In the European Green Deal, the European Commission expressed its will to build alliances with European Union's (EU) partners who have a similar approach to environmental protection. The first green alliance was concluded by the EU with Japan on 27 May 2021. The aim of the paper is to analyse the content and nature of this alliance and to assess its potential effectiveness as an instrument for the implementation of the European Green Deal and its possible impact on international relations and respectively EU, national, and international legal norms in the field of the environment. As shown in this study, the first green alliance is not a model solution. On the one hand, this instrument requires a formal correction (involving Member States and relevant EU institutions in adopting any amendments in line with the principles of division of competences between the EU and its Member States and institutional balance, clarification of the nature of obligations), on the other hand, it is deeply embedded in the unique international legal framework of EU-Japanese relations. However, the first green alliance has great potential to influence the EU's relations with other third countries and the content of the resulting legal norms at various levels.

The use of AI in public administration is becoming a reality, although it is still a long way from large-scale undertakings . The right to good administration, well-established in EU legal order, is equally real, however, it must be borne in mind that this right has so far been defined only in relation to traditional administration . Therefore, the purpose of the paper is to examine whether the use of AI in public administration would allow individuals to fully exercise their right to good administration. To achieve this purpose, it is reconstructed, on the basis of EU law provisions in force and the case-law of the CJEU, the meaning and scope of the right to good administration, and analysed, taking into account a definition of AI systems and planned legislative changes, whether and to what extent the reconstructed understanding of this right enables the use of AI systems in public administration. In the course of research the hypothesis that the right to good administration does not preclude the use of AI systems in public administration is verified . As the conducted analysis shows, the right to good administration as interpreted in traditional administration enables the use of AI systems in public administration, provided that the appropriate quality of these systems and the level of knowledge and skills of the parties and authorities are ensured. ; The use of AI in public administration is becoming a reality, although it is still a long way from large-scale undertakings . The review concerns existing contemporary protective equipment and their components serving against ballistic and non-ballistic threats of different sorts. The main focus, however, is on the personal ballistic protection (PBP) based on textile components and their role in the protective elements. Soft ballistic protections are crucial Soft ballistic protections are crucial elements of PBP, for example in military and law enforcements. Although the subject of PBP was limited in this chapter to soft ballistic protection, other elements, e.g. hard ballistic protection, stab-resistant vests, dual threat, so-called in-conjunction protective elements, modern helmets, were also mentioned in this chapter to demonstrate positioning of the soft ballistic protection and other elements in the global personal protection approach. Apart from it, the chapter contains selected information concerning high-performance polymers and fibres as well as a brief notes about their application in protective panels being basic elements of any protective element. The final remarks concern the most up-to-date approach in relation to ballistic protection, which is immersing high-performance fibres into non-Newtonian liquid substances having the ability of ordering their chemical particles and changing into a high concentration and high segregation lattice under the influence of kinetic energy impact.

The epidemiology of invasive listeriosis in humans appears to be weakly characterized in Poland, the sixth most populous member state of the European Union. We obtained antimicrobial susceptibility data, PCR-serogroups and genotypic profiles for 344 invasive isolates of Listeria monocytogenes, collected between 1997 and 2013 in Poland. All isolates were susceptible to the 10 tested antimicrobials, except one that was resistant to tetracycline and minocycline and harbored the tet(M), tet(A) and tet(C) genes. Overall, no increasing MIC values were observed during the study period. Four PCR-serogroups were observed: IVb (55.8%), IIa (34.3%), IIb (8.1%) and IIc (1.8%). We identified clonal complexes (CCs) and epidemic clones (ECs) previously involved in outbreaks worldwide, with the most prevalent CCs/ECs being: CC6/ECII (32.6%), CC1/ECI (17.2%), CC8/ECV (6.1%) and CC2/ECIV (5.5%). The present study is the first extensive analysis of Polish L. monocytogenes isolates from invasive infections.
