BACKGROUND: The Authors have laid out an analysis of Italian COVID-19 confirmed data and fatality rates, pointing out how a dearth of health care resources in northern regions has resulted in hard, ethically challenging decisions in terms of granting patient access to intensive care units (ICU). Background and objectives: To explore the ethical and legal complexities arising from the controversial issue of surrogacy, particularly in terms of how they affect fundamental rights of children and parents. Surrogacy is a form of medically-assisted procreation (MAP) in which a woman "lends" her uterus to carry out a pregnancy on behalf of a third party. There are pathological conditions, such as uterine agenesis or hysterectomy outcomes, that may prevent prospective mothers from becoming pregnant or carry a pregnancy to term; such patients may consider finding a surrogate mother. Many issues relating to surrogacy remain unresolved, with significant disagreements and controversy within the scientific community and public opinion. There are several factors called into play and multiple parties and stakeholders whose objectives and interests need to somehow be reconciled. First and foremost, the authors contend, it is essential to prioritize and uphold the rights of children born through surrogacy and heterologous MAP. Over the past few decades, giant strides have been made in the field of vaccinations, the range of vaccines available has been broadened, with a higher degree of safety and effectiveness. Paradoxically, distrust towards childhood immunization has also increased in the public opinion, a significant share of which sees not so much its advantages as the possibility of potentially serious side-effects. Vaccinations pose an issue as to the reconciliation of interests pertaining, on the one hand, to the safeguard of health, spelled out in art.13 of the Italian Constitution, and to the freedom of personal choice, protected in art.13, on the other. Therefore, the question to which the authors of this paper have sought to answer reads as follows: should immunization, and childhood immunization in particular, be deemed mandatory treatment, or is it best left up to the parents to choose? The legislation on the subject appears outdated and untimely, and the dichotomy between "mandatory vaccination" and "recommended vaccination" only adds to the sense of confusion in the public opinion. It appears necessary to improve the quality of vaccination counseling practices in childcare, but such activities need to take place within the framework of a broader strategy, centered on the fostering of a culture of prevention, backed by scientific research to the fullest extent possible. A spirited debate centered around the use of this certificate is still ongoing among scholars, many of whom have pointed out the uncertainties relative to COVID-19 immunity, privacy issues and the risk of discriminatory effects. At the end of the 90s in Europe, the new psychoactive substances (NPS) phenomenon was limited to a small number of molecules traded as "legal" replacements for controlled drugs. NPS were mostly circulating in rave parties and electronic music festivals. The globalization, the evolution of e-commerce and the growing popularity of NPS, facilitated the development of a wide illegal market in constant expansion. The dynamic nature of this phenomenon has led to an evolution in the prevention and monitoring of NPS trafficking within the European Union. The European legislative system has been amended with the aim of creating a faster and more effective regulatory system to tackle NPS diffusion and ban their sale and circulation. At the end of 2008, in compliance with the European Council Decision 2005/387/JHA, the Anti-Drug Policies Department of the Presidency of the Council of Ministers activated the National Early Warning System to promote a rapid exchange of information on NPS between Italy and the EU.
