This article examines how the Hong Kong Special Administrative Region government squares the welfare circle. Because of the constrained institutional pathway of the established welfare system, the government is not successful in either reducing public expenditures or raising taxes. The article argues that it is important to look into the role of institutional design in the management of public expectations.

ABSTRACTThis article selects a fast growing economy, China, under Deng Xiao‐ping's economic reforms, as a case example for exploring the use of the median income‐linked international poverty line in measuring third world poverty. Those third world countries which have a fast growing economy have the prospect of increased income inequality. Henceforth, the widening income inequality justifies a comparable poverty measurement which takes into account the relation between economic affluence and income distribution.

This book puts the spotlight on the Chinese and South-East Asian welfare systems, providing an up-to-date assessment of their character and development. In particular it examines the underlying assumptions of these systems and how the processes of globalisation are impacting on them. As well as specific country case studies, there is a valuable comparative analysis of Eastern and Western welfare states

Is measuring poverty an exercise in the art of the possible? Could we have a poverty line which captures both the absolute & relative elements of poverty in one measure? This paper argues for the use of a poverty line for measuring poverty in newly industrialized East Asian societies that is expenditure-based. We present a number of arguments for the expenditure poverty measure, an alternative to the prevalent & popular measures -- absolute & relative poverty. Special reference is made to the social & economic context in East Asia. The case example of Hong Kong is used to demonstrate that the expenditure-based poverty line is a more reliable & sensitive measure. More importantly, this research offers a tool that determines a strategy for social expenditures in terms of poverty alleviation that is in line with a society's social & economic context. 3 Tables, 24 References.
