Deliberative Bürgerberatungen nach der Dreifachkatastrophe

"This article is aimed at examining the situation and the relationship between citizens in Chigasaki city and the local government through the process of deliberations after the serious earthquake on 11 March, 2011. Indeed, the earthquake influenced the citizens' minds heavily, especially in the fields of natural disasters, nuclear problems, living standards, environmental issues, problems of electricity, self-help relationships, community ties and so on. However, relatively apart from Fukushima, the ordinary people in Chigasaki city need good lessons and experiences much more for concluding their opinion through discussions and for living as the notion of 'citizen'. In this article, the following points were mentioned: 1. Process oriented experiences are indispensable for having better relations between citizens and local government; 2. In this meaning, the 'Citizens' Deliberation' offers us to give lessons for citizens and local governments to be a good partner for each other." (author's abstract)
