AbstractThis chapter provides insight into the challenges faced by independent evaluators working in community settings. Communities are complex, requiring the independent evaluator, who chooses to work in them, to possess a unique set of personal qualities and professional competencies. Social problems are complex and community members and organizations must be engaged for interventions and evaluations to be effective. The authors delve into the evaluators' professional competencies applicable to working with communities and the perspectives required to help communities evaluate their social change strategies. The authors discuss the necessity to demonstrate cultural humility and cross‐cultural competence, a commitment to justice and equity, an ecological perspective, empowerment, community inclusion, and knowledge of program development and implementation strategies typical in community‐oriented work. This chapter suggests guidelines and resources to assist the evaluator working in communities. It concludes with examples of results from the authors' work as independent evaluation consultants working with community coalitions.

AbstractIn this chapter, the authors describe the relevance and importance of principles for collaborative evaluation work addressing inequities and social injustice. They provide a brief introduction to Principles‐Focused Evaluation and describe Principles for Collaborating for Equity and Justice to provide a rational for using the Principles‐Focused Evaluation approach when evaluating collaboratives addressing inequities. They describe useful strategies for incorporating Principles‐Focused Evaluation into evaluation of such collaboratives, demonstrate how to apply it to other evaluation approaches and models, and provide a case study of an evaluation that incorporated the Principles‐Focused Evaluation approach with Community Coalition Action Theory.

AbstractThis chapter summarizes the main points presented in the preceding chapters and highlights opportunities for advancing coalition evaluation. Four major suggestions for advancing coalition and collaborative evaluation are offered. First, there is a need for employing a systems/complexity perspective in coalition evaluation with associated frameworks and tools that can be applied in practice. Second, there is a need to incorporate principles of equity in coalition evaluation and to develop tools that can effectively capture processes and outcomes of equity‐focused work. Third, there is a need for more empirical research to advance the conceptualization, measurement, and evaluation of community coalitions and their collaborative efforts. Fourth, it is important that evaluators understand and employ best practices to foster collaborative and participatory evaluation processes within coalitions and collaboratives.
