Authoritarian regimes rely on fiscal resources to build patronage networks. And so it is with China. Budget making is usually dominated by government leaders. However, some local governments in recent years have invited ordinary people to review budgets and even to determine parts of budgets. Why would local leaders make themselves accountable to their constituencies in an authoritarian setting? Why would local governments in China tie their own hands? Using detailed description of a township government, this article argues that fiscal affluence based on land is an important factor for local governments in launching fiscal reform. Richer areas have become more fiscally accountable by opening up new discussion and encouraging citizen participation.

Why do central state-owned enterprises (SOEs) in China enjoy rapid development while, overall, the state-owned economy is experiencing a contraction? The extant theories have separately argued that the support of the central government and compliance with market requirements are the driving forces behind the success of central SOEs. However, these theories have neglected the local governments' role in the expansion of central SOEs. This article contends that variations in provincial fiscal capacity have contributed to the development of central SOEs. If a province has a weak fiscal capacity, local governments welcome central SOEs to merge with their local SOEs. In this way, the local governments can save up the fiscal grants intended for local SOEs and promote local economic development. At the same time, central SOEs gain access to the resources and expand their markets by merging with the local SOEs, thereby strengthening the central SOEs. On the contrary, if a province has a strong fiscal capacity, the local government will invest a large amount of fiscal resources to help its local SOEs survive. As a result, the expansion of central SOEs is hindered in such type of province. This article uses paired comparison of two provinces in China, Zhejiang and Liaoning, to test this hypothesis. Migrant domestic workers provide essential services to the families they live with, but they are not considered a part of the family. As a group, they are not well-integrated into the society and often suffer from social isolation. In this article, we explore the potential health buffering effects of their personal network, in terms of family and friendship ties in both the local community and their home country. Existing literature provides inconsistent evidence on who and what matters more, with regard to the nature, strength, and geographic locations of individual personal networks. Using data from the Survey of Migrant domestic Workers in Hong Kong (2017), we find that family ties are extremely important. The presence of family members in Hong Kong as well as daily contact with family, regardless of location, are associated with better self-reported health. Only daily contact with friends in Hong Kong, not with friends in other countries, promotes better health. We also find evidence that the protective effects of family and friends networks depend on each other. Those foreign domestic workers with families in Hong Kong but also maintain daily contact with friends have the best self-reported health among all.

Various externalities caused by highway infrastructures, such as promoting economic development, traffic congestion, and air pollution, are becoming more and more important. Currently, there is no multi-dimensional quantitative evaluation of the externalities of highway infrastructures, hindering the sustainable planning and development of highway infrastructures. Therefore, this study aims to develop a three-dimensional evaluation model of the externalities of highway infrastructures. To achieve the above objective, this study: (1) developed a three-dimensional evaluation index system through a comprehensive literature review and interviews with experts; (2) weighted the evaluation indexes using the entropy weight method; (3) developed the comprehensive evaluation model using the grey correlation analysis method; (4) validated the developed model by using statistical data of Jiangsu province, China. The analysis results showed that the developed model is feasible and effective in evaluating the externalities of highway infrastructures as the analysis results are consistent with reality. In addition, the model can capture the value of externality-related information, the distance to the optimal state of the externalities of highway infrastructures, and the temporal and spatial trends of the externalities of highway infrastructures for a region. The results of this study for the first time set a basis for investigating the influential mechanism of the multi-dimensional externalities of highway infrastructures. Moreover, the results provide theoretical support for the scientific formulation of relevant policies and decision-making for the government.
