasing the output legitimacy of the European Union – as a result of the transna-tional participatory processes. ; nie dotyczy ; Marta Witkowska
