A large body of literature has shown that the burden of healthcare can push individuals and households into the burden of medical care and income loss. This makes it difficult for rural or low-income households to obtain and use safe and affordable formal credit services. In 2003, China's government implemented a new rural public health insurance, which was called the New Rural Cooperative Medical Scheme (NRCMS). This study provides evidence of the impact of NRCMS on household credit availability using the China Family Panel Studies (CFPS) for 2010. The tobit regression approach and mediator model are used. The results show that, as a public health insurance system sustained by the participation of government investment, the NRCMS provides good "collateral" and significantly enhances rural households' formal credit availability level. Furthermore, this positive effect is mainly reflected in the economic effect of NRCMS. Our results are robust to alternative statistical methods. Our findings suggest that expanding access, fulfilling the NRCMS mortgage function, and providing more financial services for rural households would have big benefits with regard to easing credit constraints for rural residents.

Research has shown that performing moral or immoral actions in video games can affect the players' moral self-worth and evoke moral emotions. People may compensate for their immoral behaviors by performing more moral actions, but sometimes performing moral actions can also license them to perform immoral behaviors later. The current study examines whether players engage in moral licensing or moral cleansing behaviors within and after video game moral scenarios. Study 1 is an exploratory study that examined a sequence of moral dilemmas in the game Papers, Please, and found that players alternated between choosing the moral choices and the accurate choices, indicating signs of moral balancing when faced with moral choices that conflict with their in-game goals. Study 2 utilized a 3 (moral vs. immoral vs. control) × 2 (congruent charity vs. incongruent charity) experiment using a moral event in the game Life is Strange to examine the moderating effects of issue congruency on moral balancing. Study 3 used three different games to replicate Study 2. The findings showed that players who performed moral actions in the game also devoted more efforts to a charity on a congruent issue. However, participants who performed a moral behavior in the game committed significantly less effort to a charity on an incongruent issue, indicating a moral licensing effect. Study 2 found that performing immoral actions in a game can motivate players to devote more efforts to a subsequent charity, regardless of issue congruity, but this moral cleansing effect was not observed in Study 3.

BACKGROUND: In 2016, the "Act on Support for Overseas Expansion of Healthcare System and Attraction of International Patients" was enacted by the South Korean government in an attempt to accelerate growth of its medical tourism industry. However, only a few years after its implementation, the benefits are not well understood, nor have the positive or negative impacts of expanding Korea's medical tourism sector been properly evaluated. OBJECTIVE: We aimed to systematically review and summarize existing literature describing South Korea's medical tourism policy and legislative history, while also assessing the impact of this domestic policy approach on the country's public health systems. METHODS: A bilingual systematic literature review was conducted per PRISMA guidelines for all South Korean medical tourism legislative and policy literature using MeSH terms and other related keywords in two academic databases, PubMed and JSTOR. Published studies were included if they directly addressed South Korean medical tourism policy. To supplement results from the peer-review, the grey literature was also searched using Google search engine for relevant policy documents, information from government websites, and national statistics on medical tourism-related data. RESULTS: This review included 14 peer-reviewed journal articles and 9 websites. The majority of literature focused on the legislative history of South Korea's pro-medical tourism policy, economic considerations associated with industry growth, and the specific experiences of medical tourists. There was a lack of studies, analytical or commentary-based, conducting in-depth analysis of the healthcare impact of these policies or comparing benefits and costs compared to other medical tourism destinations. Proponents of medical tourism continue to advocate the government for increased deregulation and investment in the sector.
