Although public diplomacy is not intended for domestic consumption, it can still have an internal impact. It has been observed that China's huge investment in public diplomacy has not resulted in a proportionate increase in its international image. However, Chinese public diplomacy not only tells China's story and communicates its voice to the world, but also shoulders the responsibility of accruing legitimacy for the country, both internationally and domestically. By looking at the news reports on the Confucius Institutes and China's National Image Film – two public diplomacy programmes implemented by the Chinese government – in the mainstream media in both the United States and China, this paper will assess how these influence domestic perceptions of China and the Chinese government, and help enhance the legitimacy of the ruling party. This is important in evaluating the effectiveness of Chinese public diplomacy.
After Brexit: The Certainty and Uncertainty of China-EU Relations in Academic Discourse

This article examines the Chinese scholars' perceptions of China-European Union (EU) relations in the context of Brexit, with a focus on the future of European integration, the economic and political challenges of post-Brexit China-EU relations at both unit and global levels and China's policy choices towards the EU. In line with the views of their Western peers, this article finds that Chinese scholars hold an optimistic attitude towards a post-Brexit EU and China-EU relations in general, though they believe that Chinese policymakers must consider Chinese foreign policy dealing with a more conservative EU after Brexit. Based on the analysis, it can be concluded that China calls for a multipolar world with its close cooperation with a post- Brexit EU.

Bargaining with the state: the empowerment of Chinese sexual minorities/LGBT in the social media era

This article investigates the interaction between the empowerment of Chinese sexual minorities through social media and its impact on the bargaining capacity of society with the State in terms of Lesbian, Gay, Bisexual and Trans-gender (LGBT) (Since 'sexual minority' and 'LGBT' are neutral terms used in news reports, social media posts and academic articles and have been translated into 'xing shao shu' in most cases in Chinese discourse, this article will use these two terms interchangeably for research and quotation purposes.) movements in China. Although censorship in China silences collective expression, social media empower Chinese sexual minorities to promote information publicity and increase public visibility. Moreover, by looking at the case of Qiu Bai, a lesbian college student who sued the Ministry of Education for its maladministration on homophobic textbooks in a social media environment, it indicates how LGBT activists use social media to enlighten the public during the process of fighting for their equal rights within the legal framework and more broadly, how the Internet influences the state-society relations in a traditionally sensitive issue area. Public diplomacy has gained worldwide acceptance due to its role in engaging foreign publics and fostering mutual understanding. However, as an integral part of public diplomacy, a message on its own cannot necessarily generate the expected effect among target groups. By drawing upon the two-step flow of communication theory, this article discusses the credibility of messengers in public diplomacy and the practical necessity of public diplomacy by proxy. Through looking at the Jean Monnet Programme, one of the European Union (EU) studies programmes launched by the EU, and its implementation in China, the article aims to develop an understanding of how EU public diplomacy by proxy is implemented towards target countries.

The rule of law (RoL), as a highly valued international principle and one of the founding principles of the European Union (EU), plays a significant role in its environmental governance. Overlapping interests between China's search for effective solutions to environmental problems and the EU's environmental governance experience provide a solid ground for bilateral cooperation in environmental area, and the RoL which is embodied in these bilateral programmes has also been diffused to China. Through looking at the top-down approach of capacity building in law enforcement and the bottom-up approach of the raising of public awareness of environmental rights and public participation promotion, China's lesson-drawing and the EU's RoL promotion in EU-China Environmental Governance Programme can be understood. Moreover, although studying the long-term effect of RoL promotion requires more empirical data, this paper does explain how EU norms diffuse in practice.
