ANALISIS YURIDIS PANCASILA SEBAGAI NORMA FUNDAMENTAL NEGARA (STAATSFUNDAMENTALNORM)
Abstrak Untuk mengatur dan dapat merumuskan perundang-undangan, politik hukum nasional harus mengacu pada Pancasila yang berbasiskan moral dan agama, menghargai dan melindungi hak-hak asasi manusia tanpa diskriminasi dan rasialis, mempersatukan seluruh unsur bangsa dengan semua ikatan primordialnya dan meletakan kekuasaan di bawah kekuasaannya dan membangunkan keadilan sosial untuk seluruh rakyat Indonesia. Dasar pertimbangan diletakannya Pancasila di dalam kedudukan tertinggi tidak saja karena sumber dari segala sumber hukum, tetapi substansi dari Pancasila mengandung nilai filosofis, memiliki muatan sebagai identitas hukum nasional dan tidak mengatur perintah, larangan dan sanksi, tetapi lebih kepada asas-asas fundamental. Artinya, Pancasila itu menjadi berlaku karena merujuk pada prinsip sebagai sebuah kebenaran umum atau dasar realitas yang ada di Indonesia. PEMBATASAN HAK POLITIK MANTAN TERPIDANA KORUPSI MENJADI CALON ANGGOTA LEGISLATIF DALAM PEMILIHAN UMUM 2019 DI INDONESIA
Undang Undang Dasar Negara Republik Indonesia 1945 Pasal 28J ayat (2)menentukan bahwa pembatasan hak setiap orang ditetapkan dengan undangundang. Komisi Pemilihan Umum sebagai lembaga pelaksana pemilihan umum menetapkan Peraturan Komisi Pemilihan Umum Nomor 14 Tahun 2018 dan Peraturan Komisi Pemilihan Umum Nomor 20 Tahun 2018 yang mengaturlarangan bagi mantan terpidana korupsi menjadi calon anggota legislatif. Adanyanorma larangan tersebut juga menimbulkan ketidaksesuaian dengan Undang-Undang Nomor 7 Tahun 2017 tentang Pemilihan Umum. Oleh karena itu,penelitian ini berusaha menjawab pokok permasalahan tentang bagaimanapembatasan hak politik mantan terpidana korupsi menjadi calon anggota legislatif dalam peraturan perundang-undangan di Indonesia. Metode penelitian yang digunakan dalam penelitian ini adalah penelitian yuridis normatif dengan metode analisis kualitatif-deskriptif. Hasil penelitian ini adalah pembatasan hak politik mantan terpidana korupsi menjadi calon anggota legislatif diatur dalam Undang-Undang Nomor 7 Tahun 2017 tentang Pemilihan Umum, Peraturan Komisi Pemilihan Umum Nomor 30 Tahun 2018 dan Peraturan Komisi Pemilihan Umum Nomor 31 Tahun 2018 yang mengatur bahwa mantan terpidana korupsi boleh menjadi calon anggota legislatif dengan syarat harus bersedia secara terbuka dan jujur mengemukakan kepada publik bahwa yang bersangkutan merupakan mantan terpidana korupsi. Penelitian ini merekomendasika kepada Komisi Pemilihan Umum dalam menetapkan peraturan supaya memperhatikan asas kesesuaian antara jenis, hierarki, dan materi muatan peraturan perundang-undangan lainnya.

