Abstract
The author argues that the idea, that the Bank of England accepted Walter Bagehot's recommendations from around the 1870s onwards and adopted the role of lender of last resort for the British financial markets, is a misconception. The published balance sheets give this impression, but a closer analysis of the balance sheet shows that the Bank of England never lost sight of the profit motive and had tied its own hands through the composition of its asset portfolio in order to be able to intervene effectively in the case of crisis. Even the only serious threat to financial market stability in the period under review, the Baring crisis of 1890, could only be mastered thanks to a broad rescue operation, coordinated solely by the Bank of England. This experience obviously did not contribute to a lasting change in the orientation of the Bank's business policy until the First World War.

Abstract
In order to integrate the (in part) highly industrialized Austrian and Bohemian economies into the German autarky and war economy it was very important for the German government to take control of all relevant Austrian and Bohemian industrial concerns, that is, big industry in these countries had tobe "Aryanized" and/or "Germanized". At the time of invasion, many of the major Austrian and Bohemian companies were under the control of Austrian and Czechoslovakian banks respectively. Therefore, the realignment of the finance industry of the occupied territories became a precondition for the intended takeover of these industrial concerns. Simultaneously, it offered the German great banks excellent prospects for expansion. On the other hand, the deep economic crisis of the early 1930s had not yet been overcome in both countries and the German great banks faced substantial risks when they took over the more important native banks. Therefore, the strategies by which the great banks penetrated the Austrian and Bohemian markets differed substantially. This article explains the logic behind the respective strategies of Deutsche Bank, Dresdner Bank and Commerzbank as well as the intensions of the German authorities and assesses the relative success of the respective strategies.
T his article examines the social composition of the German economic elite in the early twentieth century. It provides a definition of 'economic elite' which is focussed on the economic function of certain persons in the business community and deduces it from the social and cultural capital of the family of origin. The main outcome of the scrutiny is the somewhat surprising result that the social and even the personal composition of the German economic elite proved to be extremely stable despite the political turmoil of the period such as the revolution of 1918 or the coming to power of the Nazis in 1933. The only exception was in the latter case the fact that the Jewish members of the elite, who were highly overrepresented as elite members in relation to their share of the population, were at length dispelled from their position. In general, they were not superseded by the so-called Old Fighters of the (NS-)party, but by persons of more or less the same socio-environment as their predecessors with the only exception of their religious adherence. Запропоновано визначення «економічної еліти», що зосереджена на економічній функції певних осіб у ді-ловій спільноті й виводить її з соціяльної та культурної столиці похо-дження родини. Основний результат вивчення дещо неочікуваний: со-ціяльний і навіть особистий склад німецької економічної еліти виявив-ся надзвичайно стабільним, попри політичні потрясіння таких періодів, як революція 1918 року або прихід до влади нацистів 1933 року. Єдиним винятком є те, що єврейські члени еліти, які були надмірно презенто-вані щодо їхньої загальної частки, були повністю зміщені зі своєї пози-ції. Abstract
During the 1960s and 1970s the war economy of World War I was a major field of interest. Its main focus was, however, the governance of the war economy and the relationship between business and politics. From then on the economic history of World War I came out of style and despite the 100th anniversary of its outbreak a recovery is out of sight. In contrast to previous research the following contributions focus on the reaction of (mainly) private business towards the unexpected and exceptional situation of a total war.

