Currently, the subject of housing in China is of great interest to many researchers, since improvements in living conditions for the largest population in the world have not kept pace with the territory's economic growth. This paper describes basic social housing situations in China, and assesses the inequality in housing reform since 1990s as a result of overall economic improvement. In order to reduce the degree of inequality in China's social housing, this paper is focusing on the policy management of access to economically affordable housing because housing affordability in China is a pressing social and economic issue, particularly for low-income families due to an unreasonable mechanism. The related policies are analyzed in is paper by using incentive mechanism design, which reveals that supervision and announcement system, the restriction in current mechanism, and the area of economically affordable house are critical for the effectiveness of present polices. Furthermore, a housing area calculation model based on the incentive mechanism design is presented and an illustrated case of Beijing City is also conducted, which can maximize the utility of government considering incentive compatibility. Finally, some policy suggestions are explored including enhancing external environment and establishing internal mechanism. Šiame darbe nusakoma bazinio socialinio būsto padėtis Kinijoje ir vertinamas XX a. 10-ajame dešimtmetyje dėl bendros ūkio padėties gerėjimo prasidėjusios būsto reformos netolygumas. Siekiant mažinti Kinijos socialinio būsto skirtumų lygį, šiame darbe daugiausia dėmesio skiriama politinėms priemonėms, kurias pasitelkus valdoma prieiga prie įperkamo būsto, nes dėl neracionalaus mechanizmo būsto įperkamumas Kinijoje yra neatidėliotina socialinė ir ekonominė problema, o ypač mažas pajamas gaunančioms šeimoms. Atitinkamos politikos kryptys šiame darbe nagrinėjamos pasitelkus skatinamojo mechanizmo projektavimą, kuris rodo, kad priežiūros ir praneši-mų sistema, dabartinio mechanizmo suvaržymas ir įperkamo būsto plotas turi lemiamą reikšmę dabartinių politikos krypčių veiksmingumui. Be to, pateikiamas skatinamojo mechanizmo projektavimu pagristas būsto ploto skaičiavimo modelis ir atliekamas Pekino atvejo tyrimas, kuris, atsižvelgiant į skatinamųjų priemonių suderinamumą, gali maksimaliai padidinti vyriausybės naudingumą. Pabaigoje nagrinėjami keli politiniai siūlymai, įskaitant išorinės aplinkos gerinimą ir vidinio mechanizmo sukūrimą.

The construction industry has been recognized, for many years, as among those having a high likelihood of accidents, injuries and occupational illnesses. Such risks of construction workers can lead to low productivity and social problems. As a result, construction workers' well-being should be highly addressed to improve construction workers' efficiency and productivity. Meanwhile, the social support from a social network and capital (SNC) of construction workers has been considered as an effective approach to promote construction workers' physical and mental health (P&M health), as well as their work efficiency and productivity. Based on a comprehensive literature review, a conceptual model, which aims to improve construction workers' efficiency and productivity from the perspective of health and SNC, was proposed. A questionnaire survey was conducted to investigate the construction workers' health, SNC and work efficiency and productivity in Nanjing, China. A structural equation model (SEM) was employed to test the three hypothetical relationships among construction workers' P&M health, SNC and work efficiency and productivity. The results indicated that the direct impacts from construction workers' P&M health on work efficiency and productivity were more significant than that from the SNC. In addition, the construction workers' social capital and the network can indirectly influence the work efficiency and productivity by affecting the construction workers' P&M health. Therefore, strategies for enhancing construction workers' efficiency and productivity were proposed. Furthermore, many useable suggestions can be drawn from the research findings from the perspective of a government. The identified indicators and relationships would contribute to the construction work efficiency and productivity assessment and health management from the perspective of the construction workers.

