Selection of a sustainable private partner (contractor) is significant to ensure the success of public-private partnership (PPP) projects. In recent years, multi-attribute reverse auctions (MARAs) are widely used in public procurement to select the desirable contractor. However, the MARA mechanism is neglected in the existing studies. The purpose of this paper is to present a MARA framework for selecting a sustainable contractor in PPP infrastructure projects, in which the MARA rules and an integrated winner determination method are involved. In particular, the sustainability considerations are incorporated in the MARA rules, which can make the potential contractors have incentives to improve their sustainable performance. Within the MARA rules, based on the trapezoidal fuzzy linguistic representation model and the classical two-additive Choquet (TAC) integral operator, a winner determination method is developed to evaluate and rank potential contractors, in which both the bid evaluation and the interrelationships among bid evaluation attributes are considered. Finally, the potential of the proposed method is shown through an illustrative case of a PPP project of a subway construction in China. The MARA framework investigated helps governments make reliable decisions in sustainable procurement and thereby facilitates successful project delivery.

Labor safety is one of the most fundamental indicators to improve contractors' sustainability. Safety supervision plays a crucial role in affecting the safety performance of infrastructure projects. However, studies of standards development to enhance safety supervision efficiency are far from complete. Safety standards define safe behaviors for construction workers and hazard control processes in the workplace, and they are usually considered as an important part of safety control. In addition, the systematic reform of construction safety standards in China provides an innovative perspective to enhance safety supervision efficiency by linking standards to supervision. For this purpose, this paper proposes the concept and framework of the "Construction Safety Standard System (CSSS)" through expert interviews. CSSS hierarchically classifies safety standards and integrates similar standards. Its implementation will significantly influence the behavioral decisions of safety supervision stakeholders. Evolutionary game (EG) theory is applied to demonstrate the decision-making procedure in CSSS establishment and application. Furthermore, system dynamics (SD) is utilized to model and analyze equilibrium states under different supervision strategies. Meanwhile, case studies are implemented to assess the CSSS's effectiveness in reality. The numerical results indicate that through CSSS implementation, the strategy choice fluctuation of supervisors and contractors is suppressed and a more desirable stable equilibrium is reached. The government tends to supervise and contractors tend to obey safety standards consciously. The findings reveal that CSSS can enhance safety supervision efficiency and have meaningful implications for theoretical study on safety supervision and construction safety management practice.

Evidence shows that there are many work-related accidents and injuries happening in construction projects and governments have taken a series of administrative measures to reduce casualties in recent years. However, traditional approaches have reached a bottleneck due to ignoring market forces, and thus new measures should be conducted. This study develops a perspective of safety performance (SP) for construction projects in China and puts forward a conception of the safety information system by using several brainstorming sessions to strengthen the safety supervision of participants in the construction industry. This system provides rating information to the public, and bad performance contractors enter into a blacklist which will influence their economic activities. Considering the limited rationality of government and various contractors, this paper builds a reasonable evolutionary game model to verify the feasibility of the safety information system. The analysis results show that there is not a single set of evolutionarily stable strategies (ESSs), as different situations may lead to different ESSs. The efficiency of applying the safety information system (the blacklist) in the construction industry can be proved by reducing the government&rsquo ; s safety supervision cost and by enhancing construction safety at the same time.

PurposeThis paper studies the political economy of the endogenous urban–rural divide in two dimensions: labor market and provision of public goods.Design/methodology/approachThis paper gives a dual-sector model endogenously depending on the consumption of public goods (club goods), the number of rural–urban migrants and the tax rate (transfer payments).FindingsAccording to the research findings in this paper, the constraints on the participation of rural residents portray the rural residents' bargaining power, and in the game between the urban elites and the rural residents, tax rates depend on the preferences of the urban elites and the constraints urban elites and the rural residents jointly face. Therefore, the urban elites have to set tax rates deviating from the most preferred ones. The model in this paper can explain a series of empirical findings and yield new theoretical findings for empirical testing.Originality/valueSignificantly, the paper finds that the increase in agricultural productivity will lead to industrialization, accompanied by the disintegration of the dual-sector model. However, though the increase in industrial productivity can accelerate industrialization, it will further expand the urban–rural divide.

