PENGARUH KOMPETENSI APARATUR DAN PENERAPAN PENGANGGARAN BERBASIS KINERJA TERHADAP AKUNTABILITAS KINERJA INSTANSI PEMERINTAH (Survei Pada Dinas Kabupaten Bone Provinsi Sulawesi Selatan)
AbstractThe aim of this study is to know the influence of the officer competence and the implementation of performance budgeting, on performance accountability of governmental institution. Survey the sum of 76 responders covering all head on duty, secretary on duty, lead on the area at 19 on agency of Bone South Celebes Province. Data have been collected by questioner. The tool of statistic analysis using path analysis. The result of this study indicates that the officer competence and the implementation of performance budgeting, have been significant influence, on performance accountability of governmental institution. It means that properly of performance accountability of governmental institution on agency of Bone South Celebes Province influenced by equal to 67,3%, and by equal to 33,7% influenced by other factors are not included into this study model. Peristiwa penting yang memperlihatkan kebijaksanaan Muhammad terjadi pada usia 35 tahun, Waktu itu bangunan Ka'bah rusak berat. Perbaikan ka'bah di lakukan secara gotong royong, para penduduk Mekkah membantu perkerjaan itu dengan sukarela. Tetapi pada saat terahir.ketika perkerjaan tinggal mengangkat dan meletakkan hajarul aswad di tembat semula, timbul perselisihan karena setiap suku merasa berhak melakukan tugas terahir dan terhormat.perselisihan semangkin memuncak maka pemimpin qurais sepakat bahwa orang yang pertama masuk ke ka'bah melalui pintu shafa, akan di jadikan hakim untuk memutuskan perkara. Ternya orang pertama masuk itu adalh nabi Muhammad Saw.Ia pun di percaya menjadi hakim, Ia lantas membentangkan kain dan meletakkan hajar aswad di tengah-tengah, lalu meminta seluruh pemimpin suku memengang tepi kain dan mengangkatnya secara bersama-sama.setelah sampai pada ketinggian tertentu, Muhammad meletakkan batu itu pada tempatnya semula. Dengan demikian, perselisihan dapat di selesaikan dengan bijaksana, dan semua kepala suku merasa puas dengan cara penyelesaian seperti itu. Nabi Muhammad segera kembali ke Madina. Beliau mengatur organisasi masyarakat kabila yang telah memeluk agama islam. Petugas keagamaan dan para dai dikirim ke berbagai daerah dan kabila mengajarkan ajaran-ajaran islam, mengatur peradilan, dan memungut zakat. Dua bulan setelah itu, Nabi menderita sakt demam. Tenaganya dengan cepat berkurang. Pada hari senin 12 Rabi'ul Awal 11 H/8 Juni 632 M., Nabi Muhammad Saw wafat di rumah isterinya aisyah. Digital Currency like Bitcoin within the International Monetary System Field
Monetary transactions are no longer limited to traditional patterns as electronic systems using internet technology can facilitate whenever and wherever transactions without any face-to-face interaction. In terms of payment methods, this technology is developing and known as digital currency. Bitcoin is the digital currency with the largest market value. It is an electronic payment system based on a mathematical systems. The idea is to produce an independent currency that is not tied to a particular central authority and has very low transaction costs. Digital currency uses the concept of cryptography to provide basic security functions, such as ensuring that Bitcoin can only be spent by those who have it and it cannot be duplicated. The emergence of this currency has caused controversy in many countries because of its unregulated nature. This study examines Bitcoin and whether it is categorized as money based on the concept of money and how the three main international monetary institutions (IMF, WTO, World Bank) respond to its presence with a basic analysis using the concept of cyberpolitics. This study concludes that Bitcoin has not fully met the criteria as a currency and there are no specific rules yet regarding the existence of digital currency. BAHASA INDONESIA ABSTRAK: Berbicara Transaksi, saat ini tidak lagi hanya terbatas pada pola tradisional, melainkan sudah berkembang menjadi lebih jauh ketika Transaksi difasilitasi oleh system elektronik dengan menggunakan teknologi intrenet, sehingga kapanpun dan dimana pun transaksi dapat dilakukan tanpa bertatap muka langsung. Dalam hal metode pembayaran, teknologi ini juga berkembang. Baru-baru ini dikenal juga istilah mata uang digital. Salah satunya adalah Bitcoin. Ini adalah mata uang digital dengan nilai pasar terbesar. Ini adalah sistem pembayaran elektronik yang didasarkan pada sistem matematika. Idenya adalah untuk menghasilkan mata uang independen yang tidak terikat pada otoritas pusat tertentu, dengan biaya transaksi yang sangat rendah. Mata uang digital menggunakan konsep kriptografi untuk menyediakan fungsi keamanan dasar, seperti memastikan bahwa Bitcoin hanya dapat digunakan oleh mereka yang memilikinya dan tidak dapat diduplikasi. Munculnya mata uang ini menimbulkan kontroversi di banyak negara karena sifatnya yang tidak diatur. Studi ini meneliti Bitcoin apakah dikategorikan sebagai uang berdasarkan konsep uang dan bagaimana tiga lembaga moneter internasional utama (IMF, WTO, Bank Dunia) merespons kehadirannya dengan analisis dasar menggunakan konsep cyberpolitik. Akhir dari penelitian ini menyimpulkan bahwa Bitcoin belum sepenuhnya memenuhi kriteria sebagai mata uang dan tidak ada aturan khusus mengenai keberadaan mata uang digital.

