The article analyzes one of the episodes of the international response to the situation with German refugees which arose in the late 1930s. Representatives of the Dominican delegation during the negotiations at the Eivan Conference in 1938 declared the country's readiness to host one hundred thousand forced migrants from Central Europe. This proposal was of interest to the Intergovernmental Committee on Refugees and the American Presidential Advisory Committee on Political Refugees. The purpose of the article is to investigate the practical implementation of the humanitarian initiative of the Dominican Republic on the establishment of an agrarian colony for Jewish escapees from Nazi persecution. During the research and preparation of the given article general scientific (of systematic analysis) and special historical (historical-systematic, historicaldescriptive, historical-comparative, periodization) methods of scientific systematization and analysis were used. It should also be noted that the article is based on the scientific principles, systemicity and historicism.The results of the paper can be significant for specialists in conducting studies on the world history of the mid-twentieth century, as well as for the development and teaching of normative and special courses on contemporary history of the USA and the history of Latin America. Prospects for further research should be linked to the study of the impact of the "Dominican project" on the implementation of American assistance policies in other countries of the region. ; У статті аналізується один з епізодів міжнародного реагування на ситуацію з німецькими біженцями, що виникла наприкінці 1930-х рр. Під час переговорів на Евіанській конференції 1938 р. представники домініканської делегації заявили про готовність країни прийняти в себе до ста тисяч вимушених мігрантів з Центральної Європи. Ця пропозиція викликала інтерес з боку Міжурядового комітету з питань біженців та американського Президентського дорадчого комітету з питань політичних біженців. Метою статті є дослідження практичної реалізації гуманітарної ініціативи Домініканської республіки стосовно створення аграрної колонії для єврейських втікачів від нацистських переслідувань. При написанні дослідження використовувалися як загальнонаукові (системного аналізу) так спеціальноісторичні (історико-системний, історико-описовий, історико-компаративістський, періодизації) методи наукової систематизації та аналізу досліджуваних сюжетів минуого. Також необхідно зазначити, що стаття ґрунтується на принципах науковості, системності та історизму. Підсумки роботи можуть бути використані фахівцями при здійсненні досліджень із всесвітньої історії середини ХХ ст., а також у процесі розробки й викладання нормативних і спеціальних курсів новітньої історії США та історії Латинської Америки. Перспективи подальших досліджень слід пов'язувати з вивченням впливу «Домініканського проекту» на реалізацію американської допомогової політики в інших країнах регіону.
The article covers the resumption of the active work of the Intergovernmental Committee on Refugees through the prism of US activity within this structure. Created on the initiative of American leader F. Roosevelt in 1938 to help refugees from Austria and Germany, IGCR in reality appeared dysfunctional with the outburst of the Second World War. The article examines factors that revitalized activities of the defined structure. It was emphasized that the organization's revival was made possible by appropriate initiatives originating from the British and American parties in early 1943. It was determined that strategic and tactical tasks were discussed and adopted on the basis of the results of an Inter-allied Bermuda Refugee Conference. Special mention was made to the work of American representatives of the American delegation headed by the Rector of Princeton University - Harold Dodds.The article reveals agenda of the resumed meetings of the Executive Committee of the Intergovernmental Committee on Refugees, analysis its results. The main range of issues that the Directorate of the IGCR had to deal with: the renewal of the membership of twenty-nine countries and the further expansion of the organization through the invitation and involvement of twenty new member states, the co-optation of new representatives of the new member states into the governing and executive body of the organization, changing approaches to funding, and introduction of the principle of "binding decisions", preparation for the convening of a General congress.The questions, which were separately considered at the meetings of the Executive Committee - expansion of the territorial mandate of the IGCR, Soviet-Polish contradictions, the definition of the representative of the French delegation in connection with the struggle for leadership in the resistance of Russia, the creation of refugee camps in North Africa. It has been evaluated the influence on decision-making process of American representatives in the Executive Committee of the IGCR - Patrick Malin and John Winant.During the preparation of the article a potential source as the diplomatic correspondence of documents of the American foreign policy department are researched. Attention is drawn to the analysis of this matter in the investigations and research work of foreign historians. The article clarifies that the formation of a new system of international protection of refugees proclaimed F. Roosevelt in 1938 took place in complicated foreign policy circumstances. The change of the situation on the fronts, the emergence of public opinion and the new approaches of the British government allowed in the first half of 1943 to return to the development of instruments and mechanisms to conduct relief work and assistance to war refugees through the implementation of IGCR's projects.

