The paper tries to reveal how the modern university education could respond to changes that take place in contemporary society development. The research has tried to follow the task of bridging the Academy and Society needs. Special emphasis is laid to the legal education as graduates of respective institutions are supposed to contribute to the global rule of law, human rights provision, equal access to public goods. The article explores the international state of affairs with regard to administrative law status, specifies latest developments in the Russian national legislation. Due to the fact that the Code of Administrative Court Procedure came into force in Russia the paper argues for legal education curriculum renewal and some disciplines replacement, provides legal, conceptual and theoretical grounds for the above change. The methodology included literature analysis, empirical study of educational standards requirements and further went on to draft recommendations about the changes in the degree course contents and specifics with regard to the latest developments in national legislation. © 2016 Yastrebov.

Forty years ago in the Islamic states of banks (credit institutes in our understanding) wasn't since laws of Sharia consider issue of money under percent a grave sin. Now in the world there are more than 300 Islamic banks, their general assets exceed 500 bln. dollars of the USA with a growth from 10 to 15 percent a year (data of UBS Swiss Bank which opens at itself Islamic department). According to Sharia, the Islamic bank can't invest money in some forbidden types of activity: production and sale of alcohol, gaming houses, and other restrictions of an ethical sort. Islamic banking is fundamentally oriented to real economy, to real production and to allowing for speculation. One of the interfering factors influencing implementation and development of Islamic banking in Russia is the low awareness of professional participants of the financial market, and also the population in general, about structure and the principles, functioning of the specified banking. The potential base of clients in Russia is, and the first experiences confirm it. However, the problem can be solved adjustment of the Russian legislation, creating thereby favorable conditions, both for local, and for foreign investors for implementation and promotion of an Islamic bank system. Creation of the relevant coordinating structure and mutual tolerance is required.

In 2013 Russia ratified the Council of Europe Convention on the Protection of Children against Sexual Exploitation and Sexual Abuse (CETS N 201) of October 25, 2007 (Lanzarote, Spain). The Council of Europe supports the One in Five campaign, based on the available data that one in five children in Europe are victims of some form of sexual or other violence, which often happens within the family circle. Although it is an urgent problem for Russia as well, full statistical data are unavailable and there is a lack of solid research. At present the co-signer countries are going though a complicated process of implementing the Convention's clauses in their criminal legislations, and practically all of them face similar lawmaking and law enforcement problems. The authors of the paper, who took part in the Lanzarote Committee meetings, have analyzed criminal legislation of Russia and authors' translations of the new versions of criminal codes of Austria, Turkey and Spain. They have thoroughly examined the latest publications on the topic and used court practice examples in their analysis of Russian criminal law. The authors conclude that Russian law, unlike foreign ones, has mainly incorporated Lanzarote convention's clauses. However, a number of clauses require an adequate response from Russian lawmakers, who should introduce changes and amendments to criminal laws of the Russian Federation, in particular, regarding increased penalties for offences against the sexual inviolability of minors by persons from a child's «circle of trust». © 2017, Baikal National University of Economics and Law.
