Introduction. Human resources potential is one of the most important tools for achieving the objectives included in the key programme documents for the development of science and technology in the Russian Federation and the main element in the research and development resources of the state. Human resources potential is fundamentally made up of researchers employed in science and technology, including young researchers. Even though in recent years the government of Russia has been paying a lot of attention to developing mechanisms to attract and support young researchers in the sciences, we are still seeing a decline in their number, including in the number of researchers aged 39 or younger. The article presents the findings of tools for monitoring the financial support available to young researchers, recipients of scholarships and grants from the president of Russia, as well as grants provided by key research foundations. Monitoring Tools. The main monitoring tool is formal logic methods such as classification, analysis, synthesis, deduction, and induction. The monitoring was conducted using the materials published on the official websites of research foundations, the annual reports of said foundations, as well as other information in the public domain. The monitoring covered 42 foundations and 8 federal regulatory acts. The subject of the study was the financial tools for supporting young researchers, specifically the grants and scholarships of the president of the Russian Federation and major research foundations such as the Russian Research Foundation, the Russian Foundation for Basic Research, the Foundation for Assistance to Small Innovative Enterprises, and the Skolkovo Foundation, as well as state-funded programmes aimed at supporting young researchers; the findings of the monitoring are summed up in consolidated tables. At present, owing to the development of knowledge and innovation economy, the popularization of science and the results of scientiic and technical activities is becoming more important in society. Due to the close cooperation of science, government and society in developed countries, the popularization of science and scientiic activity is at a higher level of development than in Russia. The most efective tool for promoting the results of scientiic and technical activities in society is television. The authors analyze domestic and foreign experience in the ield of popularizing scientiic and technical activities on television. The article presents a brief historical overview of the development of popular science television in Russia, as well as the main Russian projects for popularizing scientiic and technical activities. In addition, the most popular educational TV-channels and programs of the USA and UK were studied. The purpose of this study is to identify barriers to the development of popularization of scientiic and technical activities in Russia. The study shows that, despite the currently used mechanisms aimed at the development of popular science genre on television, it is too early to speak about its revival and blossom. One of the main reasons for this situation is the decreasing prestige of Russian science. The result of the research is the determination of the main directions for the revival and development of popular science genre in Russia taking into account the positive experience of foreign countries. Introduction. The article is devoted to the problem of developing a "qualified customer" model in Russia as an instrument of the government science and technology policy aimed at improving the efficiency of budgetary and extrabudgetary R&D expenditures, as well as at increasing the level of intellectual property commercialization. Methods. The article is based on the analysis of Russian and foreign experience in the development of R&D, various approaches and views of Russian authors on this problem, as well as the content of certain regulatory legal acts. Results and Discussion. Following the results of the research, the authors highlight the key properties and characteristics of the "qualified customer" model in Russia, among which are: 1) the curatorial (coordination) function of the government in terms of defining strategically important national science and technology goals in projects implemented using public funds; 2) the role of business (organizations of the real economy) as a guarantor of financing and subsequent commercialization of R&D with the simultaneous role of the goverment as a guarantor of benefits and preferences for the business sector; 3) the distribution of funding sources for R&D (from the government or business) depending on the nature of research and development (fundamental research is mainly publicly funded, while applied R&D is mainly supported by private funds); 4) long-term and uninterrupted R&D order fulfillment within specific projects in achieving the stated performance indicators; 5) participation of experts from different fields of activity in order to apply the acquired knowledge and developments in practice, including when creating new high-tech products and services. Conclusion. Different approaches to the deinition of "intellectual capital" are considered in the article. Two components of national intellectual capital are examined – human capital and results of intellectual activity. A comparative analysis of various systems of state regulation of creation, use and augmenting of human capital and the use of results of intellectual activity (American, British, Chinese, Russian, etc.) is presented. A brief description of foreign and domestic systems of remuneration of teaching and research staff based on quantitative or expert assessments or their combination is done. It is noted that the use of quantitative or expert assessments in the remuneration system causes discussions in the world. As far as the system of higher education is concerned the data on current trend towards the decentralized system as more lexible and responsive is presented in the article while noting that the decentralization process brings both positive and negative effects. The most urgent problems of the domestic system of state management of human capital and the creation and use of results of intellectual activity are listed in the article: the geographical remoteness of the region from the center, horizontal inequality in wages, low level of base salaries of researchers, lack of demand for the large quantity of results of intellectual activity, etc. In the description of existing stimulating measures of the development of the sphere of creation and use of intellectual capital the main emphasis is done on the indirect incentives through tax beneits system.
