This article examines the impact of formal institutions, informal constraints, and economic incentives on village cadres' behavior in China's rural governance. Based on a national survey of 400 villages, this research finds that both economic incentives and formal institutions affect village cadres' accountability, whereas only certain aspects of informal institutions contribute to accountability. Better remunerated village cadres are more likely to allocate more time and financial resources to the village community they serve. Where village cadres face competing demands between generating income for themselves and serving the community and the state, they tend to give priority to their family needs at the expense of community needs but not state-assigned responsibilities. We also find that the Party-state retains significant influence over village cadres. (China J/GIGA)
