The government has implemented the national economic recovery program in 2021. The Financial Ministry of Indonesia Republic has announced a press release based on the national economic recovery program. This program is essential because the COVID-19 pandemic has not been ended yet, although the vaccination program has been done. The economic recession still happens. This paper aims to describe the national economic recovery program in 2021. Methodology: a literature review. Literature was derived from Google Scholar and Science Direct. The result showed that the National Economic Recovery Program coordinates and synergy among the Government, Bank Indonesia, Finance Service Authority, Saving Guarantee Institution, and banks. The national economic recovery program protects the consumption and purchasing power of the poor and vulnerable, funding for small and medium enterprises, tax incentives for businesses, the establishment of labour-intensive projects to absorb labour, and credit restructuring.

Housing and settlements are basic human needs. Therefore, the government is trying to meet the community's need for housing. This study aims to see how the housing development program is implemented in Palembang City, monitor this program and also monitor the extent of the housing development program. This research uses descriptive qualitative techniques with interviews. Key information is the Head of the Palembang City Housing and Settlement Area Office, the Head of the Housing and Settlements Section, the Head of the Palembang City Development Planning Agency, and Housing Developers in Palembang City, as well as people living in housing in Palembang City. Then the data obtained from the study were analyzed using qualitative descriptive analysis methods. The results showed that the implementation of the housing development program in Palembang City has not been carried out properly in accordance with what has been planned by the Palembang City Government.

Purpose: This paper aimed to comprehend the strategy to increase the creative economy during the pandemic, especially about e-commerce and supply chain. Research methodology: This is a review of the literature. This paper used the database in Science Direct and Google Scholar. The keywords used were COVID-19, creative economy, e-commerce, increase, supply chain, and strategy. Results: The effectiveness of the supply chain can be improved by analyzing the strengths, weaknesses, opportunities, and challenges (SWOT) so that strengths and opportunities can be optimized. E-commerce can be increased by enhancing creativity and innovation. Another way is cooperating with the government and other entrepreneurs. Limitations: This paper is a narrative literature review. There are only a few studies about e-commerce and the supply chain during the COVID-19 pandemic in this paper. Further studies are needed to increase the e-commerce and supply chain for each item and commodities during the COVID-19 pandemic. Contribution: The contribution of this paper is for the creative economy in increasing the effectiveness of supply chains and e-commerce.

