Long-Term Strategy for Sustainable Development of Agriculture in Poland ; Kwestia długookresowej strategii zrównoważonego rozwoju rolnictwa w Polsce
The aim of the article is to outline the approach to developing a long-term strategy for sustainable development of agriculture in Poland. The author pre- sents the issues to be considered when pursuing such a strategy. It is limited to three issues: justification for agricultural transformation towards sustainability, approach to strategy pursuing and strategy outline. The analysis was made on the basis of literature and the author's own reflections. It was found that the transformation of agriculture towards sustainability re- quires developing an appropriate long-term strategy, which in particular would create a framework for ongoing programs and policy interventions. When imple- menting the strategy – generational change – some objectives result directly from EU policy – in particular achieving climate neutrality and preventing biodiversity decline. Moreover, the objectives which cannot be ignored include soil fertility and food security. There is a need to develop scenarios for achieving these objec- tives with regard to the welfare and aspirations of the new generation, taking into account progress (innovation) and new demographic, climate, environmental, social, and cultural conditions at the national and international level ; Celem artykułu jest zarysowanie podejścia do opracowania długookresowej strategii zrównoważonego rozwoju rolnictwa w Polsce. Przedstawiono zagadnienia, jakie trzeba rozważyć, budując taką strategię. Ograniczono się do trzech zagadnień: uzasadnienia transformacji rolnictwa ku zrównoważeniu, podejścia do budowy strategii oraz szkicu strategii. Analizy dokonano na podstawie literatury przedmiotu i własnych przemyśleń autora. Stwierdzono, że transformacja rolnictwa ku zrównoważeniu wymaga wypracowania stosownej strategii długookresowej, która w szczególności tworzyłaby ramy dla bieżących programów i interwencji polityki. W okresie realizacji strategii – zmiany pokoleniowej – niektóre cele wynikają wprost z polityki UE – w szczególności dotyczące osiągnięcia neutralności klimatycznej i powstrzymania redukcji bioróżnorodności. Również nie do pominięcia są cele dotyczące żyzności gleb i bezpieczeństwa żywnościowego. Zachodzi potrzeba opracowania scenariuszy dochodzenia do tych celów z odniesieniem do dobrostanu i aspiracji przychodzącego na świat pokolenia – uwzględniając przy tym czynnik postępu (innowacje) oraz nowe uwarunkowania demograficzne, klimatyczne

The perspectives of family farms in Poland ; Perspektywy gospodarstw rodzinnych w Polsce
Poland's accession to the European Union resulted in acceleration of the transformation of agriculture which followed the path of agriculture development of economically developed countries. This transformation consists in a decrease in the number of farms, a drop in the share of agriculture in the social farm structure, but also a growth in the potential and production, land productivity, in particular farm labour productivity, while maintaining huge differentiation between farms. Analysis of the farm structure survey data carried out by the Statistics Poland between 2005 and 2016 points to speeding up the transformation of agriculture in Poland in the indicated direction. The analysis also enables to prepare a scenario of changes on family farms in the period up to 2030. When the scenario deviates from the desired direction – also under the influence of new circumstances – it is possible to take up policy actions to correct the scenario to some extent. The essence of these changes comes down not to the EU Common Agricultural Policy, but rather to national policies and also goes beyond the traditional scope of agricultural policy. ; Akcesja Polski do Unii Europejskiej zaowocowała przyspieszeniem transformacji rolnictwa według drogi, którą przechodziło rolnictwo krajów ekonomicznie wyżej rozwiniętych. Transformacja ta polega na spadku liczby gospodarstw rolnych, spadku udziału rolnictwa w strukturze gospodarstwa społecznego, natomiast wzroście potencjału i produkcji oraz wydajności ziemi, a zwłaszcza wydajności pracy w gospodarstwach rolnych przy utrzymywaniu się ogromnego zróżnicowania pomiędzy nimi. Analiza danych z ankiet struktury rolnej przeprowadzonych przez GUS w latach 2005 i 2016 wskazuje na przyspieszenie transformacji rolnictwa w Polsce po tej drodze. Analiza umożliwiła również opracowanie scenariusza zmian w gospodarstwach rodzinnych w okresie do 2030 roku. Gdy scenariusz odbiega od stanu pożądanego – także pod wpływem nowych okoliczności – możliwe są działania polityczne, które w pewnym zakresie mogą go skorygować. Dotyczy to nie tyle wspólnej polityki rolnej UE, co raczej polityki krajowej i to także wybiegającej poza tradycyjny zakres polityki rolnej.