Analisis Peran Rusia sebagai Mediator dalam Penyelesaian Konflik Nagorno Karabakh Periode 2008-2016
The Nagorno Karabakh conflict is a conflict over territorial disputes that is synonymous with inter-Azerbaijan strife that adheres to the principle of integrating its territory in Nagorno Karabakh and Armenia which support the Nagorno Karabakh region and ethnic Armenians who are in it for independence from Azerbaijan. The dynamics of the Nagorno Karabakh conflict between Azerbaijan and Armenia continue to unfold, and there has never been a sustainable peace agreement between the two parties in dispute since the peace agreement Bishkek (Bishkek Protocol) 1994. Along with the dynamics of the battle, Russia has a very active role in the mediation and peace-building process between the two parties in conflict. Russia's position as mediator is carried out within the official framework of the OSCE Minsk Group and in the personal initiation of the state in the medium of the trilateral meeting. This research will describe the dynamics of the Nagorno Karabakh conflict in the period 2008-2016 along with efforts to resolve disputes under the Russian role. Discussions on digital diaspora are relatively new in international relations studies. The birth of digital diaspora was driven by globalization and the increasing use of information and communications technology. The importance of digital diaspora recently has been recognized by some countries; this paper will discuss the digital diaspora of China. The emergence of digital diaspora was started by the Beijing Strategy in the Deng Xiaoping era. It has developed since the third generation of Chinese diaspora are better educated and skilled, so it is not surprising that it is easier for them to access the virtual world.Chinese Digital diaspora can be seen as a great opportunity for the country with the capacity to make use of it and include it as part of the country's public diplomacy. The possible role of digital diaspora can be manifested through their actions in community development and political movement committed in cyberspace. Chinese Digital diaspora action is based on their strong sense of belonging to the country of origin (homeland) and a sense of nationalism.

The use of cartoon media in the learning process is a form of progress in the field of Education, cartoon media is used as a medium in the learning process to provide interest to the murmur of elementary schools to easily understand the information conveyed through cartoon shows as a learning media in science learning, especially in discussions environment. The impact of the use of cartoon as a learning medium for elementary school students has a pretty good impact on understanding how to protect the environment, so the results of this study directly have a positive impact on the development of elementary school students thinking about the environment and ways to preserve the environment in learning Science. Kebijakan Pengendalian Laju dan Lajur Becak Motor (Studi Di Kecamatan Tamalate Kota Makassar)
The research aims to find out the implementation of the motorized pedicab control policy in the District of Tamalate Makassar City, analysis through the model proposed by Van Meter and Van Horn. Explorative research methods with a qualitative approach, data collection techniques with interviews, observation, and documentation. The results of research on the implementation of Perwali No. 22/2012 on motorized pedicab control in Makassar City in Tamalate Sub-District of Makassar City have not been going well, especially the standard indicators and policy targets, resources, implementing agent characteristics, and the economic, social, and political environment. While indicators of attitudes or tendencies of implementers and inter-organizational communication and activities of implementers are already going well. Resulting in an impact on the operational control of motorized pedicab at this time is the lack of supervision so that there are still a lot of bentor that has not obeyed the traffic flow that can cause congestion in Makassar City. The control of the motorized pedicab needs to improve supervision and enforcement of penalties by the implementers involved in the field of the collision so that it does not violate existing traffic signs and provide even dissemination of the area of operation and the prohibition of the operation of the collision in Makassar City

