Overall, this dissertation examines a sequence of important interconnected issues: the perspectives of potential and actual CCS host communities, the perspectives of the environmental community on the rationality of CCS as viable mitigation solution for the United States, and strategies for engaging with the public on CCS. Much of the research in this dissertation is original work addressing major interdisciplinary gaps in existing literature as well as in industry and government public engagement practice. Each of the chapters is a stand-alone paper that provides a unique contribution to a series of different types of carbon management technologies and academic disciplines. They are assembled together to provide a unique integrated evaluation of these related problems. Collectively, these chapters capture some of the major challenges facing mitigation technology engagement from the potentially time consuming need for careful social site characterization to the opportunities for using citizen-guided marketing methods to identify factors that may enhance effective public engagement. Chapters 2 and 3 are essays on the perspectives of potential and actual CCS host communities. Chapter 2 finds that host communities in California's Central Valley are more concerned with the social risks of hosting a CCS project (e.g. fear of neglect should something go wrong) rather than with the technical risks of the technology. Chapter 3 finds that host communities across the US are more concerned with social risks, and want a say in how those risks should be mitigated. This Chapter concludes with a discussion of how a `social site characterization' conducted along side a traditional site characterization when evaluating the potential for a CCS project may be a good way to both encourage positive relationships with community members and mitigate potential concerns.Chapter 4 is an essay on the perspectives of the environmental community towards the potential of CCS as a viable mitigation solution in the US. This Chapter shows that environmental non-governmental organizations' position on CCS falls into one of four camps who believe: CCS should be developed and deployed in the near-term (Enthusiasts), CCS should be studied (Prudents), CCS will likely need to be deployed but only as a last resort (Reluctants), and CCS should not be deployed (Opponents). This Chapter finds that only Enthusiasts plan on educating the public about the technology in the near-term, however their ability to influence the public may be limited because they are more adept at targeting policymakers (not as experienced with the public) and receive much of their funding from industry (not seen as particularly trustworthy).In this dissertation, Chapter 5 is an essay on using citizen-guided emotional messages about CCS as a way to effectively communicate with the energy veteran public. This Chapter finds that Wyoming citizens believe information about CCS presented within an emotionally self-referent framework is likely to be a more persuasive way to garner support for or rejection of the technology amongst the Wyoming public than just the presentation of the same information alone.

AbstractClimate-related disasters are on the rise, with a 44% increase between 1994 and 2013, and the population at risk is ever growing. The need to help people protect their well-being, families, and homes is of utmost importance. We surveyed individuals impacted by Hurricane Matthew in real time in October 2016 to explore the role of mental health, self-efficacy, social support, and evacuation and attitudinal factors on disaster response. We asked, "How much do 1) evacuation-relevant factors (reported evacuation zone, awareness of risk, and source of warning); 2) attitudes (climate- and environment-related perceptions and intentions); and 3) psychosocial factors (mental health, self-efficacy, and social support) contribute to engagement in protective behaviors (evacuation and preparation)?" We found 1) greater immediate exposure to risk increases protective behaviors; 2) climate and environmental concern increase preparation, but not evacuation; and 3) people with greater mental health and self-efficacy respond in ways commensurate with risk, taking protective actions if they live within a reported evacuation zone and not if they are not at risk, while those with lower mental health and self-efficacy do not respond in line with risks. These findings paint a complex picture of disaster response and suggest that preparedness efforts need to go beyond simple policy prescriptions (e.g., mandated evacuations) or improved messaging toward a focus on developing comprehensive programs that build human capital and provide people with psychological and social resources in advance of, during, and after an extreme weather event.

Over the last decade, many energy experts have supported carbon sequestration as a viable technological response to climate change. Given the potential importance of sequestration in US energy policy, what might explain the views of communities that may be directly impacted by the siting of this technology? To answer this question, we conducted focus groups in two communities who were potentially pilot project sites for California's DOE-funded West Coast Regional Partnership (WESTCARB). We find that communities want a voice in defining the risks to be mitigated as well as the justice of the procedures by which the technology is implemented. We argue that a community's sense of empowerment is key to understanding its range of carbon sequestration opinions, where 'empowerment' includes the ability to mitigate community-defined risks of the technology. This sense of empowerment protects the community against the downside risk of government or corporate neglect, a risk that is rarely identified in risk assessments but that should be factored into assessment and communication strategies.

