AbstractThis paper examines youth offenders' responses to changing sanctions, using evidence from the Canadian Youth Criminal Justice Act (YCJA), which replaced the Young Offenders Act on April 1, 2003. Using police reported and court based official statistics and the difference‐in‐difference strategy, it is found that Canadian youth offenders were less likely to be charged by police and less likely to receive a custodial sentence following the YCJA. These changes were relatively large for less serious crime and small or insignificant for more serious crime. In response to these changes in the certainty of sanctions, less serious youth crime increased while the direction of change for more serious youth crime was less clear. Empirical analysis on youth self‐reported crime corroborates the findings on youth crime reported to police, particularly for boys.

This paper uses longitudinal microdata from the Statistics Canada National Longitudinal Survey of Children and Youth (NLSCY) to study the family income dynamics of Canadian children from the time they are 4 or 5 until they are 14 or 15. Dynamics of family income have been studied less often than dynamics of child poverty. Yet we argue that from the perspective of equity, it is important to know the extent to which some children are always affluent while other children are always poor. Also, since our social safety net is designed to shelter Canadians, including children, from both economic hardship and economic loss, it is also important, from the perspective of policy, to assess risk factors for persistent low income as well as correlates of major economic loss.

To realize sustainable urban development that minimizes environmental impacts, the relationship between urban development intensity and eco-environmental stresses should be clearly revealed. This paper focused on the Bohai Rim coastal area, where cities have experienced significant development in the last decade. An index system was developed to quantify the comprehensive urban development intensity (CDI) and comprehensive eco-environment stresses (CES). Remote sensing imagery and statistical data were used to provide indices for CDI and CES. Spatiotemporal analysis was carried out on the correlation between the two indices. The coupling between the CDI and CES was then investigated to explore the urban development characteristics of each city in the study area, its development level, and the trend of urban development. Results showed that human activities surrounding urban development were partly dependent on the use of ecological resources to a certain degree, and that the degree of dependence increased with year. To promote a sustainable level of urban development, the government should focus on not only the high development intensity, but also the high quality of the eco-environment. Dalian was a good model of how to achieve a balance between the two.