Media dan Komodifikasi Dakwah
Abstrak: Islam pada dasarnya, bukanlah agama yang hanya tertuang dalam simbol tekstual dalam al-Quran dan Hadist semata. Islam sejatinya adalah agama yang tidak bisa menafikan gejala historis, sosial, budaya, politik, dan seterusnya. Dengan jumlah penganut yang tidak sedikit, serta tersebar diberbagai belahan dunia, termasuk Indonesia, Islam pun menjelma menjadi semacam ''gejala pasar''. Sebagai konsekuensi dari ''gejala pasar'', maka Islam pun mengalami proses komodifikasi. Dakwah sebagai bagian dari ajaran agama, juga tidak bisa mengelak dari komodifikasi, terutama semenjak lahirnya berbagai macam media informasi, termasuk media massa. Banyaknya program-program dakwah di media massa di satu sisi menambah transformasi nilai-nilai Islam, tapi di sisi lain terkadang merusak citra Islam, karena dakwah sebagai bagian suci dari ajaran agama, terkadang menjadi alat bagi media untuk meraih keuntungan dari keberadaan penduduk Indonesia yang mayoritas beragama Islam tadi. Tulisan ini berusaha untuk melacak jejak lahir komodifikasi, serta penggerogotannya pada ruang agama dan praktik dakwah, sampai pada akhirnya berusaha mencari titik temu antara komodifikasi dan dakwah.Kata Kunci:Dakwah Islam, Komodifikasi, Media Massa, Studi Pustaka Abstract: Islam basically is not a religion contained with textual symbols in the Koran and the Hadith only. Islam actually is a religion what cannot deny by historical, social, cultural, political, and so on. The number of adherents of Islam is never calculated as a small, because Islam is spreaded in various parts of the world, including Indonesia, Islam has become a kind of "market phenomenon". As a consequence of ''symptoms of market'', Islam also undergoes a commodification process. Da'wah as part of religious teachings also cannot avoid by commodification, especially since the birth of various information media, including mass media. The number of da'wah programs on the mass media is the one hand adds to the transformation of Islamic values, but on the other hand it sometimes damages the image of Islam, because da'wah as a sacred part of religious toughts. Which sometimes becomes a tool for the media to achieve the majority of Indonesia's population was a Muslim. PENGARUH IKLIM KOMUNIKASI ORGANSIASI TERHADAP PENYELENGGRAAN PEMERINTAHAN YANG BERSIH (STUDI DESKRIPTIF PADA DESA CIRUKEUM KECAMATAN GARAWANGI KABUPATEN KUNINGAN)
Desa merupakan pusat pembangunan di Indonesia hal ini ditandai dengan adanya dana yg besar dalam pembangunan desa. Guna mendapatkan manfaat dari dana desa untuk kesejahteraan masyarakat maka melaksanakan roda pemerintahan desa yang bersih adalah hal mutlak dilakukan. Di lapangan masih ditemukan berita dan informasi penyelewenagan dana desa. Dalam rangka menghentikan penyelewengan dana desa diperlukan kerjasama semua pihak dalam hal ini kepala desa dan perangkatnya. Kerjasama yang baik ditandai dengan adanya iklim komunikasi yang baik antara kepala desa dengan perangkatnya. Perumusan masalah dalam penelitian ini adalah bagaimana iklim komunikasi pada pemerintahan desa Cirukeum kecamatan Garawangi Kabupaten Kuningan. Bagaimana pengaruh iklim komunikasi terhadap penyelenggaraan pemerintahan yang bersih di desa Cirukeum Kecamatan Garawangi Kabupaten Kuningan. Hasil penelitian adalah bahwa iklim komunikasi dalam kegiatan di pemerintahan Desa Cirukeum menunjukkan iklim yang baik. Hal ini ditandai dengan rerata skor 4,24. Penyelenggaran pemerintah yang bersih pada Desa Cirukeum dinyatakan baik. Hal ini ditandai dengan skor rerata 4,33. Dengan adanya iklim komunikasi dalam kegiatan pemerintahan yang positif maka memiliki pengaruh terhadap penyelenggaraan pemerintahan yang bersih. Berdasarkan uji statistik yang mengukur pengaruh ikim komunikasi dan penyelenggraan pemerintahan yang bersih didapatkan hasil 0,554. Hal ini berarti bahwa iklim komunikasi memiliki pengaruh sebesar 55,4% terhadap penyelenggaraan pemerintahan yang bersih. The village is the center of development in Indonesia, this is marked by the existence of large funds in village development. In order to benefit from village funds for the welfare of the community, implementing a clean village government wheel is an absolute must. In the field, news and information of misappropriation of village funds were still found. In order to stop the misappropriation of village funds, the cooperation of all parties, in this case, the village head and its apparatus, is required. Good cooperation is marked by a good communication climate between the village head and his apparatus. The formulation of the problem in this study is how the communication climate in the village government of Cirukeum, Garawangi district, Kuningan Regency. How is the influence of communication climate on clean governance in Cirukeum village, Garawangi District, Kuningan Regency. The result of the research is that the climate of communication in the activities of the Cirukeum village government shows a good climate. This is indicated by the mean score of 4.24. Clean government administration in Cirukeum Village is declared good. This is indicated by a mean score of 4.33. With a positive climate of communication in government activities, it has an influence on clean governance. Based on the statistical test that measures the effect of communication climate and clean governance, the result is 0.554. This means that the communication climate has an influence of 55.4% on clean governance.

