With the implement of economic reform and opening-up policy over 30 years, the utilization of foreign direct investment (FDI) in Xinjiang has been developing fast. FDI increased obviously in scale with great achievements of outstanding effects, however, there are still some problems in the utilization of FDI in Xinjiang. The paper summarizes the basic situation about using FDI in Xinjiang and proposes strategies and suggestions to optimize using FDI, extend the source of FDI, improve the scale and quality of foreign investment with perfect supporting system of Xinjiang government.
Top universities in the United States have several hundred years of history and have accumulated rich experience in raising school funds. This article first briefly introduces the funding resources available for these universities, followed by comparison of the funding for both public and private universities in the United States from five aspects: government funding, research grants, tuitions, donations, and other resources. Finally, based on the successful practices and experiences of American universities on funding, several suggestions are made to improve the funding mechanism of China 's first-class universities, providing references for the construction of "double first-class" universities in China. Adequate funding is a must for building a world-class university. We need to establish and improve the funding mechanisms and apply business measures to school-running to ensure the sustainable and healthy development of the university in competition. AbstractKnowledge gradient is a design principle for developing Bayesian sequential sampling policies to solve optimization problems. In this paper, we consider the ranking and selection problem in the presence of covariates, where the best alternative is not universal but depends on the covariates. In this context, we prove that under minimal assumptions, the sampling policy based on knowledge gradient is consistent, in the sense that following the policy the best alternative as a function of the covariates will be identified almost surely as the number of samples grows. We also propose a stochastic gradient ascent algorithm for computing the sampling policy and demonstrate its performance via numerical experiments.
