Developing Asia is the driver of today's emissions intensive global economy. As the principle source of future emissions, the region is critical to the task of global climate change mitigation. Reflecting this global reality and a range of related domestic issues, the governments of the People's Republic of China, India, Indonesia, Thailand, and Viet Nam have embarked upon an ambitious policy agenda. This report reviews the present and future policy settings for climate change mitigation and green growth in Asia's major emerging economies. Although recent targets and commitments will involve a fundamental change in emissions trajectories, the urgency and extent of necessary global action requires ambition to be raised even further in developing Asia. An additional transformation will be required for the trajectory of emissions and energy demand, as well as the future composition of the power generation mix. Achieving these transformations will not be easy. There are a substantial number of policy instruments available, yet significant obstacles stand in the way of their effective deployment. Governments face a number of policy challenges, including: energy sector reform, economic reform, strengthening institutional capacity, and securing international support. The principal conclusion of this analysis is that the task facing Asia's policymakers is not simply one of setting targets and pursuing narrowly focused policies to reach them. Rather, a broad-scale approach involving all sections of the economy and government will be required to achieve the shift to a sustainable, low-emissions development trajectory.

Abstract
We deliver a public policy perspective on the dichotomies, dilemmas, and decisions of water pricing. First, the dichotomies between price and value, and costs, are defined to explain the paradox of water pricing: the price of water almost never equals its value and rarely covers its cost. Second, the dilemmas of water pricing are highlighted across efficiency and equity, objectives for water pricing, and the instruments available to decision-makers. Third, the challenges of decision-making are evaluated and illustrated in relation to water pricing. Fourth, an adaptive process is provided that includes participatory assessment of risks and options to guide water-pricing decision-making.

A Dictionary of Climate Change and the Environment bridges the gap between the many disciplines encompassing climate change, environmental economics, environmental sciences, and environmental studies. It defines a comprehensive set of over 3700 words used across these fields to help policy makers, students, and professionals achieve a holistic view of environmental issues. The Dictionary also features: introductory primers to major topic areas; recommended reading for particular topics and specific words or concepts; and seven appendices, including a catalog of scientific symbols, units, and conversions, as well as an expansive listing and description of selected environmental treaties. The extensive and accessible nature of the content renders this book an indispensable reference for practitioners requiring an informed and balanced description of key concepts and issues.

AbstractWe analyse the threats of global environmental change, as they relate to food security. First, we review three discourses: (i) 'sustainable intensification', or the increase of food supplies without compromising food producing inputs, such as soils and water; (ii) the 'nexus' that seeks to understand links across food, energy, environment and water systems; and (iii) 'resilience thinking' that focuses on how to ensure the critical capacities of food, energy and water systems are maintained in the presence of uncertainties and threats. Second, we build on these discourses to present the causal, risks and options assessment for decision‐making process to improve decision‐making in the presence of risks. The process provides a structured, but flexible, approach that moves from problem diagnosis to better risk‐based decision‐making and outcomes by responding to causal risks within and across food, energy, environment and water systems.
