In the framework of its Neighbourhood Policy (ENP), the EU opens up certain facets of its education policy for members of the educational systems of the direct neighbour countries. Bearing the important role of education for processes of nation building and the related formation of citizens in mind, I analyse the meanings of this extension because the reordering of the relations with the new neighbours after the last enlargement of the EU is one of the main aims of the ENP. In the paper I would like to address this issue from two perspectives: Firstly, I want to take a look at the rhetoric employed in EU documents on internal and external education policy. Drawing on the concept of citizenship and its double role for differentiating between insiders and outsiders of a community and realting individuals to a politcal community, the question arises what kind of integration the EU intends for formal non-EU citizens by offering them certain opportunities of participation. The thesis is that the attitude towards participants from non-member states remains without a clear "finalite", reflecting thus one of the overall problems of the ENP. Secondly, I want to look at the level of individual participants in the programme Erasmus Mundus and the meanings their stays abroad have for them. I will show in how far their experiences abroad impact on their daily practices as citizens of their countries.

Les régimes frontaliers de l'Europe ont connu de nombreux et importants changements ces dernières années, notamment le régime des visas ainsi que les réglementations douanières. Les conséquences en sont considérables pour les personnes qui vivent au contact quotidien de la frontière. L'article explore les transformations des activités locales des petits commerçants et des petits entrepreneurs à la frontière roumano-ukrainienne. Il analyse le lien entre ces changements, le renforcement de la réglementation concernant la frontière externe de l'UE, et les préparations à l'intégration de la Roumanie à l'espace Schengen. Il apparaît que si cette frontière est régulée de manière uniforme, elle est pratiquée de manière hétérogène.

This book assesses the instruments and measures geared towards determining the EU's relations with it's neighbours. These are channelled on the one hand by the enlargement policy focusing on the Western Balkans and on the other hand by the neighbourhood policy which will enable the integration of Central and Eastern European neighbouring countries without offering membership. Both of these policies have strong local and regional effects in the EU's neighbouring countries. However, little attention has been paid to the perceptions of and impact of these policies in the neighbouring countries themselves. By presenting theoretical contributions and empirical case studies drawing on qualitative and ethnographic fieldwork, this book provides new insights that will be of great interest for students, researchers and practitioners in the fields of Geography, Sociology, Political Science and European Studies.
