In the late 1980s, the Chinese government instituted massive educational reforms to promote competition between schools and between students. By the late 1990s, however, educational reforms shifted to regulating and reducing competition in primary and secondary education. Why did a rapid policy swing occur? What was the rationale for the policy change? This article examines the Chinese discourse of competition in education by presenting a textual analysis of 101 commentary articles published by Chinese educators between 1986 and 2014. It reports two different views of competition among Chinese educators, one of which strongly prevailed throughout the 28 years. It also documents historical change in the authors' perceptions of competition: in the late 1980s, as a powerful solution to the educational and social problems facing China, and, by the late 1990s, as a major educational problem itself.
In recent years, the environmental pollutions at the Three Gorges Dam have become an increasingly concerning issue of the Chinese government. One of the most significant environmental problems is the carbon emissions from the lockage operations at the two ship locks of the Three Gorges Dam. Currently, due to the large amount of vessels passing through the dam, there is always a long queue of vessels on both sides and the average waiting time is long. This has further lead to an increased amount of fuel consumption and carbon emissions. Therefore, it is of great importance to develop a decision-support model for a better navigation scheduling and planning of the lockage operations at the Three Gorges Dam. This paper proposed an improved mixed integer non-linear programming model for the green lock scheduling problem at the Three Gorges Dam. The model aims at minimizing the carbon emissions and the waiting time in the lockage process through scheduling the vessels in a fairer and more efficient manner. Moreover, a greedy particle swarm optimization (G-PSO) algorithm is developed to solve the complex optimization problem. The proposed mathematical model and algorithm are validated through a numerical experiment. The result shows that it may lead to a significant reduction on carbon emissions by giving a specified speed to each vessel with a pre-optimized sequence. Meanwhile, the fairness and efficiency of the lockage process may also be improved.
To guarantee information security in communication, quantum identity authentication plays a key role in politics, economy, finance, daily life and other fields. In this paper, a new quantum multiparty simultaneous identity authentication protocol with Greenberger–Home–Zeilinger (GHZ) state is presented. In this protocol, the authenticator and the certified parties are the participants with quantum ability, whereas the third party is a classical participant. Here, the third-party is honest and the other two parties may be dishonest. With the help of a classical third-party, a quantum authenticator and the multiple certified parties can implement two-way identity authentication at the same time. It reduces the quantum burden of participants and lowers down the trustworthiness, which makes the protocol be feasible in practice. Through further security analysis, the protocol can effectively prevent an illegal dishonest participant from obtaining a legitimate identity. It shows that the protocol is against impersonation attack, intercept-measure-resend attack and entangle-measure attack, etc. In all, the paper provides positive efforts for the subsequent security identity authentication in quantum network.
This study investigates the spatial expansion process, the de facto land use change, and their endogenous driving forces in the village of Fengzhuang since the 1990s. Fengzhuang is a specialized village in Hebei, North China, in which above 80% of rural residents are engaged in the manufacturing of mahogany furniture. Land use data were extracted from a participatory rural appraisal (PRA) survey conducted in 2014&ndash ; 2015. The results suggest that the land in Fengzhuang has been expanding rapidly under the influence of the informal furniture industry. The villagers transform their residential areas into family workshops and factories for the production of furniture. Most rural areas officially marked as residential are, in effect, used for industrial production, resulting in the informality of land use and circulation. The in-depth survey also reveals that the informality of the furniture industry, the bottom-up process of land development, and the evolution of government regulation are the major reasons leading to the de facto change of land use in Fengzhuang. This study offers a microscopic perspective of land use change, which helps to explore the formation and change of rural land use and actual functions, as well as the mechanisms behind them. These findings are expected to provide some implications for improving rural development strategies, rural planning, and governance in China&rsquo ; s specialized villages such as Fengzhuang.
After the dissolution of the first national airline in 2002, the Guinean government attempted to set up Guinea Airlines, but it was unsuccessful. This study aims to analyze the current state of air transport in Guinea and to conduct a diagnostic analysis for the revival of the national airline. The objective is to explore the causes of the failures of various attempts to revive the national company. The findings show that air transport has a positive spillover externality to economic long-run growth and the revival of Guinea Airlines could be a major asset to boost the country's economic growth.
