Taking into account the new dangerous challenges to the modern international legal order and security system, politicians and scholars are faced with the question of the timeliness and validity of the revision of established conceptual approaches to the construction of international and European security architecture. Since the beginning of the XXI century there are more and more calls to significantly update the current international order, its institutions, norms and rules, which emerged after 1945 (especially the UN Security Council). In this regard, the study of the evolution of previous systems of international relations and security systems based on them (in particular the Vienna system) is relevant and of a practical significance. Regarding the «European Concert» as a core of the Viennese architecture of European security (1815–1914) there is a general ambiguous attitude in historiography, which prevents it from being properly assessed, as well as to trace the evolution of the Vienna system, its relationship with subsequent international systems, to assess the possibility of using its elements to design future international systems. It determines the attention caused by the formation, development and decline of the Vienna system. One of the concepts that require to be reconsidered in this context is the «balance of power», the theoretical foundations of which were mainly formed during the Vienna system. Over time, the content of the concept of «balance of power» changed markedly and was supplemented with new elements, which caused the conceptual ambiguity of the term. As a result of the development of international relations, changes in approaches to global and regional security, there is a need for a critical analysis of the «balance of power», its new conceptual models that explain the behavior of world politics' subjects.
Cybersecurity is increasingly seen as a fundamental problem of the state, which comprehensively affects its security and defense, economy, certain spheres of public life, in particular energy, health care and others. Reliable operation of data networks, computer systems and mobile devices is a prerequisite for the effective state and society functioning, an individual's life. The reliability of key public information systems depends on many factors: cyberattacks, hardware and software failures, and all kinds of errors. The significant increase in the number of incidents in cyberspace necessitates a systematic analysis of sources of threats, the first place among which is phishing. The introduction of criminal responsibility for phishing is complicated by the fact that "phishing" is an "umbrella" concept that covers a number of launched or committed crimes. From criminal law point of view, phishing attacks can correspond to different categories of crimes (extortion, fraud, blackmail, offenses related to the processing of personal data, etc.). The attempt by some states to impose criminal penalties for phishing at the national level does not solve the problem, since it is not difficult for phishers who work worldwide to cross national barriers. That is still the reason why counteracting cybercrime requires significant efforts not only by individual states but also by international organizations, in particular by the European Union.

While in some countries the emphasis is primarily on the economic power and economic sovereignty of the state, in others – on the issues related to «energy», «technological», «food» security or protection of the state from global and regional economic cataclysms, or the danger of «economic espionage». Economic security is the foundation of national security and at the same time it is closely interconnected with its other components. Also it is the basis for ensuring its subspecies such as military, political, environmental, information and others. The need to ensure economic security at the macro level is growing in connection with the development of globalization and integration processes in the second half of the twentieth century. Globalization and economic integration, on the one hand, threaten economic sovereignty and, on the other, create new opportunities for economic growth. In the context of economic globalization and regional integration, it is extremely important to reveal the essence of ensuring the economic security of the state. To achieve the goal of studying the economic security of the modern state, it is necessary to consider theoretical and methodological approaches to ensuring economic security.

Со второй половины ХХ в. вопросы экономического развития стали неотъемлемой частью представлений о национальной безопасности как научного сообщества, так и правительств большинства стран. Если в одних странах акцент делается, прежде всего, на экономической мощи государства и его экономическом суверенитете, то в других на первый план выдвигаются вопросы, связанные с энергетической, технологической, продовольственной безопасностью или защищенности государства от мировых и региональных экономических катаклизмов, или опасностью «экономического шпионажа». Экономическая безопасность является фундаментом национальной безопасности и при этом она тесно взаимосвязана с ее другими составляющими, является основой обеспечения таких ее подвидов как военная, политическая, экологическая, информационная и другие. Необходимость обеспечения экономической безопасности на макроуровне усиливается в связи с развитием во второй половине ХХ в. глобализационных и интеграционных процессов. Глобализация и экономическая интеграция, с одной стороны, представляют угрозу экономическому суверенитету, а с другой – создают новые возможности для экономического развития. В условиях экономической глобализации и региональной интеграции чрезвычайно важно раскрыть сущность обеспечения экономической безопасности государства. Для достижения цели исследования экономической безопасности современного государства необходимо рассмотреть теоретические и методологические подходы к обеспечению экономической безопасности. ; Економічна безпека – це невід'ємна складова національної безпеки. Якщо в одних країнах акцент робиться передусім на економічній могутності держави і економічному суверенітеті, то в інших на перший план висуваються питання, пов'язані з енергетичною, технологічною, продовольчою безпекою або захищеністю держави від світових і регіональних економічних катаклізмів, або небезпекою «економічного шпигунства». Економічна безпека становить фундамент національної безпеки і при цьому вона тісно взаємопов'язана з її іншими складовими, є основою забезпечення таких її підвидів, як військова, політична, екологічна, інформаційна та інші. Необхідність забезпечення економічної безпеки на макрорівні посилюється у зв'язку з розвитком у другій половині ХХ ст. глобалізаційних та інтеграційних процесів. Глобалізація і економічна інтеграція, з одного боку, несуть загрози економічному суверенітету, а з іншого – створюють нові можливості для економічного зростання. В умовах економічної глобалізації та регіональної інтеграції надзвичайно важливо розкрити сутність забезпечення економічної безпеки держави. Для досягнення мети дослідження економічної безпеки сучасної держави необхідно розглянути теоретичні та методологічні підходи до забезпечення економічної безпеки.
On the way to the EU integration, Ukraine faces substantial challenges in the area of security. Europe's number one security concern, of course, is Russian aggression in Ukraine. At the moment, the EU can be viewed rather as an informal collective security and defence organisation, but if Ukraine achieves further progress on the way to EU membership, then, in the future when the issue of Ukraine's membership may be considered, the security status of the EU could become formalised enough and Ukraine would obtain the security guarantees of full value; which the country lacks today. ; На пути к европейской интеграции Украина сталкивается с серьезными проблемами в области безопасности. Российская агрессия в отношении Украины, безусловно, является ключевой проблемой обеспечения безопасности в Европе. На нынешнем этапе развития ЕС можно рассматривать скорее как неформальную организацию коллективной безопасности и обороны. Однако если Украина со временем достигнет существенного прогресса на пути вступления в ЕС, то тогда вопрос о ее членстве в Европейском Союзе может быть рассмотрен.