ABSTRACTThe ASEAN Economic Community (MEA) is one of the opportunities and challenges for Indonesia in facing this century of Asian economy. Indonesia has no choice to get involved in the globalization process and the increasingly competition in various fields. MEA will have an impact on the integration of the economic sector, even the education sector will also be affected by the possibility of foreign educational institutions which open classes of higher quality education in Indonesia. Business actors and academics are required to be able to formulate standards of professional competence in each sector. Efforts to improve the quality of human resources can be pursued by synergizing with the government. Improvement of the quality of human resources by improving teachers?? ability on soft skill in Islamic education is very important to compete in facing the MEA, which in turn can have result in quality education. ANALYSIS OF SMES CREDIT RESTRUCTURING POLICY IN ECONOMIC RECOVERY DURING THE COVID-19 PANDEMIC
Penelitian ini bertujuan untuk menganalisis seberapa maksimal proses kebijakan retrukturisasi Kredit UMKM dalam Pemulihan Ekonomi di Masa Pandemi Covid-19. Kondisi perekonomian global sedang mengalami goncangan hebat akibat mewabahnya Covid-19. Dampak dari pandemic ini sangat mempengaruhi segala aspek terutama pada kondisi Kesehatan dan perekonomian suatu negara, tidak terkecuali Indonesia. Secara keseluruhan, hampir semua sektor industry mengalami goncangan dan tidak terkecuali sektor UMKM. Maka dari itu dikeluarkanlah kebijakan retrukturisasi Kredit UMKM guna mendorong optimalisasi fungsi intermediasi pada perbankan dan menjaga stabilitas sistem keuangan serta mendukung pertumbuhan perekonomian. Program restrukturisasi kredit menjadi program dari OJK yang dapat diterapkan oleh perbankan kepada UMKM. Metode yang digunakan dalam penelitian ini adalah metode kualitatif dengan menggunakan studi empiris dari penelitian terdahulu serta peraturan-peraturan terkait dengan restrukturisasi kredit yang dikeluarkan oleh Otoritas Jasa Keuangan. Hasil penelitian ini menunjukkan bahwa implementasi kebijakan restrukturisai kredit bagi UMKM sudah berjalan dan digunakan oleh para pelaku UMKM. Kemudian berdasarkan implementasinya kebijakan ini merupakan kebijakan top-down dimana memerlukan banyak Lembaga untuk bekerja sama dan keputusan berasal dari Peraturan pemerintah baru di teruskan ke Lembaga-lembaga lain di bawahnya hingga informasinya sampai dan bisa dirasakan oleh para UMKM. This research aims to analyze the policy of restructuring SMEs Credit in Economic Recovery during the Covid-19 Pandemic. The global economy is experiencing severe shocks due to the outbreak of Covid-19. The impact of this pandemic greatly affects all aspects, especially on the health and economic condition of a country, not least Indonesia. Overall, almost all industry sectors are experiencing shocks and are no exception to the SMEs sector. Therefore, the policy of restructuring SMEs Credit was issued to encourage optimization of intermediation function in banking and maintain the financial system stability and support economic growth. Credit restructuring program becomes a program from OJK that can be applied by banks to SMEs. The method used in this research is a qualitative method using empirical studies from previous research as well as regulations related to credit restructuring issued by the Financial Services Authority. The results of this research show that the implementation of credit restructuring policy for SMEs is already running and used by SMEs. Then based on the difference in implementation of this policy is a top-down policy that requires many Institutions to cooperate and decisions derived from the new government regulations are forwarded to other institutions under it until the information reaches and can be felt by SMEs.

