Çalışma, Covid-19'un güvenlik üzerindeki etkisini polis ve ordu arasında bulanık hale gelen işbölümüne odaklanmak suretiyle analiz etmek niyetindedir. Covid-19, ilk olarak Aralık 2019'da Çin'de ortaya çıkmış ve sonrasında kısa sürede Avrupa'nın tamamına yayılmıştır. Sonrasında, dünya genelinde siyasal otoriteler birer birer hastalığın güvenlik için bir tehdit oluşturduğunu açıklamıştır. Bu bağlamda, pandeminin güvenliğin dönüşümünde Soğuk Savaş sonrası ve 11 Eylül saldırılarından sonra yeni bir aşama oluşturduğu iddia edilmektedir. Makale, Covid-19'un yükselişiyle birlikte gelişen şartlar altında, polis ve ordunun pandemiyle mücadelede yeni sorumluluklar üstlendiğini iddia etmektedir. Bu yeni görevlerin belirsiz ve bulanık karakteri polise ve orduya hem daha geniş bir alanda görev yapma hem de takdir yetkisi kullanma olanağı sağlamıştır. Ayrıca, pandemi, polis ve ordu arasındaki geleneksel rol dağılımını ve iş bölümünü de dönüştürmeye başlamıştır. Bu süreçte, ordu Covid-19 ile mücadelesinde devlet sınırları içerisinde daha fazla rol üstlenmeye başlamıştır. Ordu personelinin özellikle sağlık ve iç güvenlik alanında destek sağladığı gözlemlenmektedir. Birçok Batı ülkesinde -ABD dâhil- ordunun polise destek olması sıkça rastlanır bir uygulama haline gelmiştir. Polis ise bu dönemde koronavirüs yasaklarının gözetilmesinde daha fazla şiddet kullanır hale gelmiştir. Bu bakımdan, Covid-19'un özellikle konsolide olmayan demokrasilerde polisin militarizasyon sürecine katkı sağladığı söylenebilir. ; This study aims to analyze the impact of COVID-19 on security by focusing on the blurring boundaries between the military and police. The first COVID-19 case was identified in December 2019, in China and has quickly spread throughout Europe. Since then, political authorities all around the world have declared the pandemic as a global threat to security. In this context, the pandemic seems to appear as a critical milestone in the transformation of security, which began with the end of the Cold-War and was further accelerated by 9/11. This paper asserts that, under the circumstances created by the rise of COVID-19, the police and the military have started to undertake new responsibilities to fight against the pandemic. The unclear and blurry character of these newer missions has granted both the police and the military the opportunity to act in an exceptional way and to use discretionary powers. Additionally, the pandemic has blurred the traditional division of labor between the police and military. The military, in its fight against COVID-19, started to take more responsibility within state borders. Military personnel have provided support in domains of healthcare and internal security. It becomes a common attitude in many Western states, including the U.S, for the military to backup police forces. The police, in return, started to use extreme violence while enforcing coronavirus lockdowns. Finally, it could be claimed that COVID-19 accelerated the militarized police practices, particularly in unconsolidated democracies.

Latin America, as a region, reflects a relevant field of analysis for scholars who aim at working populism. Here, in this region of the world, it is possible to encounter various types of populism(s). Additionally, throughout the history of Latin America, populist leaders have managed to accumulate political power for decades. This study, in its turn, aims at analyzing the relationship between populism and democracy. It suggests analyzing populism as a political style prioritizing the central role of populist leaders. In this perspective, it overviews a historical analysis of different Latin American countries where various types of populism were in power. In this respect, the study of the classical populism of Peron in Argentina, the right-wing populism of Fujimori in Peru and the left-wing populism of Chavez in Venezuela demonstrate that the relationship between democracy and "various" populisms remains almost the same. Populism, in general, enlarges inclusionary capacities of democratic regimes while giving permanent harm to democratic institutions, constitutional mechanisms of control and liberal democracy in general. ; Latin Amerika, popülizm çalışan araştırmacılar açısından önemli bir araştırma alanı olarak ortaya çıkıyor. Dünyanın bu bölgesinde, popülizmin farklı türlerine rasgelmek mümkün. Üstelik Latin Amerika'da, tarih boyunca, popülist liderlerin siyasal gücü ele geçirmeyi başardıkları söylenebilir. Elinizdeki çalışma, popülizm ve demokrasi arasındaki çatışmalı ilişkiyi incelemek niyetindedir. Bunu yaparken popülizm bir siyasal tarz olarak ve liderin merkezi rolüne referansla tanımlanacaktır. Bu doğrultuda, Arjantin'de Peron dönemi klasik popülizmi, Peru'da Fujimori'nin sağ popülizmi ve nihayetinde Venezüella'da Chavez'in sol popülizminin analizinin göstereceği üzere demokrasi ve popülizm ilişkisi farklı popülizmlerin varlığına rağmen büyük ölçüde aynı kalmıştır. Bu doğrultuda denilebilir ki popülizm, demokrasinin içerici kapasitesini artırmış, buna karşın, anayasal denetim mekanizmalarına, demokratik kurumlara ve genel anlamda liberal demokrasiye zarar vermiştir.

The UN Department of Peacekeeping Operations has undergone significant changes in its organisation since 1948. A new global environment established by the end of Cold War, elevated the Police Division to a more pronounced role in international peace as an essential pillar of UN peacekeeping missions. Nonetheless, despite the increased role of police in international missions, research on police contributions to peacekeeping remains limited. This article addresses this gap in literature by highlighting the case of Turkey's contribution to UN international police peacekeeping missions. The article confirms empirically that the Turkish police contribution has increased since the 2000s by relying on quantitative data offered by the TUBAKOV dataset designed to collect data on international peacekeeping missions of Turkey. The paper contends that, besides global trends, the increased participation of Turkey in UN-led missions reflects its internal political dynamics. First, under the JDP rule, Turkey's Cold War era subtle foreign policy was transformed to a proactive policy in global politics. Second, since the 2000s, the transformation of civil–military relations has ended the system of military tutelage, and this has had a considerable impact on foreign policy. Civilian authority, by abolishing military dominance, has become the primary actor in foreign policy decision-making.
