Environmental regulation and technological innovation play important strategic roles in green growth, and the three systems interact and influence each other. Herein, we used a comprehensive development level evaluation model for calculating the environmental regulation and technological innovation indices for 17 cities in Shandong Province. We used the slack-based measure-data envelopment analysis (SBM-DEA) model to measure green development efficiency. The coupling coordination degree model was used to determine the coordination of environmental regulation, technological innovation, and green development; we divided the cities into three systems: green economy lagging, environmental regulation lagging, and technological innovation lagging. We used grey correlation analysis to explore the factors affecting system development. Eastern coastal cities were better developed in the three systems and the degree of coupling and coordination, like Qingdao and Weihai, and the observed level of technological innovation development, a critical factor in the coordinated development of cities, was lowest in Shandong Province. The grey correlation analysis illustrated that the level of economic development and the level of foreign economic development impacts cities labeled green economy lagging; the impact of pollutant emissions is greater than pollution control expenditure in environmental regulation lagging cities; and the government's attention and the cultivation and attraction of talent are foundational for technological innovation in lagging cities. Considering these factors, we make recommendations for the optimal development of cities and coordinated development of regions.

The content of Russian literature is rich and diverse: the writings of diff erent historical epochs carry diff erent meanings and imprints. In the course of the development of the literary tradition of China, appeals to the literary heritage of Russia were oft en made. Russian literature acceptance process in China was extremely long, during which not only the content, but also the spirit of Russian culture was perceived, which infl uenced the formation of the image of Chinese literature. In this paper, an att empt is made to study the nature and features of the infl uence of Russian literature on the work of Chinese writers of the 20th century.

Abstract
NGOs are faced with the dilemma of action logic in participating in poverty alleviation at the grass-roots level: if they do not embed into local areas, they cannot carry out activities; if they embed too deeply, they will be molded in reverse and cannot realize successful exits. So what action logic will NGOs take in the process of poverty alleviation? Through field observation of H organization which participated in the poverty alleviation project of a pig farm in J village, this paper puts forward the action logic of "soft embeddedness" (SE) on the basis of the theory of "embeddedness" and "soft governance." SE mainly includes three aspects: the soft relationship embeddedness of culture and custom, the soft resources embeddedness of negotiation by many parties and the soft structure embeddedness of rural regulations and folk conventions. Compared with that of "hard embeddedness" (HE) which emphasizes institutionalism and inculcation, the action logic of SE has its own characteristics. It includes the flexibility of interaction, the strategy of participation and the limited responsibility boundary. The SE action logic helps maintain the autonomy of NGOs, promote the accumulation of village social capital and realize the sustainable development of poverty alleviation projects. At the same time, this paper theoretically complements and extends the interaction between the states and the society as well as the action logic of NGOs in China.

What leads to more age-friendly cities: professional management, passive gender representation in management, or active public engagement? In a survey of 1,378 local governments, age-friendly features were measured in the community comprehensive plan, zoning codes, and economic development plan. Gender representation does not distinguish level of age-friendly planning, but public engagement promotes age-friendly practices in all three areas: comprehensive plans, zoning, and economic development plans. Structural equation models find professionalism and public engagement matter more than gender representation in management, as they promote active representation, which leads to more age-friendly practices.

This work used event study to examine the impact of three policies (shutdowns, reopening, and mask mandates) on changes in the daily COVID-19 infection growth rate at the state level in the US (February through August 2020). The results show the importance of early intervention: shutdowns and mask mandates reduced the COVID-19 infection growth rate immediately after being imposed statewide. Over the longer term, mask mandates had a larger effect on flattening the curve than shutdowns. The increase in the daily infection growth rate pushed state governments to shut down, but reopening led to significant increases in new cases 21 days afterward. The results suggest a dynamic social distancing approach: a shutdown for a short period followed by reopening, combined with universal mask wearing. We also found that the COVID-19 growth rate increased in states with higher percentages of essential workers (during reopening) and higher percentages of minorities (during the mask mandate period). Health insurance access for low-income workers (via Medicaid expansion) helped to reduce COVID-19 cases in the reopening model. The implications for public health show the importance of access to health insurance and mask mandates to protect low-income essential workers, but minority groups still face a higher risk of infection during the pandemic.

AbstractIt has been a century since Wittgenstein was introduced into China, and his philosophy has been in conflict with traditional Chinese philosophy and culture ever since. During this time, Wittgenstein's philosophy has been the focus of considerable dialogue regarding Chinese and Western philosophies and has been responsible for introducing many new ideas into Chinese philosophy. There are three ways to study Wittgenstein's philosophy in China: contextual reading, interpretation of thoughts and extended understanding. Chen Jiaying is one of the foremost scholars of the study of Wittgenstein in China. This scholar incorporates Wittgenstein's methodology, especially in his later philosophy, to explain meanings of ordinary language. Wittgenstein's philosophy introduces anti-essentialism into Chinese studies, a new way to interpret the philosophy of language, and his criticism of traditional Western philosophy. Taken together, these factors emphasise the significance of Wittgenstein's philosophy to philosophical research in China.