Purpose: The unprecedented COVID-19 pandemic has further constrained the budgets of governments worldwide for delivering their much-needed infrastructure. Consequently, Public-Private Partnerships (PPPs), with the private sector's investment and ingenuity, would appear to be an increasingly popular alternative. Value for money (VfM) has become the major criterion for evaluating PPPs against the traditional public sector procurement, and however is plagued with controversy. Hence, it is important that governments compare and contrast their practice with similar and disparate bodies to engender best practice. This paper, therefore, aims to understand governments' evaluation context and provide a cross-continental comparison on their VfM assessment. Design/ methodology/ approach: Faced with different domestic contexts (e.g., aging infrastructure, population growth, and competing demands on finance), various governments tend to adopt different emphases when undertaking the VfM assessment. In line with the theory of boundary spanning, a cross continental comparison is conducted between three of the most noticeable PPP markets (i.e., the United Kingdom - UK, Australia and China) about their VfM assessment. The institutional level is interpreted by a social, economic and political framework, and the methodological level is elucidated through a qualitative and quantitative VfM assessment. Findings: There are individual institutional characteristics that have shaped the way each country assesses VfM. For the methodological level, we identify that: (1) these global markets use a public sector comparator as the benchmark in VfM assessment; (2) ambiguous qualitative assessment is conducted only against PPPs to strengthen their policy development; (3) Australia's priority is in service provision whereas that of the UK and China is project finance and production; and (4) all markets are seeking an amelioration of existing controversial VfM assessments so that purported VfM relates to project lifecycles. Construction industrialization (CI) has been adopted worldwide because of its potential benefits. However, current research shows the incentives for adopting CI may differ in different regions. While the promotion of CI in China is still at the initial stage, a systematical analysis of the driving factors would help decision makers get a comprehensive understanding of CI development and select proper strategies to promote CI. This research combines qualitative and quantitative methods to explore the construction industrialization driving factors (CIDFs) in China. The grounded theory method (GTM) was employed to explore CI concepts among 182 CI-related articles published in 10 top-tier journals from 2000 to 2017. A total of 15 CIDFs were identified, including one suggested by professionals during a pre-test questionnaire survey. The analysis showed that the development of CI in China is pushed by macrodevelopment and pulled by the government and is also a self-driven process. The major driving factors for CI adoption in China are the transformation and upgrade of the conventional construction industry and the solution of development dilemmas. Our study also suggests that pilot programs are, currently, the most effective method to promote CI in China and to accumulate experience so to gain recognition by the society. This research is also of value for CI promotion in other developing countries.

As governments promote greatly the Public Private Partnerships (PPPs) to develop the Public Rental Housing (PRH) projects, the effective and efficient operation performance measurement should be pivotal for ensuring the success and sustainable development of these projects. Thus, this paper investigated operation performance indicators (OPIs) and measured the performance level of PRH PPP projects by fuzzy-analytic hierarchy process (AHP) comprehensive evaluation (FACE) method. Four important aspects of PRH PPP projects related to the operation performance and an evaluation indicator system of 21 OPIs from these four aspects were developed, the weights of which were calculated by using the AHP method. Based on fuzzy mathematics and the expert evaluation method, all the OPIs were quantitatively graded according to five ranks of evaluation criteria. Membership functions, weights of OPIs, and maximum membership degree principle were utilized to establish a multi-level FACE model for operation performance measurement of PRH PPP projects. One PRH PPP project of Nanjing, Jiangsu Province in China was chosen as the case study. Evaluation results were derived from the proposed model, and they generally conform to the actual situation. This study provides an effective operation performance measurement framework for PRH PPPs projects.

To reduce harm caused by occupational health risks of construction workers exposed to working environments, especially those for interior decoration, it is crucial for them to actively recognize and prevent these risks. Therefore, how to improve their occupational health risks perception and regulate their coping behaviors should be of great concern. However, most prior studies target construction worker safety, and little research focuses on risk analysis from the psychological level of workers. Hence, construction workers' occupational health risk perception level and coping behavior level in Nanjing and the influencing factors were analyzed through statistical analysis with 341 valid questionnaires. Bootstrapping was applied to test the mediating effects of risk perception on the proposed factors and coping behaviors. This study revealed that construction workers have a high-level of occupational health risk perception, yet low-level coping behavior. Gender, age, education level, and unit qualification cause differences in individual risk perception level. Personal knowledge and group effects significantly affect the level of risk perception, which subsequently affect coping behavior. Education level, monthly income, and personal knowledge influence the coping behavior through risk perception. Recommendations were put forward for risk perception and coping behavior improvement from the perspectives of construction workers themselves, enterprises, and governments. This study sheds new light for research areas of occupational health and risk management and provides beneficial practice for improving construction workers' responses to occupational health risks.

Smart cities possess huge potential in future urban development. However, the critical problems in developing sustainable smart cities in China are the lack of clear strategies and effective strategy planning tools. Therefore, reasonable plans and strategies play important roles in helping the government develop sustainable smart cities. In this study, 16 SWOT (Strength, Weakness, Opportunity, and Threat) factors were identified. According to a structured questionnaire survey about SWOT factors, an integrated method, composed of SWOT and AHP (analytic hierarchy process) was conducted. A case study was conducted in Nanjing, China. The most powerful facilitators (strengths and opportunities) and the most powerful obstacles (weaknesses and threats) for developing Smart Nanjing City (SNC) were identified. The strategic intensity and value of the elements were confirmed. Moreover, proactive strategies were proposed including strengthening intelligent clusters, establishing governance ecosystem, and providing integrated services for SNC, which can be considered as policy suggestions for SNC, providing hybrid strategies for a planning approach integrating bottom-up and top-down design to develop smart cities, as a reference for other global cities. Moreover, the proposed AHP-SWOT hybrid method can be used as an effective quantitative strategy planning tool to help other authorities determine appropriate strategies for developing smart cities.
