Mit den Wahlen im November 1989 hat König Hussein einen Schritt in Richtung Pluralismus unternommen. Der Artikel untersucht die Beweggründe und die Möglichkeiten einer Demokratisierung bei weiter geltendem hashemitischem Recht. Hussein blieb aufgrund der Folgen seiner Austeritätspolitik nur die politische Liberalisierung, um einem ernsthaften Aufstand gegen die Monarchie zuvorzukommen. Jordanien braucht angesichts der möglichen Entwicklungen im Nahen Osten einen "Common sense", eine Identifikation der Bevölkerung mit dem Staat. (DÜI-Gbh)

It is the thesis of the article that the Palestinian intifadah (1987/88) has rendered the current political environment less, rather than more, conducive both to the emergence of the political will on the part of the local parties to negotiate, and to the fulfillment of the basic conditions required for progress toward peace: namely, Palestinian-Israeli mutual recognition and an Arab consensus in support of a peace plan.
