Whilst the IMPs satisfy several of the requirements of an efficient adjustment policy either partially or fully, they fall short on 2 important requirements. These are the criteria of encouraging potentially viable, competitive activities and providing for market strengthening measures that will remove some of the principal causes of the reduced adjustment capacity of the adversely affected regions. The EC has offered trade preferences to various less developed countries to promote their growth but there has been no major assessment of their effectiveness. Analyses the results of tariffs, using trade data published by the European Statistics Office in 1981. Concludes that effectiveness depends on conditions under which tariffs are offered and the supply responsiveness in the beneficiary countries. (PAS)