Penelitian ini merupakan penelitian deskriptif kualitatif, jenis penelitian studi kasus dengan menggunakan metode pengumpulan data observasi, wawancara dan studi dokumentasi. Tujuan penelitian ini untuk mengetahui Peran Dinas Perikanan dalam meningkatkan perekonomian masyarakat nelayan masa pandemi Covid 19 di pesisir pantai utara Kabupaten Lamongan. Berdasarkan hal tersebut maka peneliti tertarik untuk menganalisanya dengan menggunakan teori peran dari Biddle dan Thomas. Hasil Penelitian mengungkapkan bahwa peran Dinas Perikanan dalam meningkatkan perekonomian masyarakat dimasa pandemi Covid 19 th 2020 dijalankan dengan baik. Berbagai upaya dalam bentuk bantuan dan program-program guna meningkatkan perekonomian masyarakat nelayan telah dilaksanakan sebaik mungkin. Training and Assistance for Village-Owned Enterprises (Bumdes) Based on Local Potential in Babalanlor Village, Bojong District, Pekalongan Regency
BUMDes is a village-owned enterprises formed by the community to achieve independence and prosperity of the village. The purpose of BUMDes is as an instrument of social capital which is expected to be a prime over in bridging efforts to strengthen the rural economy. In order to create an independent and prosperous village, we require the involvement of other parties, including the involvement of the community, groups, practitioners, academics and government. IAIN Pekalongan, as one of the tertiary institutions which have done community services and has concern in the community welfare problem.Through an action research method completed with data collection techniques through participatory observation, interviews, documentation, and focus group discussions, an action plan is developed. The community service team of State Islamic Institute of Pekalongan together with the community has provided assistance in the process of making BUMDes based on local potential. Through the assistance program for making BUMDes in Babalanlor Village, the village has produced the outputs and the outcomes. First, BUMDes named Sukses Mulyo along with its statutes/bylaws. Second, the assisted community already has an awareness of the importance of BUMDes because with their presence, BUMDes is expected to be able to play a role in increasing Village's Original Income (PADes) resources, providing services to the needs of the community, increasing business opportunities and reducing unemployment in rural areas, increasing rural income, and reducing poverty.

Rancang Bangun Aplikasi Evaluasi Data Produksi pada Dinas Kelautan dan Perikanan Kabupaten Situbondo
Marine and Fisheries Agency Situbondo is a government agency tasked to assist the Regent in exercising its authority in the marine and fisheries sector in Situbondo. These agencies often experience delays in reporting quarterly production report by the staff of statistical fields and also experienced difficulties in the evaluation report the results of marine and fisheries production by the Head of Evaluation and Planning. That is because often lost file reports and they are still in the form of table data. From the analysis of the above problems, it is known that the delay in reporting by the staff of statistical results in the evaluation process field production reports, it takes the application to keep records of production data, production data reporting and evaluation report every field of production conducted each quarter. The results of trials that have been done, the application can perform recording production data, production data reporting, and can provide production reports every field by displaying the target results and the results of their achievements so that these applications can help stakeholders at the Department of Marine and Fisheries Situbondo.