A Beijing-based non-governmental organization (NGO) strives to empower rural Chinese women and migrant girls by increasing their awareness of constitutional rights and promoting their capacities to exercise their civil and political rights. This article reports the NGO leaders' perceptions of the goals, strategies, and challenges in their citizenship endeavor, and analyzes their educational activities in theoretical and cultural contexts. By reporting a tension between the two founding leaders and unpacking the different approaches they take to engaging rural women, we demonstrate how the conceptualization of human rights education in the rural Chinese context is influenced by three approaches to human rights—the Confucian emphasis of rites, the Western tradition of emphasizing law, and the "human functional capacities" approach—and how the implementation process is constrained by China's political framework, the social conditions of rural women, and the NGO leaders' vantage points.
Maritime safety is a significant topic in the maritime industry since the numerous dangers at sea could lead to loss of property, environmental pollution, and even casualties. Existing research illustrates that human factors are the primary reasons of maritime accidents. Indeed, numerous maritime accidents can be classified into different types of human factors. In this context, the Human Factors Analysis and Classification System for Maritime Accidents (HFACS-MA) model is introduced in this paper. The HFACS-MA framework consists of five levels, complying with the core concepts of HFACS and the guiding principles of the International Maritime Organization (IMO). Based on the five levels of the framework, this research explores the underlying causes of Chinese Eastern Star, Korean Sewol, and Thai Phoenix accidents, and a comparative analysis is conducted. The analysis demonstrates the utility of applying the HFACS-MA model to the maritime industry, and the results emphasize the importance of the following categories: legislation gaps, organizational process, inadequate supervision, communication (ships and VTS), decision errors, and so on. Consequently, the research enables increased support for HFACS-MA and its application and provides valuable information for safety management and policy development in the maritime industry at different levels.
The relocation of chemical enterprises along the Yangtze River a necessary means of ecological protection in the Yangtze River Basin. Vulnerability assessment provides a new idea for the study of livelihood ability and compensation standard of employees after relocation. Based on the framework of &ldquo ; Exposure-Sensitivity-Adaptability&rdquo ; proposed by the Intergovernmental Panel on Climate Change (IPCC) and the survey data of 410 employees of relocation enterprises in the Hubei Province of the Yangtze River Basin, this study firstly constructs a livelihood vulnerability evaluation index system and evaluation model, and analyzes whether the employees of relocation enterprises have the ability to cope with the risk impact brought by the Yangtze River Ecological Restoration policy. Then, we use multiple linear regression model to explore the relationship between the group&rsquo ; s exposure, sensitivity, adaptability and livelihood vulnerability. Finally, we design a new compensation standard calculation method for special groups from the perspective of social cost, to alleviate their livelihood vulnerability and provide a theoretical basis and decision support for the government and enterprises to formulate and implement relevant resettlement standards. The results show that: (1) employees of all ages show a certain degree of vulnerability in their livelihood ; (2) there are differences in livelihood vulnerability between male and female employees ; (3) compared with other positions, the livelihood vulnerability of producers is relatively high, and the vulnerability index is unevenly distributed and internally differentiated ; (4) a low family burden ratio, high education, convenient living conditions and complex social network can effectively reduce the vulnerability of employees&rsquo ; livelihood ; (5) the key obstacle factors affecting the sustainable livelihood of families are living convenience, adaptability to relocation, policy understanding, children&rsquo ; s burden ratio, education, and annual income per capita ; (6) the alternative opportunity cost method can be used as the basis to determine the compensation standard of the relocated employees, which can better reflect the compensation effect of the opportunity cost in the existing definition of international compensation mechanisms and realize the leap from concept to action.
AbstractIn this paper, we developed the recursive unit root tests to identify the beginning and end of potential speculative bubbles in the Chinese housing price cycles during 2006–2013 for the 70 major cities of China. The method is best suited for a practical implementation with a time series and delivers a consistent date‐stamping strategy for the origination and termination of multiple bubbles. Simulations demonstrate that the test significantly improves discriminatory power and leads to distinct power gains when multiple bubbles occur. Overall, the results indicate that the speculative housing price bubbles in China are not bursting, and they indicate that the stationarity of the housing price level varies across the different city sizes. Between the cities, approximately one‐fourth of the bubbles have burst up to December 2013, while the first‐tier city bubble may not burst due to the urbanization process.