AbstractThere is a growing number of decision aids made available to the general public by those working on hazard and disaster management. When based on high‐quality scientific studies across disciplines and designed to provide a high level of usability and trust, decision aids become more likely to improve the quality of hazard risk management and response decisions. Interdisciplinary teams have a vital role to play in this process, ensuring the scientific validity and effectiveness of a decision aid across the physical science, social science, and engineering dimensions of hazard awareness, option identification, and the decisions made by individuals and communities. Often, these aids are not evaluated before being widely distributed, which could improve their impact, due to a lack of dedicated resources and guidance on how to systematically do so. In this Perspective, we present a decision‐centered method for evaluating the impact of hazard decision aids on decisionmaker preferences and choice during the design and development phase, drawing from the social and behavioral sciences and a value of information framework to inform the content, complexity, format, and overall evaluation of the decision aid. The first step involves quantifying the added value of the information contained in the decision aid. The second involves identifying the extent to which the decision aid is usable. Our method can be applied to a variety of hazards and disasters, and will allow interdisciplinary teams to more effectively evaluate the extent to which an aid can inform and improve decision making.

Abstract
Although the risks of flooding demand responses by communities and societies, there are also many cost-effective actions that individuals can take. The authors examine two potential determinants of such adoption: individual predisposition to act and the impact of decision aids that emphasize the risk, the actions, both, or neither (control). Respondents are a representative sample (N = 1201) of individuals in the areas most heavily affected by Superstorm Sandy in 2012. The authors find that, in the overall sample, seeing protective actions coupled with risk information or alone produced higher rates of individuals reporting that they intended to take action preparing for future storms, compared to a control group receiving no additional information. Moreover, that occurred despite the aids reducing their perceptions of risk. The authors find that individuals who reported having taken previous action are more responsive to decision aid messages with the exception of the combined message (risk and protective actions)—which had a positive effect on those who had not acted previously, but a negative effect on those who had. These results suggest that, in communities that already are aware of their flood risks, the critical need is for authoritative, comprehensible information regarding the most feasible and cost-effective protective actions that they can take. Providing such information requires analysis to determine which actions qualify and a design process that incorporates user feedback to ensure that recommendations are easily understood and credible.

Abstract
The risk of coastal flooding is increasing due to more frequent intense storm events, rising sea levels, and more people living in flood-prone areas. Although private adaptation measures can reduce damage and risk, most people living in risk-prone areas take only a fraction of those measures voluntarily. The present study examines relationships among individuals' beliefs and actions regarding flood-related risks based on in-depth interviews and structured surveys in communities deeply affected by Superstorm Sandy. The authors find that residents recognize the risk of coastal flooding and expect it to increase, although they appear to underestimate by how much. Although interview participants typically cited climate change as affecting the risks that they face, survey respondents' acceptance of climate change was unrelated to their willingness to tolerate coastal flooding risks, their beliefs about the effectiveness of community-level mitigation measures, or their willingness to take individual actions. Respondents who reported greater social support also reported both greater tolerance for flood risks and greater confidence in community adaptation measures, suggesting an important, but complex role of personal connections in collective resilience—both keeping people in place and helping them to survive there. Thus, residents were aware of the risks and willing to undertake both personal and community actions, if convinced of their effectiveness, regardless of their acceptance of climate change.

AbstractThe 2020 hurricane season threatened millions of Americans concurrently grappling with COVID‐19. Processes guiding individual‐level mitigation for these conceptually distinct threats, one novel and chronic (COVID‐19), the other familiar and episodic (hurricanes), are unknown. Theories of health protective behaviors suggest that inputs from external stimuli (e.g., traditional and social media) lead to threat processing, including perceived efficacy (self‐ and response) and perceived threat (susceptibility and severity), guiding mitigation behavior. We surveyed a representative sample of Florida and Texas residents (N = 1846) between April 14, 2020 and April 27, 2020; many had previous hurricane exposure; all were previously assessed between September 8, 2017 and September 11, 2017. Using preregistered analyses, two generalized structural equation models tested direct and indirect effects of media exposure (traditional media, social media) on self‐reported (1) COVID‐19 mitigation (handwashing, mask‐wearing, social distancing) and (2) hurricane mitigation (preparation behaviors), as mediated through perceived efficacy (self‐ and response) and perceived threat (susceptibility and severity). Self‐efficacy and response efficacy were associated with social distancing (p = .002), handwashing, mask‐wearing, and hurricane preparation (ps < 0.001). Perceived susceptibility was positively associated with social distancing (p = 0.017) and hurricane preparation (p < 0.001). Perceived severity was positively associated with social distancing (p < 0.001). Traditional media exhibited indirect effects on COVID‐19 mitigation through increased response efficacy (ps < 0.05), and to a lesser extent self‐efficacy (p < 0.05), and on hurricane preparation through increased self‐efficacy and response efficacy and perceived susceptibility (ps < 0.05). Social media did not exhibit indirect effects on COVID‐19 or hurricane mitigation. Communications targeting efficacy and susceptibility may encourage mitigation behavior; research should explore how social media campaigns can more effectively target threat processing, guiding protective actions.