Strengthening the village economy through funds made by the government to improve the welfare of the village community. Priority utilization of village funds can be done by establishing and developing Village-Owned Enterprises (Bumdes). Based on the activity plan, the output target produced after the activity is to increase the understanding of the village community and village officials in Bangkala District, Jeneponto Regency, in relation to the BUMDes, it is also expected that each village has and can run and develop the Village Owned Enterprises.After being given training shows that participants have understood the importance of BUMDes, the types of businesses that can be managed by the village, problems that are often encountered and the solution, to how to manage BUMDes.Based on the results of the dedication, the advice given is that it needs to be followed up, that is to start establishing or developing BUMDes. Therefore, synergy is needed from village officials, village facilitators, regional officials or NGO activists to jointly manage BUMDes.

Pertanggungjawaban Pidana Anak Sebagai Pelaku Tindak Pidana Pemerkosaan Terhadap Anak Yang Mengakibatkan Cacat Seumur Hidup Dan Kehamilan (Studi Kasus Putusan Mahkamah Agung Nomor 3440 K/Pid.Sus/2019)
Abstract Acts of decency are all kinds of behavior with sexual connotations that are carried out unilaterally and are not expected by the target person, causing negative reactions, shame, anger, offense at the person who is a victim of sexual harassment. It is concluded that the criminal responsibility of children as perpetrators of the criminal act of rape against children is an effort to protect child victims of the crime of rape because it is one of the crimes against decency as regulated in Article 285 of the Criminal Code, while according to the Criminal Code Bill is regulated in Chapter XVI Concerning the Crime of Morality, Paragraph 1, which reads: "Convicted for committing the crime of rape, with a minimum imprisonment of 3 (three) years and a maximum of 12 years. Legal protection for children who are victims of the crime of rape which results in pregnancy and preventive and repressive measures, both by the community and the government (through law enforcement officials), such as providing protection / supervision from various threats that can endanger the victim's life. Disimpulkan bahwa Pertanggungjawaban pidana anak sebagai pelaku tindak pidana pemerkosaan kepada anak sebagai upaya melindungi anak korban tindak pidana pemerkosaan karena merupakan salah satu kejahatan terhadap kesusilaan yang diatur dalam Pasal 285 KUHP, Sementara menurut RUU KUHP diatur dalam Bab XVI Tentang Tindak Pidana Kesusilaan Paragraf 1, yang berbunyi: "Dipidana karena melakukan tindak pidana perkosaan, dengan pidana penjara paling singkat 3 (tiga) tahun dan paling lama 12 tahun. Perlindungan hukum terhadap anak korban tindak pidana pemerkosaan yang mengakibatkan kehamilan adanya upaya preventif maupun represif, baik oleh masyarakat maupun pemerintah (melalui aparat penegak hukumnya), seperti pemberian perlindungan/pengawasan dari berbagai ancaman yang dapat membahayakan nyawa korban. Analysis of Indonesian Tourism Potentials Through the Sustainable Tourism Perspective in the New Normal Era
This article is part of an international relations study conducted by the authors. This study aims to illustrate the extent to which Indonesia can get out of the "entanglement" of the COVID-19 pandemic, especially in the tourism industry sector. Another purpose of writing this article is to analyze the Indonesian government's role in using the term "new normal" and its relation to sustainable tourism during the COVID-19 pandemic has not ended. Tourism during the COVID-19 pandemic is the focus of the discussion of this article because it is one of the industries most harmed by this pandemic. Globally the loss of world tourism reaches US$22 billion. This figure will continue to increase as long as this pandemic cannot be controlled through vaccines and drugs. No exception for Indonesia, which lost the country's original income from this sector, reaching tens of trillions of rupiah in just four months since WHO announced COVID-19 as a global pandemic. The new normal situation during the ongoing COVID-19 pandemic is an opportunity as well as a challenge for world tourism in general and Indonesian tourism in particular. The change in lifestyle and habits of the community in traveling directly or indirectly has "hit" this industry very hard. Undeniably, reactivating tourism industry activities do have considerable risk, but on the other hand, many sectors depend on this industry. Cleanliness, Health, Safety, Environment Sustainability (CHSE) strategy conducted by the Indonesian government is one of the efforts in re-mobilizing Indonesia's tourism sector amid the COVID-19 pandemic, as well as the opportunity to apply three main principles of sustainable tourism in the new normal era, namely involving the social sector in policy engagement, maintaining the sustainability of natural resources and making sustainable development a synonym of economic growth.

