Simon Wolf describes how the growing awareness for the economic consequences of climate change and the economic opportunities of climate protection has led to changes in the rationality of governing climate change, from reducing emissions to building low-carbon economies. "Der Beitrag analysiert im ersten Teil die Strukturen und den Einfluss einer sich herausbildenen Global Water Governance. In Organisationen wie dem World Water Council oder der Global Water Partnership definieren Institutionen der Entwicklungshilfe, zuständige Ministerien und private Wasserfirmen die dominante Problemsicht und begrenzen so das Feld möglicher Lösungen. Die Betroffenen der Politik - vor allem in den Entwicklungsländern - und ihre Interessen bleiben durch die Dominanz der Akteure aus der OECD-Welt außen vor. Ein Hinweis darauf, dass bei der Analyse von Governance-Strukturen grundsätzlich der Entstehungshintergrund und die Zugangsbedingungen verschiedener Akteure genauer betrachtet werden müssen. Im zweiten Teil analysiert der Beitrag am Beispiel Boliviens die Phase der Projekt-Implementation, in der Regierungen und Akteure aus den Entwicklungsländern eine wichtige Rolle spielen. Externen Druck und Vorgaben etwa der Weltbank konnten sie zwar nicht zurückweisen, aber die geforderten Maßnahmen an ihre Interessen anpassen - die innerstaatlichen Machtasymmetrien reproduzierten sich so. Auch für das Verhältnis von Entwicklungsländern mit externen Akteuren benötigen Governance-Analysen also ein differenziertes Staatsverständnis, dass nicht vom Druck auf einen Staat als Ganzes ausgeht."