Созданный по инициативе американского лидера Ф. Рузвельта в 1938 г. для помощи беженцам из Австрии и Германии, МКБ после начала Второй мировой войны фактически бездействовал. Обращается внимание на факторы, которые способствовали ревитализации деятельности указанной структуры. Подчеркнуто, что возрождение организации стало возможным благодаря соответствующим инициативам, которые исходили от британской и американской стороны в начале 1943 г. Определено, что стратегические и тактические задачи были обсуждены и приняты по итогам межсоюзнической Бермудской конференции по вопросам беженцев. Отдельно отмечена работа американских представителей американской делегации во главе с ректором Принстонского университета Гарольдом Доддсом.Осуществлен анализ повестки дня и решения возобновленных заседаний Исполкома Межправительственного комитета по вопросам беженцев. Установлено основной круг вопросов, над которыми пришлось работать Директорату организации: восстановление членства двадцати девяти стран и дальнейшее расширение организации за счет приглашения двадцати новых государств-участников, кооптация новых представителей новых стран-членов в руководящий орган структуры, изменение подходов к финансированию и введение принципа обязательности решений, подготовка к созыву общего конгресса.Приведены вопросы, которые отдельно рассматривались на заседаниях Исполкома – расширение территориального мандата МКБ, советско-польские противоречия, определение представителя французской делегации в связи борьбой за лидерство в Движении Сопротивления, создание лагерей для беженцев в Северной Африке. Изменение ситуации на фронтах, вызревание общественного мнения и новые подходы британской стороны позволили в первой половине 1943 г. вернуться к развитию инструментов и механизмов помощи беженцам войны через реализацию проектов МКБ. ; У статті висвітлюється питання відновлення активної роботи Міжурядового комітету з питань біженців через призму діяльності США в межах цією структури. Створений за ініціативою американського лідера Ф. Рузвельта у 1938 р. для допомоги біженцям з Австрії та Німеччини, МКБ після початку Другої світової війни фактично не діяв. Звертається увага на чинники, що посприяли ревіталізації діяльності зазначеної структури. Підкреслено, що відродження організації стало можливим завдяки відповідним ініціативам, що виходили від британської та американської сторони на початку 1943 р. Визначено, що стратегічні і тактичні завдання були обговорені та прийняті за підсумками міжсоюзницької Бермудської конференції з питань біженців. Окремо відзначено роботу американських представників американської делегації на чолі з ректором Прінстонського університету Гарольдом Доддсом.Здійснено аналіз порядку денного та рішення поновлених засідань Виконкому Міжурядового комітету з питань біженців. Встановлено основне коло питань, над яким довелося працювати Директорату організації: поновлення членства двадцяти дев'яти країн та подальше розширення організації за рахунок запрошення двадцяти нових держав-учасниць, кооптація нових представників нових країн-членів до керівного органу структури, зміна підходів до фінансування та запровадження принципу обов'язковості рішень, підготовка до скликання загального конгресу.Наведено питання, які окремо розглядалися на засіданнях Виконкому – розширення територіального мандату МКБ, радянсько-польські суперечності, визначення представника французької делегації у зв'язку боротьбою за лідерство у Русі Опору, створення таборів для біженців у Північній Африці. Оцінено вплив на прийняття рішень американських представників у Виконкомі МКБ – Патріка Маліна та Джона Вінанта.Розглянуто джерельний потенціал дипломатичної переписки документів американського зовнішньополітичного відомства. Звертається увага на аналіз даного питання в працях зарубіжних істориків. У статті з'ясовано, що формування нової системи міжнародної опіки над біженцями, проголошене 1938 р. Ф. Рузвельтом, відбувалося у складних зовнішньополітичних обставинах. Зміна ситуації на фронтах, визрівання громадської думки та нові підходи британської сторони дозволили у першій половині 1943 р. повернутися до розбудови інструментів та механізмів допомоги біженцям війни через реалізацію проектів МКБ.