IMPLEMENTASI TRI HITA KARANA SEBAGAI STRATEGI PARIWISATA BALI BERBASIS ENVIRONMENTAL SECURITY
As a tourism area that has been worldwide, Bali certainly has various problems it faces. The rapid development of tourism in Bali has resulted in many impacts resulting from this industry. The impacts resulting from the tourism industry not only provide benefits for Bali, but also provide considerable losses. One of the aspects that suffer the most from the development of tourism is the environmental aspect. As a multidimensional industry, tourism will have many significant impacts on the environment, starting from the construction of facilities, the use of transportation equipment, and the operation of the tourism industry. Therefore, Bali must prevent any damage that may be caused by the tourism industry because Bali also offers natural beauty as a tourism attraction. The ideal strategy that can be applied by Bali is to implement the Tri Hita Karana concept which consists of parayangan, pawongan, and palemahan. The implementation of the Parahyangan can be done by protecting the environment around the temple which is also a tourist destination. The implementation of pawongan is carried out by collective action between the community, government, and tourism actors to jointly realize tourism based on environmental security. The application of palemahan can be done starting from small actions, namely not littering and being able to protect the environment properly. The application of the three elements that compose Tri Hita Karana will be able to create Bali tourism based on environmental security and be able to overcome various problems that threaten the environment.

Evaluation of the Implementation of the Direct Cash Assistance (DCA) Program in Poverty Handling in Selli Village Bengo District Bone Regency
This study aims to determine how the results of the evaluation of the implementation of the BLT program in handling poverty and what the impact of the evaluation of the implementation of the BLT program was in Selli village, Bengo district, Bone district. This research method is descriptive qualitative and the research focus is in Selli village, Bengo sub-district, Bone district. The data collection technique is done through interviews, observation, and documentation. The research data obtained were then processed using Spradley analysis consisting of domain analysis, taxonomic analysis, componential analysis, and theme analysis. The results showed that the evaluation of the implementation of the direct cash assistance program in Selli village, Bengo district, Bone district, could be said to have not been going well. This can be seen from the sub-indicators, namely process, output, and outcomes indicators. In the program in Selli village, there are no changes to the poor, the distribution of aid is not evenly distributed or it is not right on target and there is jealousy among the people. The importance of the local government paying attention to the process of implementing the direct cash assistance program starting from data collection, proposals to disbursing BLT, and the Government can consider the BLT program so far because seeing the condition of the program has not brought changes to the community so far.

Politik Hukum Pengadaan Tanah Terhadap Tanah Abrasi Pasca Diberlakukan Undang-Undang Cipta Kerja
Tujuan penelitian ini untuk menganalisis politik hukum terhadap pembangunan untuk kepentingan umum atas tanah abrasi pasca hadirnya undang-undang yang memuat peraturan tentang cipta kerja. Berbagai macam pendekatan seperti pendekatan peraturan perundang-undangan dan pendekatan konseptual menjadi instrument pada jenis penelitian yuridis normatif yang digunakan sebagai metode dalam penelitian ini. Penemuan dari hasil penelitian yang dilakukan bahwa telah ditambahkan kepentingan umum seperti halnya termaktub dalam pasal yang mengatur tentang pengadaan tanah sebanyak 6 (enam) kegiatan meliputi kawasan industri, ekonomi khusus, pariwisata, ketahanan pangan, industri gas, industri minyak, dan pengembangan teknologi. Hapusnya hak atas tanah karena tanah musnah bersamaan dengan pemberian kesempatan kepada pemegang kuasa atas tanah untuk perlu membangun kembali dan merevitalisasi atas pendayagunaan tanah dan diatur di dalamnya tentang pihak lain yang dapat melakukan rekonstruksi dan revitalisasi berdasarkan pemberian dana kerohiman pada kuasa atas tanah atau kuasa pendayagunaan. Adanya perubahan-perubahan tersebut diatas akan menjadi sebuah langkah lebih dekat demi terwujudnya keadilan, kesejahteraan dan kemakmuran dalam pemberian kompensasi terhadap tanah musnah.
