This book addresses the premise that the question of who governs Scotland has become increasingly ambiguous, thanks in part to European integration, globalisation and devolution within the UK. It argues that although the concept of multi-level governance helped illuminate regionalism with the EU, it was not an appropriate model for Scotland. This well researched and powerfully argued book, adds greatly to the debate on constitutional reform, and offers invaluable insight into the Scottish Parliament's foreign affair agenda.

Scotland has been ambitious in its policy and legislative efforts to tackle alcohol-related harm, efforts which include the innovative feature of a 'public health objective' within local alcohol licensing. However, the persistence of alcohol-related harms and inequalities requires further examination of both the overarching Scottish alcohol strategy and its specific implementation. A qualitative case study was undertaken to explore how alcohol policy is implemented locally in Scotland, with data generated from (i) documentary analysis of 12 relevant policies, legislation, and guidance documents; and (ii) a thematic analysis of semi-structured interviews with 54 alcohol policy implementers in three Scottish localities and nine national-level stakeholders. The data suggest there is a tension between the intentions of licensing legislation and the way it is enacted in practice, and that accountability emerges as an important factor for understanding why this occurs. In particular, there are a lack of accountability mechanisms acting upon Scottish Licensing Boards to ensure they contribute to the public health goals of the Scottish alcohol strategy. From a public health perspective, this has perpetuated a system in which Licensing Boards continue to act with autonomy from the rest of the alcohol policy implementation system, creating a challenge to the achievement of public health goals. Alcohol policy in Scotland is likely to fall short of intended goals as long as the tension between licensing legislation and enacted licensing practices remains.

Inquiring into how routines unfold increases our understanding of organization. This article critiques current positionings of organizational routines as practices and offers an alternative framing based on routines as communicatively constituted performatives. Two central arguments are advanced. First, present constructions of routines as comprising structurationist interpretations of Latour's ostensive and performative are challenged and an alternative is advanced that draws from an Austinian understanding of performative as constitutive of organization. Second, bodies are brought into routines research as they are conceptualized as embodied accomplishments, extending existing research that typically neglects the body. An alternative definition of organizational routines is offered that constructs them as citational patterns of embodied conversation and textual dialectics that performatively co-orient toward an object.

The article begins with a discussion of some Christian & secular ideas about utopia. It shows that after the Enlightenment, it became difficult to conceptualize true utopias, while postmodernism has been preoccupied with dystopian visions of the future. The ambiguous nature of utopianism is reflected particularly in science fiction, which powerfully reflects contemporary aspirations & anxieties, & this ambiguity is here explored with special reference to the work of the novelist Ursula Le Guin. 7 References.
