<p>Este ensaio analisa duas tendências principais nas recomendações das políticas culturais na América Latina: 1) a contribuição econômica das artes, do patrimônio e especialmente das indústrias culturais e criativas; 2) direitos culturais, com foco na inclusão, acesso, empoderamento e desenvolvimento integral / bem-estar dos cidadãos. As duas tendências, que fazem parte das políticas de desenvolvimento cultural, não são facilmente integradas a uma política abrangente, pois seguem diferentes lógicas e estratégias de gestão. Não obstante, ambas as tendências, que emergiram no auge do neoliberalismo (década de 1990), continuam a fornecer as principais justificativas para o financiamento cultural, embora a atual crise econômica tenha levado a cortes orçamentários. Após uma revisão das políticas de desenvolvimento cultural, este ensaio examina estratégias inovadoras para compensar os recursos escassos, incluindo aqueles que procuram unir ambas as tendências. Os casos examinados abaixo correspondem a discussões de políticas culturais em fóruns latino-americanos com centenas de formuladores de políticas e analistas nos últimos vinte anos.</p>

"A language which repeats no other speech, no other Promise, but postpones death indefinetely by ceaselessly opening a space where it is always the analogue of itself". This is Foucault's account of an aesthetics of transcendence, where transcendence is defined as the experience of infinìty (call ìt mysticism, the sublime, or poststructuralìst écriture) withìn a medium that feeds on itself. This essay examines eating and the self-consuming body as the most basic metaphors of the aesthetic process that Foucault describes and asks whether they have not lost their relevance for transcendence in a world of simulation, that is, a world in which everything, even the body, has undergone the banalization (Baudrillard's term) that results when medium collapses unto itself. It also proposes new and more politically viable metaphors of construing the consumption metaphor. ; "Un lenguaje que no repite otra habla, otra Promesa, sino que aplaza la muerte indefinidamente al abrir sin cesar un espacio en que deviene un análogo de sí mismo". Así describe Foucault la estética de la transcendencia, entendida como la experiencia de la infinidad (llámese misticismo, sublime, o écriture postestructuralista) que se produce en un medio que se autoconsume. Este ensayo examina el acto de comer y la figura del cuerpo auto consumidor como las metáforas más básicas de este proceso estético y sugiere que han perdido su relevancia para la transcendencia en un mundo simulado, es decir, en un mundo en que todo, aun el cuerpo, ha sufrido la banalización (el término es de Baudrillard) que resulta cuando el medio se pliega sobre sí mismo, Se propone, además, otras maneras de configurar las metáforas del consumo que son más efectivas en lo tocante a la política cultural.