AbstrakPemerintah Daerah Kabupaten Katingan dalam penguasaan tanah adat bagi kepentingan perusahaan pada sengketa tanah adat betang sangkuwu di Desa Tumbang Marak, mempraktikkan strategi dominasi dengan menggunakan kekuasaanya secara sewenang-wenang yang bersumber dari Peraturan Daerah Provinsi Kalimantan Tengah No. 16 Tahun 2008 Tentang Kelembagaan Adat Dayak di Kalimantan Tengah dan Peraturan Gubernur No. 13 Tahun 2009 Tentang Tanah Adat dan Hak-Hak Adat di Atas Tanah di Kalimantan Tengah. Dominasi pemerintah daerah dilakukan dengan mengintervensi apartus adat Kedamangan, dan membuat krisis otoritas Lembaga Adat Kedamangan sehingga gagal melaksanakan peradilan adat. Berdasarkan latar belakang tersebutlah, penelitian ini bertujuan untuk; (1) menjelaskan strategi dominasi pemerintah daerah dan (2) mengetahui posisi kewenangan Kedamangan dalam dominasi pemerintah. Secara teoritis, permasalahan penelitian dibahas menggunakan teori strukturasi Bourdieu. Metode studi ini menggunakan pendeketan kualitatif deskriptif dengan cara pengumpulan data; wawancara, observasi, bukti bisu dan bukti visual.Hasil penelitian menunjukkan bahwa; Strategi dominasi yang digunakan pemerintah yaitu pertaruhan modal simbolis berupa kewenangan yang bersumber dari Peraturan Daerah Provinsi Kalimantan Tengah No. 16 Tahun 2008 tentang Kelembagaan Adat Dayak di Kalimantan Tengah dan Peraturan Gubernur No. 13 Tahun 2009 Tentang Tanah Adat dan Hak-Hak Adat di Atas Tanah di Kalimantan Tengah. Strategi tersebut membuat pemerintah mengakumulasi modal simbolik, modal ekonomi dan sosial. Adapun dominasi pemerintah menggunakan kewenangannya untuk membuat krisis otoritas pada lembaga adat Kedamangan, menempatkan posisi kewenangan lembaga adat Kedamangan berada di bawah dominasi pemerintah.Kata kunci : dominasi pemerintah, modal simbolis, penguasaan tanah adat bagi kepentingan perusahaan, krisis Otoritas lembaga adat Kadamangan.AbstractThe Regional Government of Katingan Regency in the control of customary land for the company's interests in the dispute over the Betang Sangkuwu customary land in Tumbang Marak Village, practiced a strategy of domination by using its authority arbitrarily originating from the Regional Regulation of Central Kalimantan Province No. 16 of 2008 concerning the Institution of Dayak Customs in Central Kalimantan and Governor Regulation No. 13 of 2009 concerning Customary Land and Indigenous Rights on Land in Central Kalimantan.The dominance of the regional government was carried out by intervening in the Kedamangan traditional apartment, and making a crisis of the authority of the Kedamangan Customary Institution so that it failed to carry out customary justice. Based on this background, this study aims to; (1) explain the strategy of local government domination and (2) find out the position of the Kedamangan authority in the dominance of the government. Theoretically, the research problem is discussed using Bourdieu's structuration theory. This study method uses descriptive qualitative approaches by means of data collection; interviews, observation, silent evidence and visual evidence.The results of the study show that; The domination strategy used by the government is the gambling of symbolic capital in the form of authority originating from the Regional Regulation of Central Kalimantan Province No. 16 of 2008 concerning the Dayak Customary Institution in Central Kalimantan and Governor Regulation No. 13 of 2009 concerning Customary Land and Indigenous Rights on Land in Central Kalimantan. This strategy makes the government accumulate symbolic capital, economic and social capital. As for the dominance of the government using its authority to create a crisis of authority at the Kedamangan customary institution, placing the authority position of the Kedamangan customary institution under the domination of the government.Keywords: government domination, symbolic capital, control of customary land for the benefit of the company, crisis of Kadamangan traditional institution authority.

