Innovation ist in China zu einem Modewort geworden. Die chinesische Regierung ist bestrebt, das Land von einem reinen Produktionsstandort zu einem der führenden Innovationsstandorte zu entwickeln. Dabei sind bereits beachtliche Erfolge erzielt worden. China hat seine Aktivitäten in Forschung und Entwicklung (FuE) seit Mitte der 90er Jahre sehr stark ausgeweitet. Nach absoluten Zahlen rangiert das Land inzwischen bezüglich der FuE-Aufwendungen und des FuE-Personals in der Spitzengruppe der FuE-Nationen. Ausgeprägte Defizite weist China jedoch immer noch bei der Grundlagenforschung sowie bei Erfindungen und grundlegenden technologischen Neuerungen auf.

R&D rivalry and optimal R&D policies are investigated in an asymmetric four-stage game that involves international licensing. It is found that a government's R&D policy crucially depends on its domestic firm's bargaining power over the licensing gain. When the firm's bargaining power is greater than one half, the government subsidizes its home firm's R&D investment, while imposes a tax if the firm's bargaining power is less than one half. Additionally, this result does not depend on the status of the firm (the licensor or the licensee). Finally, the effects of two different licensing contracts (fixedfee v.s. royalty per unit) on governments' optimal R&D policies are investigated. ; Der Beitrag beschäftigt sich mit Innovationswettbewerb und der Rolle von nationaler Politik im Falle von internationalen Lizenzierungspraktiken. In einem mehrstufigen Spiel werden die Anreizmechanismen untersucht. Es stellt sich heraus, daß die Verhandlungsstärke der nationalen Unternehmen im Lizenzierungsmarkt eine wichtige Rolle spielen. So erfolgt aus nationaler Sicht eine Subvention (Besteuerung) von F&EInvestitionen immer dann, wenn die Verhandlungsmacht groß (klein) ist. Darüber hinaus untersucht der Beitrag die Konsequenzen unterschiedlicher Lizenzierungspraktiken auf die optimale nationale F&E-Politik.

Firms in socialist and transitional economies are often obliged to provide a social good in addition to a private good, which makes it difficult for a government to commit not to bail out the firm once it is in financial trouble. This creates a soft budget constraint syndrome which causes the firm to underinvest ex ante in order to extract state subsidy and thereby reduces dynamic efficiency. In this paper, we show that separating the provision of social goods from private goods can harden budget constraints, while introducing competition into the private market may not.

Ob soziale Aufgaben von privaten Unternehmen oder von staatlichen Einrichtungen finanziert werden sollten, ist Gegenstand dieses Beitrags. Es wird gezeigt, daß die Verquickung von privatwirtschaftlichem Interesse mit öffentlichen Aufgaben durch gehörige Anreizprobleme gekennzeichnet ist. So entsteht etwa ein erhöhter Druck auf die Politik die Unternehmen zu subventionieren, wenn diese in finanzielle Schwierigkeiten geraten. Aufgrund dieser glaubwürdigen Absicherung seitens des Staates schwindet der Anreiz wettbewerbsfähige Strukturen in den Unternehmen umzusetzen, was in der Literatur unter dem Stichwort "soft budget constraint" diskutiert wird. In der vorliegenden Untersuchung wird gezeigt, daß eine saubere Trennungen von sozialen und privaten Aufgaben für eine Entstehung von wettbewerbsfähigen Strukturen notwendig ist. Die bloße Einführung von mehr Wettbewerbsdruck, ohne strukturelle Separierung, führt zu keinen marktwirtschaftlich sinnvollen Lösungen.

Empirical work on price-cost margins often treats costs as exogenous. Allowing for endogenous costs when estimating price-cost margins is the topic of this paper. Methodologically, the endogenous cost model we propose leads to an additional equation that allows for the simultaneity in price setting in the product and the input market (labor in our case). In other words, the usual two-equation set-up (demand and first-order condition in the product market) is generalized to include a third equation, which endogenizes costs. We implement the model using data for eight European airlines from 1976-1994, and show that the treatment of endogenous costs has important implications for the measurement of price-cost margins and the assessment of market power.

"In diesem Beitrag wird die asymptotische (In-)Effizienz von Stackelberg-Märkten mit unvollständiger Information untersucht. Unternehmen, die frühzeitig auf den Markt kommen, bestimmen ihre Ausbringungsmengen unter unvollständiger Information. Aus diesem Grunde entsprechen ihre Mengenentscheidungen im allgemeinen nicht den optimalen Ausbringungsmengen unter vollständiger Information. Auszahlungswirksame Externalitäten und Informationsexternalitäten bewirken, daß die Mengenentscheidungen der frühzeitig auf den Markt treffenden Unternehmen zu pfadabhängigen Mengenentscheidungen nachfolgender Unternehmen führen. Im Ergebnis ist dann die gesamte Ausbringungsmenge aller Unternehmen verschieden von dem Konkurrenzgleichgewicht - selbst dann, wenn die Anzahl der Unternehmen gegen unendlich strebt. Demzufolge sind Stackelberg-Märkte mit unvollständiger Information asymptotisch ineffizient mit der Wahrscheinlichkeit eins." (Autorenreferat)

"In diesem Beitrag wird ein strukturiertes Modell spezifiziert und geschätzt, das den Zusammenhang zwischen Produktmarkt-Wettbewerb und Gewerkschaftsmacht abbildet. Das Modell ist zweistufig. In der ersten Stufe werden im Rahmen von Verhandlungen zwischen Management und Gewerkschaften die Löhne bestimmt, und auf der zweiten Stufe folgt ein Preissetzungsspiel. Anhand von Daten zu acht europäischen Fluggesellschaften für die Zeit von 1976 bis 1994 läßt sich empirisch ein Zusammenhang zwischen Preis-Kostenspanne und der Messung der Marktmacht in einem Modell des 'rent sharing' feststellen. Dabei wird deutlich, daß sich Wohlfahrtseffekte des 'rent sharing' hauptsächlich durch eine Verringerung der Unternehmensgewinne ergeben und nicht so sehr aus der Konsumentenrente. Daraus folgt, daß der statische Einfluß der Gewerkschaften stärker auf Gleichheit als auf mehr Effizienz abzielt." (Autorenreferat)
