En este texto se reflexiona sobre el significado del libro de Tzvi Medin El minimato presidencial: historia política del Maximato. 1928-1935 en la historiografía mexicanista. Publicado hace cuatro décadas, esta obra definió y explicó los mecanismos que hicieron posible transitar de un régimen centrado en la figura del caudillo hacia otro presidencialista en el que el titular del Poder Ejecutivo concentró un buen número de facultades constitucionales por solo un periodo de gobierno, en atención a una de las banderas de la Revolución de 1910: prohibir la reelección. El camino de un régimen a otro estuvo marcado por el asesinato de Álvaro Obregón, el gran caudillo revolucionario, acontecimiento que habilitó una experiencia inedita en la que Plutarco Elías Calles, en su calidad de Jefe Máximo, condujo los destinos de México sin ocupar formalmente la presidencia del país.

En México, una opinión que goza de amplio consenso subraya que la generosa recepción dada a perseguidos políticos latinoamericanos durante los años sesenta y setenta del siglo pasado, revela el doble rostro de un sistema político poco permeable al disenso opositor. Uno de estos rostros se dirigía al espacio internacional, atento a respetar el derecho a la libre determinación de las naciones y a condenar toda forma de intervención extranjera; mientras que el otro rostro, que miraba hacia adentro, era mucho menos amable porque se trataba del México autoritario dispuesto a reprimir a opositores de izquierda. Este texto interroga esta paradoja a través de un estudio de los servicios de inteligencia encargados de vigilar y controlar las actividades desarrolladas por los exiliados latinoamericanos. Para ello, se reconstruyen los mecanismos, las estrategias y los propósitos del control y la contención de la acción política de los exiliados. Interesa mostrar que la recepción de perseguidos políticos, antes que una paradoja, ejerció funciones legitimadoras del poder político a través de una compleja articulación de política exterior e interior. En los últimos años del siglo pasado se sentaron las bases para un nuevocampo de especialización en la historiografía latinoamericana. Aunque permaneceabierta la discusión en torno a cómo designar este campo (historia reciente,historia del tiempo presente, historia inmediata), lo cierto es que su principalobjetivo es indagar en un pasado cuyos ecos aún resuenan en nuestros días. Unpasado signado por una violencia política de tal magnitud que, cerrado el ciclode los autoritarismos dictatoriales, y a la sombra de los procesos de democratizaciónhabilitados por el final de la Guerra Fría, logró instalar en el espaciolatinoamericano el paradigma de los Derechos Humanos como condición sinequa non para la refundación de nuevos órdenes políticos. A la sombra de lasluchas por la vigencia del más elemental de esos derechos, el derecho a la vida,fue constituyéndose este nuevo campo de estudios.

El artículo reconstruye y analiza la trama de sociabilidades, intercambios y debates entre el México revolucionario y el movimiento de la Reforma Universitaria en Argentina, en el campo intelectual de los años veinte latinoamericanos. Reconstruir el encuentro de la Revolución de 1910 con la que anunció el Manifiesto Liminar pone de manifiesto 1) el empeño de los revolucionarios mexicanos por publicitar su gesta, tratando de despertar solidaridades en Sudamérica para contrarrestar una campaña de signo opuesto del gobierno y la prensa estadounidense; 2) la gestión de José Vasconcelos desde la Secretaría de Educación Pública como el compromiso de una intelectualidad con la Revolución al servicio de una reforma cultural y política sin precedentes; 3) las recepciones e impactos del discurso y acción vasconcelianos en América del Sur, los debates en el Primer Congreso Internacional de Estudiantes (México, 1921), las agregadurías universitarias de México en Sudamérica y los principales debates de una generación crítica. En México, la población de origen extranjero ocupa un lugar marginal en la composición demográfica del país. A pesar de que los gobiernos siempre admitieron la importancia de atraer inmigrantes, México ha tenido una de las políticas inmigratorias más restrictivas de América Latina. ¿Cómo explicar esta paradoja? Para responder esta pregunta, este artículo explora la construcción de la figura del mestizo como fundamento de la nación mexicana. Interesa mostrar que esa figura se acrecentó por el ascenso del pensamiento nacionalista producto de la Revolución de 1910 y por el impacto de procesos migratorios que generó la vecindad Estados Unidos de América. Estos asuntos cimentaron discursos, normas y acciones xenófobas que, con intensidades distintas, impregnaron la relación entre México y los extranjeros.

In Mexico, the population of foreigners occupies a marginal place in the country's demographic composition. Although Mexican governments have always acknowledged the importance of attracting immigrants, the country has one of the most restrictive immigration policies in Latin America. In order to offer a possible explanation for this paradox, this essay examines the construction of the mestizo figure as a foundation for the Mexican nation. It shows how the importance of this figure grew with the ascent of the nationalist thinking derived from the 1910 Revolution, and with the impact of migratory processes resulting from the vicinity to the United States. En este artículo se analizan las conductas de la diplomacia sudamericana frente al golpe de Estado que derrocó al presidente Francisco I. Madero en febrero de 1913. Para ello se revisan las aproximaciones de los diplomáticos de Argentina, Brasil y Chile al proceso revolucionario inaugurado en 1910, se identifican los horizontes políticos e ideológicos desde donde se observa a México, poniendo un particular énfasis en la prácticamente desconocida actuación del representante de Chile. Sobre esta base, se explican los motivos que condujeron a esas tres naciones a asumir una activa diplomacia en el marco del conflicto que envolvió a México y Estados Unidos a partir de la llegada Woodrow Wilson a la presidencia estadounidense. ; This paper analyzes South American diplomatic conduct in response to the coup that overthrew President Francisco Madero in February, 1913. First, it examines the ways in which diplomats from Argentina, Brazil, and Chile addressed the revolutionary process started in 1910. Secondly, it identifies the political and ideological horizon from which Mexico was perceived, with a particular emphasis on the almost unknown intervention of the Chilean representative. From this state, the paper explores the purposes that made these three nations assume an active diplomacy in the framework of the conflict that involved Mexico and the United States, since Woodrow Wilson became president of the U.S.
