The epidemic of COVID-19 has caused everyone to adjust and slowed global and national economic activity. The pandemic crisis situation, on the other hand, has not diminished radical terrorism groups; instead, it has been used to expand networks through the digital world and to target millennial youth groups. This article examines the shortcomings of government strategies in combating digital radicalization during the COVID 19 epidemic, notably the Government Regulation (PP) Number 77 of 2019. This policy regulates the strategy to prevent terrorism and deradicalization carried out by the National Counterterrorism Agency (BNPT).Policy execution is complicated by the growth of teenage radicalization through digital media, which has played a significant role in COVID 19 pandemic breakouts around the world.

Most studies examine post conflict society based in security and aid management approach for conflict-management. However, some scholars in conflict studies also suggest an institutional design approach to accommodate conflict parties in aftermath regions, which focuses on seeking an appropriate and acceptable "formula" to resolve conflicts. Based on Indonesia's case, this study proposes a political compromise approach among different parties, at least for core conflict groups, to formulate an institutional framework in ensuring sustainable peace. This study discusses the feasibility of institutional design in order to mitigate dispute escalation in conflict-prone areas in Indonesia through applying theories of centripetalism (Lijphart,1969) and consocialism (Horowitz, 1985). The implementation of public services is the domain of the government. Bureaucrats who interact directly to provideservices to the community are referred to as front-line bureaucrats (street-level bureaucrats, SLBs). SLBs often faces adilemma in providing services due to the limited resources it has, while the demands of the community for service arevery large. To overcome this, an SLBs often takes coping behavior (Lipsky 1980) in overcoming this problem. Thispaper aims to describe SLBs professionalism in coping behavior at Puskesmas in Makassar City. This study uses aqualitative approach with data collection techniques in-depth interviews, observations, and documentary techniques. Thenumber of informants interviewed was 24 people consisting of the Head of the Puskesmas, Doctors, Nurses, Midwivesand Pharmacists. The results showed that in general SLBS had the courage to use coping behavior to get around thelimited resources possessed and also to meet the demands of service expected by the community.

Based Law No. 18 of 2008 on waste management, the Government makes litter bank program to address the issue of solid waste to be one of the main problems with implementing the waste management system 3R (reduce, reuse, recycle). In Makassar there are various programs that deal with issues of cleanliness, one waste bank program assist the government in reducing waste reduction and able to empower people to care about the cleanliness. The purpose of this research is to describe the impact of the waste bank program for the community in the bakung village. The research approach used is a descriptive qualitative approach. Data collection techniques using interviews, observation and documentation while the source of the data used comes from primary data and secondary data.The results of this research indicate that the presence of the waste bank program had a positive impact for the community in the economic, social and environmental. In the economic aspect can increase people's income, while the social aspects of increased social interaction, knowledge about waste management and manufacturing of handicraft. In the environmental aspect, people feel secure with their surroundings and be able to sort the waste according to type. Keywords: Impact Program; Waste Bank Program; Waste Management and Society.

The number of voters is an essential element in the legitimacy of a democratic regime. There are various factors that may influence voter turnout in elections; among other factors particularly is electoral management in voter's registration. The problem of voters' data has always been a scourge in every general or local election due to poor population data management in Indonesia. Hence, the General Elections Commission (KPU) responded to this issue with a number of policies to increase the number of voter participation in all elections, especially for those who have not been registered properly. The Commission made a specific regulation to allow voters who were not registered in the voter lists (DPS) to use their ID card (KTP) or other legal documents in voting. This study used qualitative methods in five regions in the South Sulawesi Province that conducted the 2015 local election. This study explores the dynamics of voters using ID card or other legal documents by identifying their reasons and characteristics in using KTP as well as examining the responses of the local election institutions regarding this policy. This condition tends to apply to countries in the transitional period of democracy where the electoral administration system has not been properly regulated. The causes include the failure of administrative systems of management and population data collection with e-KTP card system in Indonesia.

Cases of violence against women in Maros Regency are quite high. For example, in 2016, according to Department of Women Empowerment and Child Protection (DP3A) data, there were 68 cases and 21 police data cases. Likewise, divorce data in the Religious Courts are more caused by domestic violence. Of course, this social problem must be immediately addressed through local government policies. However, in fact, no policy specifically regulates the handling of this problem. Therefore, community service in the form of policy advocacy training for village women victims of violence needs to be carried out. This advocacy training was attended by 25 participants from various villages. Participants were provided with policy advocacy materials covering (1) government policies and programs on the protection of women; (2) the concept and practice of policy advocacy; (3) issues of violence and protection of women; (4) technical public speaking and lobby strategy, and (5) public opinion and press release materials. The results of the training evaluation resulted in an increase in knowledge and skills for participants after following the entire set of materials provided. Recommendations for activities are suggested to immediately take more concrete action in the form of policy advocacy to encourage the issuance of the Regional Regulation (Perda) of Maros Regency concerning Protection of Women from Violence.

This article aims to analyze the internalization of local values of Bugis culture in the practice of government organizations, as well as the implications of these local values for the public service system. This study uses qualitative research methods, with data collection using observations, interviews, and tracking of related documents. The research location was in the government organization of the Department of Investment and One-Stop Service (Dinas Pelayanan Modal dan Pelayanan Satu Pintu - DPMPS) of Sinjai Regency. The results show that there is an internalization of local values; (1) 'lempu' (honest), (2) 'amaccang' (intelligence), (3) 'astinajang' (propriety), (4) aggatenggeng (firmness), (5) sipakatau and sipakainge, and (6) ajjoareng which have existed since the past and considered to be synergized in the principles of service and apply in the culture of the community that supports the implementation of public services. Then, adopting local values is in line with the principles of good governance namely transparency, accountability and legal certainty. In addition, public administration indicators are oriented to the benefits and effectiveness in achieving goals and as a study of governance and social order.
