Wright focuses on research that has influenced his thinking & work over the years. Wright describes how he first became interested in the then-new concept of intergovernmental relations when he was a graduate student at the U of Michigan in the early 1950s. He believes the public policy issue that has had the greatest impact on intergovernmental relations in recent years is the increase in national & state mandates; however, the most challenging theoretical aspect is the need to incorporate research results into the larger picture of governance. Other issues discussed include the gap in the literature on the relevance of practice & research regarding implementation; the need for a "multiple multiples" approach to research; & causes for the present disconnect between theory & practice in the area of intergovernmental relations. Wright describes his current research agenda & recommends several recent works by other authors that would be beneficial to students in the field. 4 References. J. Lindroth

Politics and administration were joined and inseparably bonded in intergovernmental relationships during the 1930s. From these early links emerged an administratively based and professionally managed grants economy. This grants economy dominated intergovernmental relations for three decades until a combination of conditions limited its further expansion. Over the past two decades there has been a significant shift toward regulatory federalism. This regulatory emphasis is expected to persist through the 1990s.
