China has among the highest biodiversities in the world, but faces extreme biodiversity losses due to the country's huge population and its recent explosive socioeconomic development. Despite huge efforts and investments by the government and Chinese society to conserve biodiversity, especially in recent decades, biodiversity losses may not have been reversed, and may even have been exacerbated by unintended consequences resulting from these projects. China's centralized approach to biodiversity conservation, with limited local participation, creates an inflexible and inefficient approach because of conflicts between local communities and national administrators over the benefits. Although community-based conservation may be an imperfect approach, it is an essential component of a successful future national conservation plan. Biodiversity conservation should be considered from the perspective of systems engineering and a governance structure that combines centralization with community-level conservation. In this paper, we describe China's complex challenge: how to manage interactions between humans and nature to find win–win solutions that can ensure long-term biodiversity conservation without sacrificing human concerns.

China has the largest number of industrial parks in the world. These parks are not only crucial for the country to accelerate industrialization but also to achieve its climate change targets. Constructing CO2 emission inventories for industrial parks is the first step in analysing the park's emission patterns and designing low-carbon policies. However, most of the previous emission accounts for industrial parks adopted various scopes and methodologies, making them incomparable with each other. This study develops a self-consistent methodology and framework for China's industrial parks based on enterprise-level data. We consider both Scope 1 and 2 emissions and construct the inventories by 19 energy types and 39 industrial sectors, which are consistent with the existing national, provincial, and city-level emission inventories. Such sectoral-based emission inventories will be not only able to provide data support for the design of emission/energy control policies, but also help the central/local governments evaluate a park's emission reduction performance. Finally, an empirical study is applied to four industrial parks to verify the method. In addition, we review the eco-industrial park programmes in Japan and South Korea, as well as their emissions accounting framework. We find that most of the Japanese industrial parks provide Scope 1, 2 and 3 emissions, while for South Korea, parks mostly focus on Scope 1 emissions. The discussion of Japan and South Korea's eco-industrial parks have referential significance for the construction China's low-carbon parks.

In India, rapid industrialization and reorganization of the global supply chain are driving economic growth, accompanied by increasing exports and carbon emissions. India is poised to succeed China as the next world manufactory, which will lead to huge emissions in the country. To formulate appropriate emission mitigation measures, it is necessary to further understand the temporal change in India's emissions at the sectoral level from both the production and consumption perspectives. However, existing studies that have estimated emissions in India have paid less attention to the link among original emitters, final producers and final consumers and to its temporal change. Based on an emission inventory compiled in this study, we trace emission flows from original emitters to final producers and then to final consumers through the international supply chain by using an environmentally extended multi-regional input-output model. This study finds that both production-based and consumption-based emissions in India increased constantly from 2000 to 2014, and production-based emissions had higher growth rates due to the increased coal share. The major receivers of India's exported emissions were developed countries (e.g., the European Union and the United States), while the main sources of India's imported emissions were developing countries (e.g., China and Russia). From 2011 to 2014, India's net exported emissions increased by 29.2% because of the decrease of imported emissions. Moreover, intermediate products (63% and 73.7%) were the major contributors to exported and imported emissions, most of which were embodied in manufacturing products (48.8% and 65.7%, respectively). Therefore, international cooperation to optimize the energy and trade structure and to improve energy efficiency can be effective in mitigating carbon emissions in India.

Abstract
Understanding the impact of climate fiscal policies on vulnerable groups is a prerequisite for equitable climate mitigation. However, there has been a lack of attention to the impacts of such policies on the elderly, especially the low-income elderly, in existing climate policy literature. Here, we quantify and compare the distributional impacts of carbon pricing on different age–income groups in the United States, the United Kingdom, and Japan and then on different age groups in other 28 developed countries. We find that the elderly are more vulnerable to carbon pricing than younger groups in the same income group. In particular, the low-income elderly and elderly in less wealthy countries face greater challenges because carbon pricing lead to both higher rate of increase in living cost among low-income elderly and greater income inequality within the same age group. In addition, the low-income elderly would benefit less than the younger groups within the same income group in the commonly proposed carbon revenues recycling schemes. The high vulnerability of the low-income elderly to carbon pricing calls for targeted social protection along with climate mitigation polices toward an aging world.

Here we show that goods produced in China for foreign markets lead to an increase of domestic non-methane volatile organic compounds (NMVOCs) emissions by 3.5 million tons in 2013; about 13% of the national total or, equivalent to half of emissions from European Union. Production for export increases concentration of NMVOCs (including some carcinogenic species) and peak ozone levels by 20–30% and 6–15% respectively, in the coastal areas. It contributes to an estimated 16,889 (3,839–30,663, 95% CI) premature deaths annually combining the effects of NMVOCs and ozone, but could be reduced by nearly 40% by closing the technology gap between China and EU. Export demand also alters the emission ratios between NMVOCs and nitrogen oxides and hence the ozone chemistry in the east and south coast.