Quality of life in the countryside after Poland's accession to the European Union
The purpose of the study is to assess changes in the quality of life of the rural population in the period after Polish accession to the European Union (years 2006–2016). The study was conducted on the basis of the results of the European Survey on Income and Living Conditions (EU-SILC) and household budgets survey by CSO. The assessment of the quality of life of the rural population was based on indicators characterizing the objective living conditions (income, expenses, infrastructure, environment, housing and furnishings) and on a subjective assessment. In the assessment of the quality of life, the environmental and climate advantages of rural areas were not taken into account. Basic indicators relate to individuals or households. Quality of life in rural areas is worse than in the cities, which is primarily due to the lower income of rural residents. Also, the level of expenditure is lower, mainly with respect to higher needs. The equipment of households with basic technical installations and durable goods, especially modern, is also worse in rural areas than in urban areas. The rural population subjectively evaluates their quality of life as worse than the urban population and they also believe that the ability to satisfy their needs is worse than in the cities. ; Celem opracowania jest ocena zmian jakości życia ludności zamieszkałej na wsi w okresie po akcesji Polski do Unii Europejskiej (lata 2006–2016). Badanie zostało przeprowadzone na podstawie wyników europejskiego badania dochodów i warunków życia (EU-SILC) oraz budżetów gospodarstw domowych GUS. Ocenę jakości życia ludności wiejskiej dokonano w oparciu o wskaźniki charakteryzujące obiektywne warunki bytowania (dochody, wydatki, infrastruktura, warunki mieszkaniowe i wyposażenie mieszkań) oraz ocenę subiektywną. W ocenie jakości życia nie były uwzględniane środowiskowe i klimatyczne walory obszarów wiejskich. Podstawowe wskaźniki odnoszą się do osób lub gospodarstw domowych. Jakość życia na obszarach wiejskich jest gorsza niż w miastach, co wynika przede wszystkim z niższych dochodów mieszkańców wsi. Także niższy jest poziom wydatków, głównie na potrzeby wyższego rzędu. Na wsi gorsze jest wyposażenie gospodarstw domowych w podstawowe instalacje techniczne oraz dobra trwałego użytkowania, zwłaszcza nowoczesne. Mieszkańcy wsi oceniają subiektywnie jakość swojego życia gorzej niż ludność miejska; jako gorszą oceniają też możliwość realizacji potrzeb.

The holism principle in agriculture sustainable development
The idea of sustainable development, extended at the end of 20th century, takes the form of a strategic concept in the field of socio-economic development in many countries and their regional groupings. It is also being promoted by international organizations, considering the United Nations and NGOs. The concept usually involves three aspects, namely environmental, economic and social, in formulating corresponding goals and ways of achieving them. The implementation of this concept is a huge challenge due to the nature of market mechanism. This concept also applies to agriculture, which is a complex system. Sustainable agriculture should be considered at the different levels of vertical order - in particular at the level of agricultural holdings (microeconomic level), state (macroeconomic level) and global (planetary level). The order determines the hierarchy of objectives for agriculture sustainable development and measures to achieve them. Economic objectives are the most important in the case of farms, while social goals should dominate at the state level. At the global level, environmental objectives are particularly significant, because of biosphere natural limits. Defining socially rational solutions require holistic approach to agriculture sustainable development. This applies both horizontal analysis (different aspects, different purposes, different activities), as well as vertical considerations (taking into account microeconomic, macroeconomic and planetary level). The aim of paper is to present the significance of the holistic approach in the implementation of sustainable development principles at different agriculture levels - farm, sector, global.

Measuring the level of agriculture sustainability is very complex. Different proposals are presented and discussed, and still, there is no generally accepted measures of the sustainability of agriculture. This problem also concerns economic sustainability of agriculture. Sustainability of agricultural holdings determines the sustainability of agriculture, although these notions are not identical. The purpose of the article is to present proposals for measuring the economic sustainability of agricultural holdings on the basis of Agricultural Census 2010 data. This article sets the following indicators of the economic sustainability: land productivity, labour profitability, farms market activity and sources of households' income and maintenance. The analysis concerns individual agricultural holdings with at least 1 ha of agricultural land and it is also carried out in four area groups.