The relocation of chemical enterprises along the Yangtze River a necessary means of ecological protection in the Yangtze River Basin. Vulnerability assessment provides a new idea for the study of livelihood ability and compensation standard of employees after relocation. Based on the framework of &ldquo ; Exposure-Sensitivity-Adaptability&rdquo ; proposed by the Intergovernmental Panel on Climate Change (IPCC) and the survey data of 410 employees of relocation enterprises in the Hubei Province of the Yangtze River Basin, this study firstly constructs a livelihood vulnerability evaluation index system and evaluation model, and analyzes whether the employees of relocation enterprises have the ability to cope with the risk impact brought by the Yangtze River Ecological Restoration policy. Then, we use multiple linear regression model to explore the relationship between the group&rsquo ; s exposure, sensitivity, adaptability and livelihood vulnerability. Finally, we design a new compensation standard calculation method for special groups from the perspective of social cost, to alleviate their livelihood vulnerability and provide a theoretical basis and decision support for the government and enterprises to formulate and implement relevant resettlement standards. The results show that: (1) employees of all ages show a certain degree of vulnerability in their livelihood ; (2) there are differences in livelihood vulnerability between male and female employees ; (3) compared with other positions, the livelihood vulnerability of producers is relatively high, and the vulnerability index is unevenly distributed and internally differentiated ; (4) a low family burden ratio, high education, convenient living conditions and complex social network can effectively reduce the vulnerability of employees&rsquo ; livelihood ; (5) the key obstacle factors affecting the sustainable livelihood of families are living convenience, adaptability to relocation, policy understanding, children&rsquo ; s burden ratio, education, and annual income per capita ; (6) the alternative opportunity cost method can be used as the basis to determine the compensation standard of the relocated employees, which can better reflect the compensation effect of the opportunity cost in the existing definition of international compensation mechanisms and realize the leap from concept to action.

A young age at arrival is believed to be an important predictor of adult immigrant achievement, but there is no consensus on what age(s) at arrival is pivotal/crucial/critical. The 2000 census reports exact years of arrival and age providing us the opportunity to test different formulations for age-at-arrival effects for several different socioeconomic outcomes. We focus on the experiences of Mexican immigrants to the U.S. in this study. Our results indicate that the effect of early arrival is much greater for English proficiency than other outcomes and bears significantly on most, not all, attainments. There is little evidence at any age of a sharp discontinuity demarcating a 1.5 generation from older immigrants and, in fact, a series of classifications or a continuous measurement of age at arrival may be preferred in some cases. Guidelines are offered for the most appropriate formulation of age at arrival under different contexts.

Innovation serves as the first impetus for high-quality development. The role of government in promoting high-quality innovation development has become a chief driving force. Therefore, based on role theory, this paper will discuss the effect of different government roles on high-quality innovation development and regional alienation, providing policy recommendations for China. In this paper, firstly, a super-efficiency DEA model is introduced to measure the high-quality innovation development level among 30 provinces and municipalities in mainland China from 2010 to 2017. Secondly, a Tobit model is used to analyze the impact of different government roles on high-quality innovation development. The following conclusions are drawn through a super-efficiency DEA model: (1) From the holistic perspective, the high-quality innovation development in mainland China shows a fluctuating growth trend, but its level still needs improvement. (2) From the regional perspective, there is a patchwork pattern of &lsquo ; the eastern region ranks highest, followed by the western region and the middle region that stays at the lowest&rsquo ; . In addition, the three regions&rsquo ; average of total factor productivity of high-quality innovation development has shown a smooth upward trend over the years. Then, the results of Tobit regression analysis are as follows: (1) Apart from the role in supporting talent, roles in constructing innovation platforms, cultivating the innovation environment, and coordinating social resources all pass the significance test. (2) Demands of different government roles vary significantly in different regions from the regional perspective. For the betterment of an innovation society, this paper puts forward suggestions according to different regional development statuses, such as shifting our focus from quantity to quality, strengthening cooperation among provinces and municipalities, and formulating appropriate governance role strategies.