Penelitian ini bertujuan untuk mengetahui dan menganalisis dampak dari pelaksanaan hukuman mati terhadap kondisi kejiwaan (psychology) para terpidana mati. Dan yang kedua untuk mengetahui dan menganalisis hal-hal apa saja yang terkait dengan pelaksanaan hukuman mati yang tidak sesuai dengan ketentuan yang berlaku. Penulis menggunakan metode kualitatif dengan pendekatan yuridis sosiologis. Hasil peneltian ini adalah 1) dampak dari pelaksanaan hukuman mati yang dirasakan dampak positif banyak dari terpidana mati yang dirasakan adalah terpidana mati lebih mendekatkan diri kepada Tuhan sedangkan dampak negatif banyak diantaranya yang mengalami stress dan gangguan jiwa di dalam Lapas. 2) hal yang berkaitan dengan pelaksanaan hukuman mati yang tidak sesuai dengan ketentuan dalam UU No. 2 PNPS Tahun 1964 Tentang Tata Cara Pelaksanaan Hukuman Mati dan tidak sesuai ketentuan Perkapolri No. 5 Tahun 2010 tentang Tata Cara Pelaksanaan Pidana Mati. Simpulan dari hasil penelitian ini adalah 1) dampak dari pelaksanaan hukuman mati terdapat dampak negatif dan dampak positif yang dirasakan terpidana mati dan mengalami tingkat stres yang paling tinggi ketika memasuki tempat isolasi. 2) hal yang terkait dengan sistem hukum baik legal structure adalah aparat penagak hukum dalam menjalankan tugasnya tidak sesuai dengan UU, kemudian legal substance adalah aturan terkait jangka waktu eksekusi tidak dirumuskan dalam UU sehingga salah satu faktor penyebab penundaan eksekusi dan yang ketiga adalah legal culture, ketika terpidana di eksekusi di depan umum akan menimbulkan dampak negatif bagi keluarga dan akan dicap jelek oleh masyarakat.The study aims to identify and analyze the impact of the execution of death row inmates to psychiaytric conditions. And the second to determine and analyze any matters related to the implementation of the death sentence in accordance with applicaple regulations. The author uses qualitative methods with sosiological juridical approach. The results of this study were 1) the impact of the implementation of the death penalty on death row feel is more draw closer to God, while the negative impact of which many are experiencing setres and mental disorders in correctional institution. 2) the second, is matters relating to the implementation of the death penalty is not in accordance with the provisions of law No.2 PNPS 1964 on procedures for the execution and not in accordance with the provisions of Perkapolri No. 5 of 2010 regarding the prosedure of execution. Conclusions from the result of this study are 1) the impact of the implementation law of the death penalty there are negative impact and positive impacts perceived and experienced death row setress highest when entering the isolation room. Then a second conclusion is related to the legal system is both legal structure of law enforcement officers in carrying out their duties are not statutory, then legal substance is associated rule execution period is not defined in the legislation so that it becomes one factor the postponement of the execution, and the third is the legal culture, when death row was executed in public, it will cause a negative impact the form of the families were going to stamp ugly in eyes of society.

Tujuan penelitian ini adalah untuk mengetahui apakah variabel akuntabilitas, transparansi, partisipasi masyarakat dan profesionalisme berpengaruh terhadap kinerja instansi pemerintah. Dalam penelitian ini yang menjadi populasi adalah pemerintah desa yang berada di Kecamatan Rangsang, Kecamatan Rangsang Pesisir dan Kecamatan Rangsang Barat di Kabupaten Kepulauan Meranti yang terdapat 37 desa. Teknik pengambilan sampel yang digunakan adalah purposive sampling. Pengumpulan data dilakukan dengan menyebarkan kuesioner, respondennya adalah perangkat pemerintah desa. kepala, sekretaris desa, kepala urusan keuangan dan BPD (Badan Permusyawaratan Desa) yang berjumlah 148 orang. Hasil penelitian ini mempengaruhi kinerja instansi pemerintah pada akuntabilitas, transparansi, partisipasi masyarakat dan profesionalisme. The purpose of this research is to determine whether the variables of accountability, transparency, community participation and professionalism affect the performance of government agencies. In this study, the population was village government located in Rangsang District, Rangsang Pesisir District and West Rangsang District in Meranti Islands Regency which found 37 villages. The sampling technique used was purposive sampling. Data were collected by distributing questionnaires, the respondents were the village of government agencies. head, village secretary, head of financial affairs and the BPD (Village Consultative Agency) which collected 148 people. PSC (Public Safety Center) 119 Takalar adalah layanan yang diberikan kepada masyarakat untuk kondisi gawat darurat. PSC (Public Safety Center) 119 Takalar berada di bawah naungan Dinas Kesehatan Kabupaten Takalar. Kondisi gawat darurat membutuhkan kesiapan matang bagi aparat untuk memberikan pelayanan publik. Kesiapan aparat tidak hanya diukur dari aparat tapi banyak indikator yang dibutuhkan. Pelayanan yang efektif di masa sekarang dapat diwujudkan dengan pengimplementasian E-Government. Terlebih di layanan PSC (Public Safety Center) 119 Takalar yang masih baru karena berdiri pada tahun 2019. Sehingga kesiapan sumber daya aparat sangat penting untuk mewujudkan pelayanan yang efektif. Jenis penelitian menggunakan penelitian kualitatif dan jumlah informan sebanyak lima orang yang ditentukan secara purposive sampling. Teknik pengumpulan data menggunakan teknik observasi, wawancara dan studi dokumentasi. Teknik analisis data menggunakan reduksi data, display data dan conclusion. Hasil penelitian ini menemukan bahwa kesiapan sumber daya aparat di PSC (Public Safety Center) 119 Takalar diukur melalui beberapa elemen yaitu political environment, leadership, planning, stakeholder, budgets, transparancy dan technologhy. Selain itu, untuk penerapan E-Government juga terdapat elemen yang harus dipenuhi yaitu support, capacity dan value. Berdasarkan elemen tersebut kesiapan sumber daya aparat PSC (Public Safety Center) 119 Takalar untuk penerapan E-Government belum efektif karena teknologi belum memadai. Meskipun aparat PSC (Public Safety Center) 119 Takalar telah siap dan mahir namun, terhalang oleh anggaran yang tinggi sehingga sistem aplikasi E- Government belum diperadakan. Namun di sisi lain PSC (Public Safety Center) 119 Takalar telah memiliki website dan sosial media dimana website dan sosial media tersebut merupakan tahapan awal dari penerapan E-Government.