Mut'ah Marriage Law in Perspective of Sayyid Husain Al-Thaba'thabaí and Their Relevance with Family Law in Indonesia
This study aims to examine Al-Thaba'thabaí 's thoughts on Mut'ah marriage and its relevance to family law in Indonesia. This research is a type of library research by descriptive-analytical approach. The primary data in this study are the Qur'an, Hadith, books by Al-Thaba'thabaí, the 1945 Constitution, Law Number 1 of 1974 concerning National Marriage Law, PP. Number 9 of 1975 as the implementing regulation of Law no. 1974, and INPRES No.1/1991 on the Compilation of Islamic Law (KHI). This study uses deductive thinking techniques and the data analysis uses maqashid sharia theory. The results show that Al-Thaba'thabaí 's thoughts on the permissibility of Mut'ah Marriages are not relevant to the purpose of marriage and the purpose of making legislation. As the purpose of making the law is the value of justice, usefulness, and legal certainty, besides the law is also made to create benefit in society. Al-Thaba'thabaí's thought regarding Mut'ah Marriage must be rejected because it violates the values of the legal objectives, namely justice, benefit, and legal certainty, and also harms the values of benefit. To provide firmness to prohibit the practice of mut'ah marriage in Indonesia, it is necessary to amend Article 2 of Law Number 1 of 1974 concerning Marriage to "a legal marriage is carried out following their respective religions and registered following the legislation. invitation".

Myanmar Government's Response to the Emergency Condition of Humanity and Health Crisis in the COVID-19 Pandemic
The humanitarian crisis in Myanmar is still ongoing today, especially humanitarian and health problems suffered by ethnic Rohingya. Myanmar government's lack of response in resolving this humanitarian crisis is already a concern to the whole world. The lack of existing health facilities for ethnic Rohingya especially during the COVID-19 pandemic, which has the potential to cause new health problems, is a complex issue that must be responded to with appropriate policies by the Government of Myanmar. Resolving inter-ethnic conflicts together with overcoming the COVID-19 pandemic is a major task of the Government of Myanmar. Equitable the disbursement of aid funds from the Myanmar government and public awareness to maintain health protocols are crucial to dealing with the conflict amid the COVID-19 pandemic. This study aims to see how the Myanmar government responds to the humanitarian and health crisis emergency in the COVID-19 pandemic. This research uses a qualitative method of case study with analytical descriptive. This research uses a conflict resolution management approach that must be completed by the Government of Myanmar.

The purpose of this study was to analyze the reasons why female civil servants were prohibited from becoming second, third and fourth wives based on Government Regulation Number 45 of 1990; and to analyze based on Islamic family law against the prohibition of female civil servants to become second, third and fourth wives based on Government Regulation Number 45 of 1990. Pemberdayaan Potensi Masyarakat Melalui Pengembangan Perdagangan, Pendidikan, Sosial, dan Lingkungan Desa Gedangan Kecamatan Grogol Kabupaten Sukoharjo
Gedangan is a village located in Grogol District, Sukoharjo Regency, Central Java. In 2021, Gedangan Village will become one of the partners of the Sebelas Maret University Student Community Services Program (KKN). In this village, KKN activities were carried out using a hybrid system due to the pandemic. KKN is carried out through online and offline activities with the theme of empowering community potential through counselling in the fields of animal husbandry, education, social and creative industries. The work programs that have been implemented are "Literacy Lanterns", Catfish Cultivation in Buckets, composter making, educational posters, PHBS counselling, Reading Houses, and murals to attract the public. The implementation strategy includes socialization, teaching, and various trainings. With this KKN team work program, the people of Gedangan Village are able to optimize the local potential of the village, especially in the fields of Education, Social, and Creative Industries. This activity is supported by the village government and local communities from various backgrounds. This activity is useful for developing Gedangan Village in managing village potential and can help the community be more interested in developing Gedangan in the future.
