In the process of rumors propagation, the behavior of individuals to propagation or refutation is not only influenced by the surrounding global environment but also the local environment. In this paper, a modified rumor propagation model is proposed considering the global and local effects of the rumor refutation mechanism and the activity rate of individuals in a heterogeneous network, and the dynamics process of the rumor propagation is derived by using the mean-field equation. Combining theoretical proving and simulation analysis, it shows that the critical threshold of rumor propagation has a great relationship with individual activity rates and global and local effects of the rumor refutation mechanism. The greater the government's efforts to refute rumors, the lower the critical threshold of rumor propagation and the smaller the final rumor size. While relatively, people are much more likely to believe the global rumor refutation information taken with official information, local rumor refutation information has little influence on rumor propagation.

The trade-off and synergy relationship between ecosystem services (ESs) and human well-being (HWb) in the land-use process has become a research hotspot. The evolutionary process and regional contribution of the accurate quantification of ESs and HWb can provide a reference for government departments to formulate macroeconomic policies. Therefore, this study first constructed an analysis framework to identify the synergistic states/evolutionary stages of the gross ecosystem product (GEP) per capita (PGEP) and gross domestic product (GDP) per capita (PGDP) and the regional contribution of the GEP–GDP synergy of 362 municipal units in mainland China from 2000 to 2015. We did this by employing the Markov transition probability matrix, land use data, and economic data based on satellite remote sensing images. The findings of this study show that (1) the PGEP of the Chinese mainland has a remarkable spatial divergence featuring a higher value in the northwestern Chinese mainland and a lower value in the southeastern Chinese mainland on both sides of the Hu Line during the investigation period; despite the eastern Chinese mainland having a higher PGDP, the PGDP at the national level is distributed in dispersion on both sides of the Hu Line; (2) during the first half of the investigation period, the GEP–GDP synergy in the Chinese mainland was generally in the pseudo-synergy stage or the transition stage from pseudo-synergy to primary/intermediate synergy, while in the second half of the period, the GEP–GDP synergy in the Chinese mainland continued to improve; (3) the GEP–GDP synergy was relatively stable on the Chinese mainland during the investigation period, with 24.28% of the units shifting to a lower or higher level synergy, and the GEP–GDP synergy was more stable in the western and central Chinese mainland, while it was more likely to shift to a higher state in the northeastern and eastern Chinese mainland. Strategic management is vital for significant infrastructure public-private partnership (PPP) projects characterised by a heavy and irreversible investment over a long period. In PPP projects, the financing strategy relates to the capital structure of the project and the coordination of the participants' requirements. In this paper, a system dynamics (SD) model is described to analyse the impacts of two types of financing strategies on the needs of creditors, the government, and private investors, considering the dynamic and complex characteristics of infrastructure PPP projects. The proposed model has been implemented on a PPP highway project. A number of experiments were conducted over a 33-year strategic planning horizon as a means of assessing the long-term effects of different financing strategies. The experimental results reveal that the model is a useful tool that could support decision-makers in identifying the intervals with different management focus of financing risk and comparing different financing strategies to choose the optimal one. It is especially helpful for the government to select a financing strategy for infrastructure PPP projects with capital limitations.