This descriptive qualitative study aims to find out how a genre pedagogy is used to teaching the English language. A class consisted of thirty-six students of a public Islamic junior high school was selected purposefully as participants. The data collection involved participant observation, field notes, and documents, in this case, the students' works. The participant observations were conducted in four meetings. During the observations, this study collected the students' works purposefully. The data analysis used two techniques, namely the thematic analysis to analyze the field notes and functional grammar framework to analyze the students' independent construction texts. The findings of the study reveal that the students could practice daily life texts in pairs and write a daily life text independently, critically, and creatively as they managed to work on their own and to use specific information, expressions, and contexts in their texts as demanded by the government and the 21st century. This could be achieved as the researcher applied genre pedagogy teaching procedures, explicit teaching, and scaffolding to ensure the students could do the work effectively. This study suggests teachers apply genre-pedagogy teaching procedures and principles to ensure the students could learn English better.

This article discusses the level of resilience of post-earthquake disaster high school students in Pidie Jaya District. Resilience is the ability of a person to adjust and survive even if someone faces a difficult and pressing situation. This study uses descriptive method and sampling using cluster random sampling technique from 9 public high schools in Pidie Jaya Regency so that two schools were obtained as research sites, namely high school (SMA) 1 Tringgadeng and high school (SMA) 2 Meureudu with a sample of 310 students. The data collection method used was using the TIR-I questionnaire (Taufik and Ifdil Resilience Inventory). The data obtained were analyzed using descriptive statistical analysis and T-test to see differences in the level of resilience in terms of gender with the help of SPSS version 20.0. The results showed that the level of resilience of public high school students after the earthquake in Pidie Jaya District was in the moderate category with a percentage of 48.4% totaling 150 students with an average value of 134. Furthermore, this study also examined in detail 7 aspects of resilience which showed the results of aspects emotion regulation in the low category (38%), impulse control aspects (59%), optimism (65%), empathy (64%), 56% self-efficacy and reaching out (65%) in the moderate category and causal analysis (69 %) in the high category. While the difference in the level of resilience in terms of sex for SMAN 1 Tringgadeng there are differences in the level of resilience where men are higher, with a value of 148, 75 and lower women with a value of 123,74. While for SMAN 2 Meureudu there is a no different level of resilience between men and women.

