Existing research has extensively explored various approaches to enhancing the governance of community-managed commons; however, limited studies have discussed whether it is effective to partition commons and devolve them from communal to smaller, sub-communal groups. We examine this question based on the evidence from two common-property timber production communities that devolved their forests from the administrative village to villagers' groups in Fujian, China. Using the comparative case study method, we explore the mechanisms by which this organizational restructuring affected democratic governance, revenue allocation and economic efficiency of timber production. We find that by decreasing the size of forest management units, the restructuring increases the participation of ordinary villagers in community forestry and enhances the equity of revenue allocation. However, physically partitioning forests may undermine scale economies, and the small, sub-communal forest management groups tend to have weak financial and managerial capacities. Thus, partitioning forests into villagers' groups threatens the long-run efficiency of commercial timber production. This research not only presents an innovative toolkit of enhancing community forest management but also sheds light on the optimal organizational structure of community forest management under different organizational goals and contexts.
AbstractThis paper investigates the impact of economic policy uncertainty (EPU) on the dividend policy of listed companies, alongside its underlying mechanisms. Based on a panel data compilation from 4421 Chinese listed companies spanning 2007 to 2021, the research demonstrates that EPU significantly increases the cash dividends of listed companies. Our findings resolve endogeneity issues and are robust to different variable definitions. The influence is more significant among smaller, non-state-owned companies, as well as those with lower equity concentration and lower financial constraints. We further find that EPU heightens investors' demand for dividends, increases agency costs, and reduces business growth opportunities to improve companies' dividend distribution tendency. Moreover, we find that increasing dividend payout when EPU increases is aligned with shareholders' wealth maximization objective.

In the United States, sexuality and sexual relationships were foundational concepts for understanding women's prisons that generally receded from carceral research as the nation's incarceration rates climbed. This study reevaluates classic themes of sexuality and women's prison informal organization using social network and health data collected in two Pennsylvania women's prison units (n = 118). Sampled women perceived a high prevalence of prison-based sexual relationships and overwhelmingly endorsed the rights of sexual minorities. Additionally, network analyses found that sexual minority women had similar friendships, social status, and self-reported health as their heterosexual peers across both units, suggesting an absence of sexual stigmatization or group segregation processes. However, older, longer-term incarcerated women were more likely than their peers to hold unfavorable views toward prison sex. This was particularly evident in a "good behavior" unit holding many older, long-term residents where overt sexual behaviors could jeopardize the unit's stability and privileges.
This study investigates how competency-based education and assessment prepare social work students to become competent professionals, with a quantitative examination of Chinese students' (n=332) core competencies. Factor analysis suggests that core competencies can be grouped into conceptual and professional dimensions. The regression results demonstrate that curriculum content satisfaction, preference for the social work major, field experience, and knowledge of career outlook are positively related to students' conceptual, professional, and comprehensive competencies. Gender and willingness for further study also relate positively to both conceptual and comprehensive competencies, and grade is positively associated with professional competency. These findings carry important implications for the competency-based approach to social work education in China.