"Ziel der Arbeit ist es, die Ergebnisse der deutschen Industrialisierungsforschung wieder an jene Forschungstradition anzubinden, die dem Staat auch im 19. Jahrhundert eine wesentliche Gestaltungskraft im Industrialisierungsprozess zusprach. Der Staat wird als ein besonderer Apparat mit einer spezifischen materiellen Struktur verstanden. "Diese Struktur gliedert sich in seine bürokratischen Institutionen wie der Verwaltung, die Justiz und in gewisser Weise auch das Militär und die Polizei einerseits sowie seine repräsentativen Institutionen wie die Regierung und die Parlamente andererseits ... Die Geschichte der Eisenbahnen im 19. Jahrhundert eignet sich wie kein anderes Beispiel für einen synthetisierenden Versuch, die alte These von der in wichtigen Teilbereichen industrialisierungsfördernden Haltung des preußischen Staates mit den Ergebnissen der neueren Industrialisierungsgeschichtsschreibung zu konfrontieren, um das Spannungsfeld zwischen marktwirtschaftlicher Entwicklungsdynamik und staatlicher Gestaltung, also den Prozeß der 'ökonomischen Modernisierung', neu auszuloten. Denn einerseits bildeten die Eisenbahnen den Kernbereich des 'schwerindustriellen Leitsektorkomplexes', der sich … weitgehend ungesteuert zum Motor des Industrialisierungsprozesses entwickelte. Andererseits war 'der Staat' an der Entstehung und Gestaltung des Eisenbahnwesens fast zwangsläufig ständig beteiligt. Seine Rolle konnte sich dabei auf die (Wieder-) Herstellung von Konkurrenzbedingungen eines zum Monopol und zur partiellen Aufhebung der Konkurrenz tendierenden Sektors beschränken" (Ziegler, D., a. a. O., S. 10f). Hauptaufgabe der Arbeit ist die synthetisierende, komparativ angelegte Analyse der Eisenbahnpolitik der deutschen Staaten. Anhand der Eisenbahnpolitik des Staates wird die Annahme untersucht, "dass die Industrialisierung nichts anderes gewesen ist als ein Resultat unzähliger (einzelwirtschaftlich rationaler) Unternehmensentscheidungen und dass der Staat diesen Prozess vielleicht modifizieren, nicht aber gestalten konnte … Die Untersuchung beschränkt sich dabei nicht auf den preußischen Staat, sondern es werden alle deutschen Staaten (seit 1871 einschließlich Elsaß – Lothringen) einbezogen, sofern sie eine eigene Eisenbahnpolitik betrieben … Im Zentrum der Analyse der staatlichen Politik steht die Frage, ob diese einer bestimmten allein sachlich gegründeten Handlungslogik folgte oder vielmehr Ausfluß eines identifizierbaren Klasseninteresses bzw. eines eigenständigen Herrschaftsinteresses war. … Die Untersuchung konzentriert sich dabei auf die ökonomische Dimension. Die Darstellung wird sich im ersten Teil auf die mit den Besitzverhältnissen eng verknüpfte Frage nach der (wirtschafts-) ordnungspolitischen Orientierung und die daraus abgeleiteten finanz- und verfassungspolitischen Fragen konzentrieren. Im zweiten Teil, der auch im Zeitablauf insofern an den ersten Teil anschließt, als die ordnungspolitische Frage im Sinne des Staatsbahnmonopols um 1880 entschieden war, werden dann die wirtschafts-, regional- und finanzpolitischen Fragen des entstehenden Interventionsstaates im Mittelpunkt stehen" (Ziegler, D., a. a. This article, based on personnel records, examines the context in which Jewish employees were banished from the Dresdner Bank. Although the bank, stateowned since 1931, was forced to apply the Berufsbeamtengesetz, the flawless implementation of these anti-Jewish measures cannot be explained soley by the suppressive character of the Nazi regime. Contrary to customary belief, several instances in which bank officers helped former employees, prove that opportunities to circumvent the de-Judaization process did exist. The reasons for the overall success of the Nazis' anti-Jewish policy were varied, though anti-Semitism, which was widespread in German society, was foremost among them. Secondly, emergency decrees dating from the final days of the Weimar Republic were used as a model for legislation which empowered the state to intervene in personnel matters of the banking industry. Under a guise of legitimacy, these actions anticipated further anti-Semitic measures which limited the banks' freedom to act. Thirdly, in 1932 the pensioning off of nearly 25 % of all employees left only a few elderly bank officers remaining in managerial positions. As a result, the number of retirements for the foreseeable future had been considerably reduced, and the prospects for advancement of young employees who had just begun their careers thereby limited. Thus, many non-Jewish employees personally profited from the anti-Semitic policies of the Dresdner Bank. (Vierteljahrshefte für Zeitgeschichte / FUB)
