Only 55 years after the end of WWII, there is hardly any talk about hatred or distrust between peoples & states in Western Europe. This being so, one is compelled to take this experience of developing peaceful relationships as a blueprint to cope with insecurity, instability, distrust, or even war in the eastern regions of the continent. The slightly modified concept of a "security community," first presented by K. W. Deutsch in 1957 & offering a cogent explanation for the stable peace & confidence within the European Union, lays the groundwork for an analysis of policy strategies aiming at the enlargement of the zone of peace in Europe. 1 Figure. "Der vorangegangene Beitrag (Zielinski 1994) kam zu dem Schluß, daß die demokratische Verfaßtheit von Staaten, die in einem Interaktionsverhältnis stehen, eine wichtige, jedoch nicht hinreichende Voraussetzung für eine weitgehende Annäherung an den Idealtypus einer Friedensgemeinschaft darstellt. Im folgenden wird dargelegt, in welchem Ausmaß verschiedene Arten zwischenstaatlicher Kooperation (über Völkerrecht, Organisationen, wirtschaftliche Zusammenarbeit, Regime und transnationale Beziehungen) sowie den Interaktionskontext von außen beeinflussende Faktoren (im Sinne einer Hegemonialordnung bzw. einer äußeren Bedrohung) den Grad der Annäherung an den Idealtypus beeinflussen. Diese Merkmale des internationalen Systems werden dabei, wie zuvor der Faktor 'reziproke Demokratie', direkt auf die Merkmale des Idealtypus bezogen und auf ihre potentiellen Gewaltursachen entgegengesetzte Wirkung untersucht. Der Beitrag kommt zu dem Schluß, daß auch die Ebene des internationalen Systems den Grad der Annäherung an den Idealtypus mitbestimmt. Keiner der besprochenen Faktoren ist jedoch allein in der Lage, einen Zustand stabilen Friedens zu schaffen. Und ohne Demokratie können auch noch so vorteilhafte Bedingungen des internationalen Systems keinen stabilen Frieden garantieren." (Autorenreferat)

Objective To provide a comprehensive characterization of explosive ordnance disposal (EOD) personal protective equipment (PPE) by evaluating its effects on the human body, specifically the poses, tasks, and conditions under which EOD operations are performed. Background EOD PPE is designed to protect technicians from a blast. The required features of protection make EOD PPE heavy, bulky, poorly ventilated, and difficult to maneuver in. It is not clear how the EOD PPE wearer physiologically adapts to maintain physical and cognitive performance during EOD operations. Method Fourteen participants performed EOD operations including mobility and inspection tasks with and without EOD PPE. Physiological measurement and kinematic data recording were used to record human physiological responses and performance. Results All physiological measures were significantly higher during the mobility and the inspection tasks when EOD PPE was worn. Participants spent significantly more time to complete the mobility tasks, whereas mixed results were found in the inspection tasks. Higher back muscle activations were seen in participants who performed object manipulation while wearing EOD PPE. Conclusion EOD operations while wearing EOD PPE pose significant physical stress on the human body. The wearer's mobility is impacted by EOD PPE, resulting in decreased speed and higher muscle activations. Application The testing and evaluation methodology in this study can be used to benchmark future EOD PPE designs. Identifying hazards posed by EOD PPE lays the groundwork for developing mitigation plans, such as exoskeletons, to reduce physical and cognitive stress caused by EOD PPE on the wearers without compromising their operational performance.