AbstractThis study evaluates the effect of the documentary Under the Dome on the concern and responsive behaviors of the public regarding air pollution in China, with two surveys conducted before and after watching the documentary. Employing difference‐in‐differences regression, this study answers two research questions: (1) Does Under the Dome change public concern about air pollution? (2) Does Under the Dome change public behaviors in response to air pollution, including protective behaviors (i.e., wearing face masks) and mitigation behaviors (i.e., reducing car driving)? We find that the information campaign (1) protects against the decline of public concern about air pollution in Beijing and (2) moderates the degree to which people's perceived severity, perceived susceptibility, and sense of self‐efficacy influence protective behaviors and moderates the degree to which people's belief in the cooperative behaviors by others influences mitigation behaviors. This study provides evidence that information campaigns of the Under the Dome type are effective in raising public awareness; however, the information campaign did not directly influence public protective and mitigation behaviors.

Abstract
Climate change is occurring more rapidly than expected, requiring that people quickly and continually adapt to reduce human suffering. The reality is that climate change-related threats are unpredictable; thus, adaptive behavior must be continually performed even when threat saliency decreases (e.g. time has passed since climate-hazard exposure). Climate change-related threats are also intensifying; thus, new or more adaptive behaviors must be performed over time. Given the need to sustain climate change-related adaptation even when threat saliency decreases, it becomes essential to better understand how the relationship between risk perceptions and adaptation co-evolve over time. In this study, we present results from a probability-based representative sample of 2,774 Texas and Florida residents prospectively surveyed 5 times (2017–2022) in the presence and absence of exposure to tropical cyclones, a climate change-related threat. Distinct trajectories of personal risk perceptions emerged, with higher and more variable risk perceptions among the less educated and those living in Florida. Importantly, as tropical cyclone adaptation behaviors increased, personal risk perceptions decreased over time, particularly in the absence of storms, while future tropical cyclone risk perceptions remained constant. In sum, adapting occurs in response to current risk but may inhibit future action despite increasing future tropical cyclone risks. Our results suggest that programs and policies encouraging proactive adaptation investment may be warranted.

AbstractReducing fatalities from tornadoes in the southeastern United States requires considering multiple societal factors, including the risk perceptions that influence how people interpret tornado forecasts and warnings and make protective decisions. This study investigates perceptions of tornado risk in the southeastern United States, operationalized as judgments of tornado likelihood. While it is possible that residents of the Southeast could learn about tornado likelihood in their region from observing the local environment, cognitive-ecological theory from psychology suggests that such judgments of likelihood can be inaccurate, even if other aspects of local knowledge are accurate. This study analyzes data from a survey that elicited different groups' judgments of tornado likelihood associated with different seasons, times of day, and storm system types. Results are presented from a representative sample of Southeastern residents and are compared with a sample of tornado experts (who have extensive knowledge about the likelihood of Southeastern tornadoes) and a representative sample of Great Plains residents. Overall, the analysis finds that many members of the Southeastern public deviate from the expert sample on tornado likelihood, especially for winter and overnight tornadoes. These deviations from expert opinion mimic the judgments of the Great Plains public. This study demonstrates how psychological theory and a decision science approach can be used to identify potential gaps in public knowledge about hazardous weather risks, and it reveals several such potential gaps. Further research is needed to understand the reasons for deviations between public and expert judgments, evaluate their effects on protective decision-making, and develop strategies to address them.