The purpose of this study was to determine the development strategy (strength, weaknesses, opportunities, treats) Recreational facilities (outdoor) Attraction above Solok regency of West Sumatra future. This research is a descriptive study with qualitative data. Data was collected using interviews, observation, and documentation involving informants using Snowball Sampling technique, that is: Attraction manager above, attractions surrounding communities, as well as tourists. The results of this study show that: 1). The strength or carrying capacity of recreational facilities (outdoor) Lake Above attraction is has a large area, a beautiful natural scenery, cool and pristine, a strategic place that is easily accessible, abundant water resources of the lake. 2). The disadvantage is the limited local government budget, the lack of assistance from the government, the lack of professional workforce, yet their investors, the lack of maintenance of existing recreational facilities. 3). Chances are their outside investors, increasing tourist arrivals, the cooperation of local governments and the central government, the cooperation of immigrants and native son. 4). The threat is a discrepancy with custom behavior style diners around, traveler awareness to keep the attraction, Attraction competition alike, the development of other tourist attractions. The development strategy of recreational facilities (outdoor) Attractions Lake Above Solok regency of West Sumatra are: 1). Utilizing the natural potential to increase the number of tourist visits. 2). Boosting cooperation between local government, Central government, nomads, sons of the soil, 3) Developing and providing recreational facilities (outdoor). 4). Increase potentials owned attraction above the lake so as not to lose competitiveness with surrounding attractions. 5). Incentive to find investors and raise funds from both private and related institutions. 6. Develop and allocates the budget for the development of recreational facilities attraction above lake.Keywords: Strategy, Development, Recreation Facilities.

This article aims to describe the views of the Walak Tribe on the education of Walak Tribe women and analyze what factors hinder and support the education of Walak Tribe women in Wolo District. This research is qualitative in nature which uses data collection techniques in the form of interviews, observation, and documentation. The results of this study are basically, some people in Kukurima Village, Wollo District already know the meaning and impact of education, the Walak tribe community views that education for Walak women is very necessary, girls are not prohibited from school or considered low, and can be placed equal to men in terms of getting an education. Education is one of the ways that women become agents of change (agents of change) and not just passive recipients of empowerment programs. Education is also one of the factors that enables women to have economic independence by working both outside and inside their homes. The inhibiting and supporting factors for the education of Walak women include. The factors inhibiting education for Walak Tribe women are internal, namely those that come from within themselves, especially in the form of self-awareness and motivation. Meanwhile, external factors are those that come from outside of women such as family support, especially parents, including the government and local communities.

This article aims to describe and analyze the changes in the function of the Mbaham Matta tribe's 'tummour' dance in the past and the present and to find out what efforts were made to be able to maintain the 'Tummour' dance of the Mbaham Matta tribe in Fakfak Regency in general. This research is qualitative using data collection techniques through interviews, observation, and documentation. The research results show that the 'tummour' dance in the past was used as traditional rituals, traditional parties, to gather the masses, to summon ancestral spirits, to dance the victory of the war and to stem the coming dangers. The change in the function of the 'tummour' dance occurred because of the entry of religion and government. Changes that occur are not only in the function of the 'tummour' dance, but the attributes used have also changed. Then, the efforts made so that the 'Tummour' dance can survive include opening a dance studio and preserving the 'Tummour' dance through socialization (transfer of knowledge) or introducing it to the younger generation.

Political speech is often being a topic of research in linguistic. Some of interdisciplinary studies appeared while the role of the language has developed. They are pragmatics, critical discourse analysis, phsycholingustics, neurolinguistics and sociolinguistics. This research focused on the transitivity system and ideology in Donald Trump Speech Campaign. Transitivity System that stated by Halliday become a tool to analyze the linguistic data which this theory has been used by Fairchlough in his critical discourse analysis. Based on the aims of this research that described transitivity system and ideology of Donald Trump speech campaign, therefore this research called descriptive research. Method of collecting data is method of seeing and noted technique. Technique purposive sampling is used in this research. The result showed that there are six types of process is used by Donald Trump to represent his experience, those are material process, relational process, mental process, verbal process, behavioral process, existential process. Material process is mostly used by Donald Trump followed by relational process and then mental process. To show his ideas, Donald Trump used material process mostly and showed his principal that better do action than only talk. To draw attention of US society and influenced their thought, Donald Trump is often used rasism issue in his speech campaign such as limit the access of immigrant in working and list the muslims US in separated database. Beside that, some of his statements showed that he is a narsistic. He showed his love and proud of himself mostly and he has protectionism in economy.
