Thesis (Ph.D. (Development Administration))--National Institute of Development Administration, 2019 ; The Maldives is a nation in the Indian Ocean that includes approximately 1200 coral islands in 21 clusters known as atolls. For administrative purposes, these atolls are grouped into seven provinces located geographically in the Central, Northern, and Southern areas. These island communities operate as groups, which explains to some extent the unequal allocation of resources among the rural communities and Central city, as many studies have supported. Therefore, to understand the unequal distribution of wealth in rural communities, it is very important to determine the factors associated with the provision of public funding as a whole. This study's goal was to use multi-dimensional variables to estimate the factors that determine the provision of public funding, and economic, political, and social capital factors were combined to determine their relation to the Maldives' total expenditures. More interestingly, after 2010, many rural areas have made huge improvements in their education level, healthcare services, and infrastructure development. The constitutional reform in 2008 that mandates multi-party democratic elections are suspected to be the root cause of these improvements. Ideally, citizen participation and engagement are intended to foster any state's development. The Maldives government always has been criticized for its process of electing government officials, specifically influences on the part of candidates and other stakeholders, either by mutual benefits or malfeasance. However, it is clear that there is an expectation on both sides' part. This basically indicates that public spending will be higher when it caters to the public's demands. The literature on public policy is growing as academics and social scientists have studied how public distribution policy or a mixture of policies has been influenced by multi-dimensional factors; that is, how the provision of state expenditures is determined. This article provides a model formation of commonly used multi-dimensional variables by using a structural equation model (SEM) to demonstrate the relationship between policy determinants and major state expenditures for education, health and infrastructure. A sample set of communities from 187 islands in the Maldives that are grouped into three provinces were used in this study. As a beginning argument, the theoretical justification of socio-economics, political factors and social capital factors was determined. Moreover, a model was created and confirmed as fitting into a local context and applicable for estimating the relationship in a clear and valid approach.

AbstractAmazigh literature has undergone a veritable historic shift from oral to written form, following the constitutional and institutional recognition of this indigenous language in Morocco and Algeria. We intend to seize this historic moment by focusing on a titrological analysis which, in our view, would be able to highlight the pragmatic side of a stammering literature that would like to proclaim its rebirth and speak to the world. The titular discourse of these novels, still in an experimental phase, informs us about the semiospheres that nourish and irrigate this writing that defossilizes a buried memory, repressed and threatened by the inexorable desymbolization process that traditional cultures are undergoing. This body of work could never be reduced to a simple scription of a narrative folklore that provides it with its cultural semantics; it is driven by the desire to integrate the international literary heritage by dialoguing with it and drawing inspiration from it.
