Since the turn of the millennium, the landscape of development in Africa has undergone a dramatic shift. China has significantly expanded its foreign aid and investment in the region, decentering the West as Africa's main development partner. What is largely missing from China-Africa scholarship, however, is attention to how the new Chinese presence in Africa is both embedded in and altering everyday social relations. This article examines these issues in a rural setting in Uganda that is in the midst of a large-scale transformation into a China-funded industrial park. It reveals that the complex new politics of Chinese development assistance are intertwined with, and often exacerbate, existing social inequalities based in politics, class, ethnicity, and race. More conceptually, these dynamics demonstrate the need to rethink how we frame development as a transnational field of social practice. China is more than an outlier within the global field of development and instead should be viewed as pursuing its own form of development, what I call "developmental pragmatism." As this case study illustrates, this developmental pragmatism often turns on synergies between the business-focused development approach of the Chinese and the priorities of more authoritarian governments—synergies that require much greater critical attention.
Discussions of human rights in Africa often turn on a clash between western assumptions about the sovereign individual and African kin-based identities sustained through ties of reciprocity. While this framing has proved useful in troubling notions of universal rights, it has also obscured complex African engagements with contemporary rights discourse. An important step in mapping these more nuanced dynamics is examining the intimate politics of rights in everyday social interaction. Drawing on ethnographic research of long-term, intimate relationships in urban Uganda, this article shows that intricate negotiations over men's authority and women's agency occur in these relationships as women's rights are remade within the local context. This article, therefore, provides much needed attention to the intimate politics of women's rights, both in terms of how intimate relationships shape the meaning of rights as well as how rights shape intimacy in urban Africa.
Across the African continent, women's rights have become integral to international declarations, regional treaties, national legislation, and grassroots activism. Yet there is little research on how African men have understood these shifts, and how African masculinities are implicated in such changes. Drawing on a year of ethnographic research in the Ugandan capital Kampala, this article investigates how ordinary men and women in Uganda understand women's rights, and how their attitudes are tied to local conceptions of masculinity. I argue that a new configuration of gender relations is evident in urban Uganda—one that accommodates some aspects of women's rights while retaining previous notions of innate male authority. This article, therefore, illustrates the complex and often contradictory engagements with human rights that occur in local contexts, and how such engagements are shaped by gender relations, including conceptions of masculinity.

ABSTRACTOver the last decade China has become a dominant player in Africa's rapidly growing hydropower sector. These mega projects typically employ thousands of Africans yet research on labour relations at these sites remains extremely limited. This article provides a rare systematic analysis of workers' experiences on a Chinese-financed-and-constructed hydroelectric dam in Africa. We find that chronic verbal abuse of African workers by Chinese managers is a defining feature of labour relations at this project in Uganda. This abuse has tainted many workers' attitudes towards the Chinese contractor Sinohydro, the Chinese government, and to a lesser extent Chinese people themselves. Workers also perceive Ugandan organisations and the Ugandan government as complicit in these poor labour relations. These findings underscore the limits of accountability to labour standards by Chinese firms operating in Africa, especially in contexts where host organisations and governments fail to advocate aggressively for the rights of African workers.
Contemporary forms of precarity, migration, connectivity, and sociality have transformed what it means to be a man in many African communities. Responding with agency and creativity to various incentives and constraints, Africans have adapted practices pertaining to labour, marriage, and sexuality to the exigencies of modern life amid the impacts of European colonialism, rapid urban growth, economic hardship, and political conflict. Drawing upon ethnographic and historical research to study settings in East, West, and Southern Africa, the articles in this special issue review the social changes that have taken place regarding men's roles and assess prospects for the emergence of counter-hegemonic masculinities.
