The multiple regression technique is used to examine whether various measures of public policy have significant effects in reducing crimes & in suppressing the upward trends in crime rates in 50 major US cities over the last few years. 2 conceptually different kinds of public policy are examined: (1) control & (2) service policies. Under (1) the following are some of the factors considered: per capita expenditures for police protection, courts, correction, & criminal justice functions; patrolman (salary levels, police department employees per 100,000 population, etc. Under (2) the following are reviewed: per capita anti-poverty program expenditures, public school expenditures, number of low rent housing units per 1,000 occupied housing units, parks, & recreation expenditures, etc. The crime indicators used are the so-called "index crime" as reported by the FBI. The findings show that 16 of the 21 policy variables & 6 of the 7 service variables are correlated in a significant measure to 1 or more crime variables. Service policies affect crime rates more often than control policies. A high level of correctional policies & environmental service policies are most likely to be significant crime deterrents. 11 Tables. Modified HA.
