Whether U.S. county governments are responsive to their policy environments is a critical question in light of evidence that counties have expanded their policy portfolios and governmental professionalism to meet increased citizen demands. This study examines whether economic interests and political preferences influence decisions by counties to impose smoking bans in nonhospitality workplaces, restaurants, and bars. Results show that counties are responsive to their environments, but that the nature of responsiveness varies by the policy in question and the form of government. These results therefore shed light on the ability of counties to function as democratic institutions.

This paper explores assumptions made and measurement approaches in the nuanced pathway between enacted state immigration policies and the outcomes they affect in Latino immigrant communities. Scholars across a variety of fields have found that contemporary state immigrant policymaking is associated with outcomes in immigrant communities including political engagement, mental and physical health, access to education, and labor opportunities. In this paper, we explore questions of how state immigration policies produce these and other outcomes. Much of this literature relies on the assumption that members of the immigrant communities are aware of the state policies being enacted, yet few quantitative studies of the effects of state immigration policy contain measures of both policy and of perception. We seek to determine the extent to which Latino immigrants are aware of state immigrant policymaking to help determine whether state immigration policies are a valid approach to measure perceptions of the immigration policy environment in Latino immigrant communities. Additionally, we explore alternative measures of immigration policy. Our findings are particularly relevant to policymakers and immigration scholars as the contemporary political environment has helped to fuel anti‐immigrant sentiments and rhetoric contributing to Latinos' perceptions of the state immigrant policy environment.

AbstractThe Great Recession of late 2007 through 2009 had profound negative economic impacts on the U.S. states, with 49 states experiencing revenue decreases in their 2009 budgets representing more than $67.2 billion USD. Also during this period, states enacted a record number of laws related to immigrants residing in their states. We make use of data from the National Conference of State Legislatures (NCSL) to examine punitive immigration policy enactment from 2005 to 2012 and conduct a state comparative study using cross-sectional time-series analysis to examine the potential ways in which the economic recession and changing demographics in the states have impacted punitive state immigration policy making. We hypothesize that although anti-immigrant anxieties are driven in part by economic insecurity, they are also impacted by the presence of a large or growing proportion of racialized immigrants. We find that increases in state Hispanic populations and state economic stressors associated with the recession have both led to a greater number of enacted punitive state immigration policies. In addition, we find that changes in the non-Hispanic white populations in the states are also impacting the expression of anti-immigrant attitudes in state policy during this period.

ObjectiveOur study seeks to understand the role of perceived economic stress of the Great Recession on political participation among blacks, whites, and Latinos.MethodsWe use the 2012 Collaborative Multi‐Racial Political Study and negative binomial regression to examine the impact of financial hardship on black, Hispanic, and white political participation.ResultsWe find that political participation among whites is unaffected by the Great Recession and is largely motivated by political interest. Blacks are mobilized by financial hardship even after controlling for political enthusiasm and linked fate. Hispanics have the lowest level of political participation.ConclusionOverall, we conclude that the Great Recession did affect political behavior but differently across race and ethnic groups; specifically, Hispanics were least likely to politically engage if they experienced negative consequences of the Great Recession.

AbstractA growing body of social science research has sought to conceptualize race as a multi-dimensional concept in which context, societal relations, and institutional dynamics are key components. Utilizing a specially-designed survey, we develop and use multiple measures of race (skin color, ascribed race, and discrimination experiences) to capture race as a "lived experience" and assess these measures' impact on Latinos' self-rated health status. We model these measures of race as lived experience to test the explanatory power of race, both independently and as an integrated scale, with categorical regression, scaling, and dimensional analyses. Our analyses show that our multiple measures of race have significant and negative effects on Latinos' self-reported health. Skin color is a dominant factor that impacts self-reported health both directly and indirectly. We then advocate for the utilization of multiple measures of race, adding to those used in our analysis, and their application to research regarding inequities in other health and social outcomes. Our analysis provides important contributions to research across a wide range of health, illness, social, and political disparities for communities of color.
