Politikansätze der Dezentralisierung sind in der aktuellen entwicklungspolitischen Debatte sehr populär und mit hohen Erwartungen an verbesserte Verwaltungseffizienz, bedarfsgerechtere Ressourcenallokation und verstärkte Partizipation verbunden. Mitte der 1990er Jahre wurde in dem bis dato stark zentralistischen Land Bolivien eine sehr weitgehende Dezentralisierungsreform eingeleitet mit dem Ziel, eine vollständig neue lokale Verwaltungsebene zu schaffen. Den Institutionen der dabei entstandenen 314 Gemeinden wurden Finanzressourcen und Kompetenzen für die Erfüllung öffentlicher Aufgaben übertragen. Im Rahmen der Gemeindeentwicklungsplanung und Budgetierung wurde zivilgesellschaftlichen Organisationen das Recht zur Mitbestimmung eingeräumt. Die verschiedenen Reformelemente und ihre Implementierung sowie daraus resultierende Effekte auf lokaler Ebene werden im Rahmen einer qualitativen Untersuchung in drei ländlichen Gemeinden im Südosten Boliviens analysiert und bewertet. Darüber hinaus werden Problembereiche identifiziert und daran orientiert Handlungsempfehlungen gegeben. Online im Universitätsverlag der TU Berlin erschienen
