Labour Force Survey as a basis for labour statistics modernisation

This year, in May, 25 years have passed since the implementation of the Labour Force Survey (LFS) in the Polish official statistics. It plays a very important role in monitoring labour market and facilitates its' comprehensive analyses. On the occasion of this jubilee, the article presents the premises of implementing the LFS in Poland, considering the need to reconstruct labour statistics in connection with the transformation of the Polish economy and the change in users expectations regarding the scope of information about the labour market. This demand became the basis for the development of the LFS concept. International cooperation and support for the scientific community were of great importance in its creation.
Describing the concept and organisation of the LFS, the main pillar of changes in the Polish labour statistics, the possibility of including ad-hoc modules on issues of particular importance and urgency for decision-makers and labour market analysts was highlighted. The advantage of the survey was also the prompt development and dissemination of results, which were extremely important at a time of dynamic changes on the labour market.

The author discusses the main directions of improving Polish official statistics in adapting information characterizing durable, sustainable and balanced socio-economic development to the extent that the needs of domestic and international users are covered, taking into account the changes in the information technology and telecommunications. Particular attention was paid to the development of the following courses of action: to enrich the thematic scope of statistical surveys, taking into account the most important aspects of the test of reality, strengthen the coordination of research at the international level, improving the measurement of phenomena and processes, need to expand the scope of the use of alternative sources of information, including researches on the possibility of using the so-called mass sets (Big Data), programming and monitoring of development, modernization of the organization of the surveys.

Main improvements of external migration statistics in EU are presented in the article. On the base of papers presented during the 95th DGINS Conference, experiences of some EU-countries as well as their activities to improve the statistical data quality concerning external migrations are discussed. The statistical system of external migrations in Poland is presented in this context. These very statistics should deliver both data on streams and migration resources. Polish migration statistics use three types of data sources as follows: the administrative system, statistical surveys, foreign data sources. An estimation methodology of migration sizes is an important factor. Some activities, i.e. a spectrum extension of existing as well as a search for new data sources and improvement of current surveys as well as developing international cooperation and wider using results of scientific researches, and intensification of cooperation with government administration as well as units using information on migrations or responsible for migration politics, were implemented to improve the Polish statistical system of external migrations.

The 60th World Congress of Statistics, organized by the International Institute of Statistics gathered numerous statisticians and was an opportunity to present the latest plans and achievements in the field of statistics. Extensive problems of the Congress related both to scientific issues, methodological, and practical aspects of statistical offices. A particular interest was the discussion inspired by current issues, including issues relating to quality of life and sustainable development. According to the keynote of the Congress, ie. "Statistical science for a better world", much attention was devoted to reflection on the role of statistics and the challenges of growing informational expectations and possibilities of the use of different data sources. Among the more than 1250 papers presented at the Congress were some presenting Polish experiences concerning, among others cross-border statistics, quality of life and communication with users. It was a great opportunity to promote Polish public statistics among international statisticians — theoreticians and practitioners.

The 59th World Statistics Congress organized by the International Statistical Institute, which is one of the oldest scientific organization in the world, allowed to present achievements of statistics representatives from many countries and in various areas of research, as well as to exchange information on the direction of future activities. The Congress program included scientific sessions, short courses, administrative and satellite meetings which presented not only the achievements of statistics as a scientific discipline, but also its practical applications in many areas of life, and above all, determined the perspective of the development of statistics. During the Congress also the experience of Polish statistics was presented, which was an excellent opportunity to promote the activity of the CSO and the academic community in important areas of international statistics. Much attention was paid to modern organization of censuses, multifaceted use of Big Data as well as the quality of life in its broad sense. The specific challenge for public statistics is also multidimensional nature of cross-border processes. The results of research in these areas are the source of inspiration for the modernization of public statistics, and thus define the direction of its long-term transformation. The Congress program devoted much attention to young statisticians for whom numerous sessions and satellite conferences were organized, primarily in order to create a network for communication and contacts between young statisticians from different statistical organizations around the world.
